Accordingly, this circular regulates the forms of collaboration, student recruitment, organization and management of training, recognition of graduation and awarding of diplomas in collaborative training with foreign countries at the undergraduate, master's and doctoral levels, applicable to Vietnamese higher education institutions, Vietnamese organizations and individuals, foreign higher education institutions and foreign individuals involved.

Compared to the 2020 circular, this draft circular provides more specific and detailed regulations, and notably includes a form of direct training collaboration, whereas the previous circular only covered online training and a combination of in-person and online training.

Training partnership model

The draft regulations stipulate that in-person training programs will be applied at all three levels: undergraduate, master's, and doctoral. Specifically, at least 70% of the total program content must be taught through in-person instruction.

In direct training partnerships with foreign countries, at least 70% of the total training program content must be taught through direct instruction.

Online learning is only permitted at the university level, where at least 50% of the total duration of the training program (including teaching, guidance, learning, and assessment activities) is conducted online.

For blended learning (BLW) programs applied at all three levels—Bachelor's, Master's, and Doctoral—between 30% and under 50% of the total duration of the training program is conducted through an online learning system.

Regulations regarding enrollment quotas

In cases where the quality assurance conditions of Vietnamese higher education institutions are applied, the scale and enrollment quotas for joint training programs with foreign countries are included in the total annual enrollment quotas of the Vietnamese higher education institution.

In cases where the quality assurance conditions of Vietnamese higher education institutions are not applied, the scale and enrollment quotas shall be approved by the competent authority or determined autonomously by the collaborating parties within their authority, with quality assurance principles and conditions no lower than the current regulations on determining enrollment quotas applicable to Vietnamese higher education institutions.

Specifically, the draft regulations stipulate that the target group and admission requirements must meet the Government 's regulations on foreign cooperation and investment in the field of education and joint training programs, in which proof of foreign language proficiency is one of the prescribed certificates.

Foreign lecturers must teach at least 25% of the total program content.

The organization and management of training must comply with government regulations on foreign cooperation and investment in the field of education regarding training programs, teaching staff, facilities and equipment, training locations, and quality assurance requirements.

This includes the teaching plan; the assignment of lecturers, thesis and dissertation supervisors; academic support staff; the organization of examinations, tests, assessments, and certification of course completion; the guidance, evaluation, and defense of projects, theses, proposals, dissertations, and dissertations; graduation recognition, diploma issuance, etc.

Lecturers from foreign higher education institutions (full-time lecturers, permanent lecturers directly teaching in the corresponding training program of the institution in the host country) must ensure that they lead and are responsible for teaching at least 25% of the total workload of the training program when collaborating with Vietnamese higher education institutions.

There is an appendix with the diploma in Vietnamese.

Diplomas from joint programs must contain complete information as prescribed by the awarding institution; and include a diploma supplement (in Vietnamese, English, or the native language of the foreign higher education institution conducting the joint training) containing the following information: name of the joint training program, form of joint training; duration of training in Vietnam and abroad; language of instruction; level of education, etc.

Higher education institutions must publicly disclose regulations on joint training programs with foreign countries, information on joint training programs that have been and are being implemented, and evidence of meeting quality assurance conditions...
