Regarding the implementation of tasks in the first 6 months of the year, key tasks in the last 6 months of 2024: In the first 6 months of the year, the province focused on successfully and safely organizing many important political activities and events of the country and the province, especially the series of activities to celebrate the 70th anniversary of Dien Bien Phu Victory, the 115th anniversary of the province's establishment, and the National Tourism Year - Dien Bien 2024; the province continued to receive timely attention and direction from the Central Party Committee, the National Assembly, the Government, the Central Committee of the Vietnam Fatherland Front, the assistance and support of central ministries, branches, and the support of localities, organizations, and individuals at home and abroad. Our province has achieved a number of important and quite comprehensive results in the fields of socio-economy, ensuring national defense, security, Party building and the political system. Over 5,000 houses for poor households have been completed under Project 09, along with effectively implemented social security policies, providing a basis for people to feel secure in working, producing, stabilizing their lives, and sustainably escaping poverty.
However, in addition to opportunities and advantages, there are also difficulties such as: Revenue from land auctions faces many difficulties, affecting the mobilization of resources for investment in building economic and social infrastructure and urban development projects. The global supply chain is disrupted, the gold market, prices of raw materials, fuels, construction materials, and agricultural supplies fluctuate strongly; climate change, hot weather, drought, and heavy rains occur abnormally in some localities, greatly affecting production, business activities and people's lives. Leading to a socio-economic target that is lower than the set plan, especially the target on: Economic growth rate, disbursement rate of public investment capital; The progress of implementing some key projects, investment attraction projects, urban development projects is slower than planned, especially the work of site clearance, support and resettlement is very slow... Some types of crime are still complicated; developing party members and establishing party organizations in private enterprises is lower than planned...
It is forecasted that in the last 6 months of 2024, the world situation will continue to develop in a complicated and unpredictable manner in terms of both political security and economic development; strategic competition between major countries will become increasingly fierce, conflicts in some regions will continue to increase; inflationary pressure will remain high; production and business will continue to be difficult; the real estate market will continue to stagnate and be quiet; pressure on disbursement of public investment capital; the number of tourists to the province will decrease compared to the first 6 months of the year; weather and climate will continue to develop abnormally, with heat, drought and the risk of flash floods and forest fires likely to occur in many localities, which will put great pressure on economic growth, socio-economic development results, ensuring national defense and security, Party building and the political system of Dien Bien province.
To successfully implement the set goals and tasks for 2024, especially the goals of: Economic growth (target of 10.5%) , disbursement of public investment capital, State budget collection in the area, the goal of building new rural areas, the goal of developing party members, establishing party organizations in private enterprises; speeding up the progress of key projects, especially projects under the Master Plan of activities to celebrate the 70th anniversary of Dien Bien Phu Victory; implementing the Provincial Planning and related planning; activities in the National Tourism Year - Dien Bien 2024 to continue attracting tourists in the coming time; speeding up the establishment of Dien Bien Phu University; proposing an investment plan for the Dien Bien - Son La - Tay Trang Border Gate Expressway, phase 1... I request that comrades study, discuss, and contribute opinions; Focus on assessing the reality, objectivity and comprehensiveness of the context and situation of socio-economic development, ensuring national defense and security, Party building and the political system of the province in the first 6 months of 2024; clearly point out the achieved results, shortcomings, limitations and causes, forecast the situation that may occur in the coming time to propose appropriate solutions and focus on leading, directing and organizing the implementation to strive to complete the goals and tasks of 2024 and basically complete the main targets and objectives set out in the Resolution of the 14th Provincial Party Congress.
Propose that the Provincial Party Committee give its opinion on the implementation of local budget revenue and expenditure tasks in the first 6 months of 2024; the main tasks and solutions for managing the local budget estimate in the last 6 months of 2024 as requested by the Provincial People's Committee Party Committee. This is also a very important content, and delegates are requested to study and give their opinions, especially to participate in supplementing tasks and solutions to ensure budget revenue in the area, speed up the settlement of investment capital for completed projects... so that the Provincial People's Committee Party Committee can absorb, complete, and submit to the Provincial People's Council for consideration and approval at the next session, as a basis for organizing implementation at the end of the year.
Report on the results of organizing activities to celebrate the 70th anniversary of Dien Bien Phu Victory: Immediately after the Central Party Secretariat approved the implementation of the overall project of activities to celebrate the 70th anniversary of Dien Bien Phu Victory (May 7, 1954 - May 7, 2024); the province focused on leading and directing the launch of patriotic emulation movements; coordinated with central ministries and branches to successfully, safely and effectively organize many unique cultural, sports and tourism activities to celebrate the 70th anniversary of Dien Bien Phu Victory; activities to pay tribute to Dien Bien Phu soldiers, youth volunteers and forces participating in the Dien Bien Phu campaign, and families of martyrs participating in the Dien Bien Phu campaign.
The special highlight is the successful and safe organization of the National Ceremony, Parade, and Marching Ceremony of the 70th Anniversary of Dien Bien Phu Victory. The province has received the attention and participation of delegates and distinguished guests who are leaders and former leaders of the Party and State, leaders of central agencies, departments and branches, leaders of provinces and cities, international guests, central and local press agencies, and a large number of people and tourists at home and abroad, helping to spread the event, images of the Ceremony and the land and people of Dien Bien to the people and international friends.
In addition to the achieved results, there are still some shortcomings and limitations in the coordination between the province and the central ministries and branches, between agencies and units in the province; the organization and reception of delegates; the implementation of projects to restore and embellish relics and urban areas is still slow... Regarding the causes, there are objective and subjective reasons, short preparation time, urgent progress, the province's conditions are still difficult, especially in terms of accommodation infrastructure... It is recommended that the Provincial Party Executive Committee focus on discussing, participating in giving opinions and suggestions, especially on the contents that need to be learned from experience and the key tasks that need to continue to be implemented in the coming time.
Regarding the preliminary summary of the implementation of the Party's inspection, supervision and disciplinary enforcement tasks in the first 6 months of the year; key directions and tasks for the last 6 months of 2024: In the first 6 months of the year, inspection and supervision work has had many positive changes. Party committees, Party organizations and Inspection Committees at all levels in the Party Committee have focused on leading, directing and organizing the strict implementation of tasks according to the Party Charter, inspections and supervisions are implemented in accordance with regulations, ensuring democracy, impartiality, objectivity, and gaining the consensus and support of cadres, Party members and people. However , there are still some Party committees and organizations, especially at the grassroots level, that are slow to develop, promulgate and implement inspection and supervision programs; the detection and proposal for inspection of signs of violations are still limited. The monitoring and urging of the implementation of inspection and supervision conclusion notices have not been drastic, thorough and slow to overcome. The regular monitoring and situational awareness work of some Party committees at all levels is sometimes not proactive or thorough, so the quality and efficiency are not high...
Propose that the Provincial Party Executive Committee continue to study, discuss, and deeply and properly evaluate the achieved results, difficulties, obstacles, shortcomings, limitations and causes, especially subjective causes, to have solutions to effectively and qualitatively implement inspection and supervision work in the last 6 months of 2024.
Regarding the amendment and supplementation of the Working Regulations of the Provincial Party Executive Committee, term XIV, 2020 - 2025: Immediately after the 14th Provincial Party Congress, the Provincial Party Executive Committee focused on directing the development and promulgation of the Working Regulations of the Executive Committee for the term 2020 - 2025 (Regulation No. 01-QC/TU, dated January 9, 2021) . The Provincial Party Executive Committee and the Provincial Party Committee members organize the implementation of tasks and powers according to regulations and in accordance with the Working Regulations.
Up to now, based on the new regulations and guidelines of the Party, Central agencies and the practical situation, requirements, some tasks and powers of the Provincial Party Committee, the Provincial Party Committee Standing Committee have some points that need to be considered for amendment and supplementation, so the Provincial Party Committee Standing Committee has directed the Provincial Party Committee Office to review and coordinate with relevant agencies to advise on the development of a Draft to amend the Working Regulations of the Provincial Party Committee Executive Committee, term XIV, 2020 - 2025, to submit to the Provincial Party Committee Executive Committee for consideration and decision...
