DNVN - According to the results of the 2023 Open Budget Survey recently announced by the International Budget Partnership (IBP), Vietnam's budget transparency ranking continues to rise to 57/125 countries. Equivalent to an increase of 11 ranks compared to the 2021 assessment.
On July 3, the Ministry of Finance said that according to the results of the Open Budget Survey 2023 (OBS 2023) just announced by the International Budget Partnership (IBP), Vietnam's budget transparency ranking continued to be raised to 57/125 countries. Equivalent to an increase of 11 places compared to the 2021 assessment.
According to OBS 2023, Vietnam's pillars are all higher than the global average and have increased in points compared to 2021. Specifically, the Budget Transparency pillar reached 51/100 points (the global average was 45/100 points, an increase of 7 points compared to 2021); the Public Participation pillar reached 19/100 points (the global average was 15/100 points, an increase of 2 points compared to 2021).
At the same time, the Budget Monitoring pillar scored 82/100 points (the global average was 62/100 points, up 2 points compared to 2021).
The OBS 2023 ranking results demonstrate Vietnam's determination and efforts in enhancing budget transparency through the availability of budget documents and the full, accurate, and timely disclosure of relevant information.

Notably, in Vietnam's OBS 2023 results, there are 3 documents with high scores: the budget report for citizens with a maximum score of 100/100 points; the state budget estimate decided by the National Assembly with 83/100 points; the report on the implementation of the state budget in the year with 78/100 points.
Currently, the Ministry of Finance is conducting surveys to assess the implementation of local budget transparency according to the provisions of the 2015 State Budget Law. Thereby, it will serve as a basis for advising and proposing amendments and supplements to regulations on budget transparency in accordance with Vietnamese practice and better meet international practices.
The Ministry of Finance hopes to continue receiving comments and technical support from international organizations, domestic organizations and individuals to improve the mechanism and policies on management and disclosure of the State budget. Further attract public attention to budget information and facilitate people to participate and contribute opinions to documents throughout the entire budget process and monitor budget implementation.
Towards enhancing the responsibility of State management agencies in managing and using the State budget effectively, in accordance with regulations and in public financial accountability.
OBS is an initiative to promote budget transparency, coordinated by IBP and independent social organizations (in Vietnam, the Center for Development and Integration - CDI), conducting assessments in more than 100 countries around the world . The assessment cycle is every 2 years since 2006.
