The Directive states: On October 1, 2024, the Prime Minister issued Decision No. 1658/QD-TTg approving the National Green Growth Strategy for the 2021-2030 period, with a vision to 2050 (TTX Strategy). To ensure that the Strategy is implemented on schedule, effectively and achieves the set goals, the Prime Minister issued the National Action Plan on Green Growth for the 2021-2030 period, in which specific tasks and solutions are assigned to each ministry, branch and locality.
In recent times, despite facing multi-dimensional challenges, under the drastic direction and management of the Government and the Prime Minister, and the active initiative of ministries, branches and localities, Vietnam's green growth (GG) process has achieved many important results, contributing positively to the overall growth of the economy. However, GG has not really become a driving force for economic growth due to some limitations and challenges in the implementation process: Some GG goals, tasks and solutions have not been timely integrated into the socio-economic development plan and public investment plan, leading to a lack of synchronization and lack of resources for implementation in ministries, branches and localities; The institutional and policy framework for investment in green growth is still fragmented, green financial instruments are not yet complete, there is a lack of preferential policies and incentives for breakthrough investment in green growth, leading to the failure to create a favorable environment for accessing, mobilizing, attracting and receiving resources for green growth; implementation capacity is still limited, awareness of the role and benefits of green growth has not really penetrated the thinking of people and businesses.
Towards net zero emissions by 2050
To promote the implementation of the Green Growth Strategy, towards the goal of net zero emissions by 2050, the Prime Minister requested Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally run cities to focus on directing and organizing the serious, complete and timely implementation of the assigned tasks in the Green Growth Strategy and the Green Growth Action Plan.
In particular, Ministers of ministries, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally-run cities promptly incorporate and integrate the goals and tasks of TTX into strategies, projects, plans and legal documents of sectors and fields expected to be issued in the coming time; review and assess the potential of new sectors and fields in TTX. Accelerate the implementation of programs, projects and pilot projects of new models associated with TTX; promote communication, education and raise awareness of the role, significance and benefits of TTX for people and the business community; strengthen and improve the effectiveness of coordination and information sharing among ministries, sectors and localities in the process of implementing TTX.
Realizing green growth associated with socio-economic development
The Ministry of Planning and Investment develops a mechanism to monitor, evaluate and report on the implementation of the Green Growth Strategy; develops a roadmap to realize Green Growth associated with socio-economic development with a long-term vision towards the goal of carbon neutrality.
Institutionalize and supervise the adjustment and supplementation of new economic policies, models and tools to promote economic restructuring associated with innovation of growth models towards green and sustainable growth, ensuring equality and competitiveness, and promoting the important role of the private sector in the green transition process.
Strengthening advocacy and mobilizing all resources for green growth; amending and supplementing legal documents on public investment in the direction of prioritizing state budget capital for green growth; developing investment incentive mechanisms to promote green growth, mechanisms to support green pilot projects in Vietnam; compiling a list of green pilot projects, a list of key green tasks and projects in each period.
Develop preferential policies to encourage investment in green projects
The Ministry of Finance reviews, revises and supplements policies on management and use of state budget expenditures to promote green growth; develops and completes preferential financial policies to encourage investment in green projects; and urgently completes the Project on establishing and developing a carbon market in Vietnam.
The State Bank continues to review, adjust and perfect banking and credit institutions in line with the goals of green growth, especially green credit and green banking; develop solutions to concentrate resources for green credit, preferential credit policies for green projects; direct credit institutions to promote green credit, focus capital on green economic sectors, green projects, and environmentally friendly projects.
The Ministry of Industry and Trade restructures and upgrades industries based on innovation and application of science and technology; increases investment attraction to develop green industries such as renewable energy, hydrogen, electric vehicles, charging infrastructure, etc.; completes and effectively implements the Plan to implement the Declaration on converting coal power to clean energy; commits to global renewable energy and energy efficiency goals; promotes research and implementation of solutions to adapt to the Carbon Border Adjustment Mechanism (CBAM).
The Ministry of Natural Resources and Environment strengthens resource management, environmental protection, nature conservation and biodiversity, adaptation to climate change, improves capacity for monitoring, forecasting and warning of natural disasters; prioritizes resource allocation, accelerates implementation of key projects on climate change response, natural disaster prevention and control, especially drought, saltwater intrusion, subsidence, riverbank and coastal erosion, landslides, etc.
In addition, perfecting mechanisms and policies on carbon credit exchange and offset; submitting for promulgation environmental criteria and confirmation for projects granted green credit and issuing green bonds; perfecting a set of national green criteria as a basis for identifying and classifying economic activities; perfecting regulations, policies, and guidelines on technical standards and norms to accelerate the implementation of circular economy.
The Ministry of Construction builds and perfects institutions, policies and tools to monitor and evaluate the development of green, smart, climate-resilient urban areas, green construction works, public infrastructure and environmentally friendly means of transport; produces and uses low-carbon construction materials; uses new and clean energy sources.
Complete the National Technical Regulations on technical infrastructure works, focusing on climate change response and emission reduction (water supply, drainage, solid waste treatment, lighting, energy supply, etc.).
Encourage the development of green, organic, circular, high-tech agriculture
The Ministry of Agriculture and Rural Development continues to promote the restructuring of the agricultural sector, encourage the development of green, organic, circular, high-tech agriculture, environmental protection, emission reduction and climate change adaptation; complete agricultural and rural infrastructure to adapt to climate change, focusing on irrigation and clean water works to serve the restructuring of the agricultural sector and new rural construction; focus on effectively implementing the Project "Sustainable development of one million hectares of high-quality and low-emission rice cultivation associated with green growth in the Mekong Delta by 2030".
The Ministry of Foreign Affairs advises on establishing cooperation frameworks on green economy, promoting "economic diplomacy", "technology diplomacy", "climate diplomacy", technology cooperation, mobilizing financial resources for green growth and green transformation; proactively participating and actively contributing to international cooperation frameworks and initiatives on green growth and sustainable development to enhance Vietnam's international role and image, facilitating the mobilization of international resources, and creating conditions for Vietnamese enterprises to participate in global green supply chains.
Promoting digital transformation to serve green growth
The Ministry of Information and Communications promotes information, propaganda, and mobilization of people, businesses, manufacturers, organizations, and individuals throughout society to change awareness, production and consumption behaviors, and green lifestyles; promotes digital transformation to serve green growth; integrates green growth into programs and plans for synchronous infrastructure investment in digital transformation.
The Ministry of Education and Training integrates and incorporates green growth into education and training at all levels, promotes and educates soft skills, forms green and civilized lifestyle and awareness; promotes training of high-quality human resources to serve industries and fields related to green growth (new energy industry: hydrogen).
Developing green tourism services
The Ministry of Culture, Sports and Tourism completes the legal framework and policy mechanisms for green tourism development; handles violations of environmental and landscape encroachments, raises awareness of tourism environmental protection; develops and effectively implements the Tourism System Planning for the 2021-2030 period, with a vision to 2045; develops a set of synchronous and effective green tourism development standards; develops green tourism products and services, promotes the values of natural resources and national cultural heritage; and promotes green tourism.
The Ministry of Labor, War Invalids and Social Affairs completes integrated policies to respond to climate change, promote green job creation, support job transition, create new jobs and ensure social security; policies to develop sustainable livelihoods for workers, especially vulnerable workers; effectively implement programs and projects to support labor market development and job creation in fields related to green jobs; integrate; add new training sectors and occupations in green jobs to vocational training and education programs; increase investment in facilities and training equipment for vocational training institutions towards a green vocational training environment, meeting national and international green standards and criteria.
The Ministry of Science and Technology completes a national list of clean technologies, advanced technologies, high technologies, and low-carbon emissions in manufacturing industries; prioritizes the allocation of science and technology and innovation tasks to TTX.
In addition, research and development and application of new energy sources, especially technology for production, storage, distribution and use of hydrogen; carbon capture/utilization (CCS/CCUS); research, testing, improvement and innovation of clean technology in universities, research institutes and large private enterprises towards a shift to a low-carbon economy, reducing energy consumption and greenhouse gas emissions.
Perfecting policy mechanisms to encourage the use of green transportation
The Ministry of Transport completes the policy mechanism to encourage the use of green vehicles and green energy (including hydrogen fuel for green vehicles, equipment, and transport infrastructure).
The business community, relevant industry associations, research institutes, and universities proactively coordinate with ministries and sectors to participate in and mobilize contributions from domestic and international organizations and development partners in implementing the National Strategy on TTX; strengthen propaganda and raise awareness of TTX...
