Prosperity of the highlands
With the advantage of flat terrain, stretching across the Na San plateau, fertile land, and favorable climate, the Party Committees of Chieng Mung, Muong Bang, and Muong Bon communes have led the people to focus on developing industrial crops and fruit trees, such as coffee, longan, mango, custard-apple, etc. with a total area of 1,185 hectares of industrial crops; 1,736 hectares of fruit trees. The cultivation value reaches over 100 million VND/ha/year.
In particular, the transformation of Chieng Mung agriculture is demonstrated through the application of high technology, organic farming, production according to VietGAP processes, and association with the collective economy . Many effective agricultural cooperative and farm models have been formed, contributing to stable consumption of agricultural products and increasing people's income.
Trade and services have developed strongly, with 39 enterprises, 18 cooperatives, 461 business households, transportation services, and agricultural product processing. Industrial clusters have been systematically planned, gradually forming closely linked agricultural - industrial - commercial value chains.
New rural construction has achieved many positive results, Muong Bang commune achieved new rural standards in 2021; Chieng Mung commune achieved new rural standards in 2022; Muong Bon maintained and improved the criteria since 2018. The appearance of the new rural areas and people's lives are changing day by day.
Arriving at Hoang Van Thu village, along both sides of the road are gardens of dragon fruit and longan laden with fruit, equipped with irrigation systems, applying high technology in production. Mr. Ha Xuan Tu, Party cell secretary and village head, excitedly said: The village is currently planting and caring for nearly 84.6 hectares of longan, mango, custard apple, and dragon fruit trees. Thanks to that, the average income reaches nearly 60 million VND/person/year; the village has no poor households; security and order are maintained. In 2023, the village will meet the model new rural standards in terms of production organization and rural economic development.
The cultural and social fields have many positive changes. Education and training continue to receive attention, 100% of schools meet national standards; health care and disease prevention are implemented synchronously. The poverty rate is currently 2.13%; near-poor households account for 3.2%. National defense and security are firmly consolidated; political security, social order and safety are ensured.
Party building and consolidation of the political system were focused on; the role of the Fatherland Front and socio-political organizations was promoted, contributing to strengthening the great national unity bloc. After establishing and operating the 2-level government model, the political system of Chieng Mung commune was quickly consolidated and operated smoothly for the people.
New space - new expectations
After the merger, it opens up new space and new expectations for Chieng Mung - a dynamic locality with great potential for developing high-tech agricultural economy, forming a concentrated raw material area associated with processing industrial facilities; developing eco-tourism and cuisine; being a key area for industrial development, with Mai Son Industrial Park being further invested in and completed. In particular, the Prime Minister agreed to invest in upgrading and renovating Na San airport, which will bring about multi-faceted efficiency, helping to connect Son La and the Northwest region with localities across the country, creating momentum for Chieng Mung to develop.
With new confidence and momentum, the Standing Committee of the Chieng Mung Commune Party Committee focused on leading the development of a draft political report to submit to the 1st Congress of the Chieng Mung Commune Party Committee, term 2025-2030, comprehensively assessing the results achieved in the past term, and at the same time determining the policies, orientations, and visions of decisive significance for the Na San plateau to have stronger breakthroughs.
Comrade Nguyen Anh Binh, Secretary of the Chieng Mung Commune Party Committee, said: The Party Committee has set goals throughout the 2025-2030 term to focus on leadership: Building a clean and strong Party and grassroots political system; promoting democracy and the strength of great national unity; accelerating digital transformation and administrative reform; ensuring national defense and security; preserving and promoting local traditional cultural values; mobilizing resources to build Chieng Mung commune to develop rapidly and sustainably.
The commune Party Committee has set 24 main targets in the fields of economy, society, environment and Party building. Maintain 1,180 hectares of coffee, expand the area of fruit trees to 1,750 hectares, of which 50 hectares apply high technology; reach 350 hectares of vegetables, 30% of which are safe production; the number of enterprises and cooperatives operating by 2030 reaches 50 units; reduce the poverty rate to 1.5%. Regarding Party building, 100% of village Party cells have executive committees; 30% of Party cells achieve four good standards; admit 100 or more Party members. Strive to achieve advanced new rural standards by 2030.
In addition, the Commune Party Committee has also selected two breakthroughs: Administrative reform associated with digital transformation; synchronous infrastructure investment, especially transportation and cultural houses for disadvantaged villages. At the same time, focusing on groups of tasks and solutions, such as: Developing production according to the chain; attracting investment in industry - agricultural processing; improving the quality of education - health; building a strong political system; protecting the environment and responding to climate change.
Affirming his belief in the new development path, Mr. Pham Ngoc Dau, Party cell secretary and head of Mai Tien village, said: We hope and believe that in the 2025-2030 term, the Party Committee of the commune will improve its leadership capacity, be closer to the people, and bring the commune to the advanced new rural standards, especially promoting economic development, organizing production linkages according to sustainable value chains between farmers, cooperatives, enterprises and the state, helping people feel secure in production.
With great determination, high efforts, unity, consensus, and aspirations to rise up, the Party Committee and people of Chieng Mung commune continue to promote the spirit of solidarity, democracy, innovation and creativity; strengthen the building and rectification of the Party and the grassroots political system to be clean and strong; improve the effectiveness and efficiency of state management; proactively mobilize and effectively use resources for socio-economic development, ensure national defense and security, creating a solid foundation for building a green, fast and sustainable commune.
