
The Draft Decree on Land Pricing consists of 6 chapters and 44 articles, detailing and guiding the implementation of the 2024 Land Law on land pricing methods; developing, adjusting, amending and supplementing land price lists; specific land pricing and conditions for practicing land pricing consultancy.
At the conference, experts and delegates suggested reviewing interest costs and investor profits, taking into account equity and business risks, which are calculated as a percentage multiplied by the total prescribed costs (excluding pre-calculated taxable income and value added tax). Regarding regulations on training facilities for knowledge development on land valuation, it is necessary to review the time and form of training and development, in which the time for direct, concentrated study must ensure at least 80% of the total training course time.
Regarding the draft regulations on land use fees and land rent, opinions focused on clarifying the regulations: How to calculate, collect, pay, exempt, reduce land use fees, handle compensation, support, resettlement costs, and record land use fee debts. For additional payments including increased land use fees, increased land rent; in cases where the State allocates land, leases land, allows change of land use purpose, recognizes land use rights, receives transfer of land use rights to implement investment projects without putting the land into use, and delays the prescribed land use schedule.
Concluding the conference, Deputy Prime Minister Tran Hong Ha emphasized that the conference aimed to collect serious, substantive, and broad opinions from relevant parties, ministries, branches, and localities to ensure consistent implementation conditions from top to bottom. Based on the opinions of experts and delegates, the Deputy Prime Minister requested the Ministry of Natural Resources and Environment and the Ministry of Finance to absorb and coordinate with relevant ministries and branches to promptly explain and complete the draft decrees to be submitted to the Government for consideration and decision to promulgate in accordance with the correct procedures and legal regulations.
