Prime Minister Pham Minh Chinh chaired the Conference. The Conference was held directly at the Government headquarters and connected online with 63 connecting points in provinces and centrally-run cities.
Attending the conference were Deputy Prime Ministers Le Minh Khai, Tran Hong Ha, Le Thanh Long; Vice Chairman of the National Assembly Nguyen Khac Dinh; leaders of ministries, central agencies, committees of the National Assembly; leaders of provinces and centrally run cities.
In his opening speech, Prime Minister Pham Minh Chinh stated that institutional building and improvement is one of the three strategic breakthroughs and major policies of the Party and State. The Government has identified this as a key task and focused on synchronous implementation from institutional building and improvement to law enforcement. Investment in institutional building is considered investment for development; institutional improvement is to open up and promote other breakthroughs, mobilizing all resources for development, especially infrastructure.
Since the beginning of the term, the Government has organized 28 thematic meetings on law-making; commented on, reviewed and approved more than 100 proposals for law-making and draft laws; issued more than 380 decrees; the Prime Minister has issued 90 normative decisions. Ministries have issued relevant guiding circulars.
At the sessions, the 15th National Assembly passed a large number of laws and resolutions (over 60 documents), including many important laws and resolutions such as: Land Law, Real Estate Business Law, Housing Law, Credit Institutions Law, Road Law, resolutions on piloting a number of specific mechanisms and policies for the development of provinces and cities... At the 7th Session alone, the National Assembly passed 11 laws, 2 normative resolutions; 1 resolution on the 2025 Law and Ordinance Development Program, adjusting the 2024 Law and Ordinance Development Program and 9 resolutions on socio-economic management.
The National Assembly and the Government have shown great determination, made great efforts, and taken drastic, effective, and efficient actions; proactively and synchronously implemented many solutions with practical improvements and innovations in law-making; focused on immediately removing difficulties, obstacles, and bottlenecks that hinder development, especially in the fields of land, infrastructure, investment, and business...
The Prime Minister said that the Government and the Prime Minister sincerely thank the National Assembly for its coordination, support and companionship throughout the process of formulating, examining, commenting, receiving, explaining and passing laws and resolutions; especially during the difficult stages of pandemic prevention and control, the stage of promoting socio-economic recovery and development.
According to the Prime Minister, the development and promulgation of laws and resolutions is difficult, and the implementation of these documents and their effects is even more difficult. In fact, in recent times, the organization and enforcement of laws have not been truly effective and efficient; they have not truly unleashed all resources for rapid and sustainable development in the context of the Fourth Industrial Revolution. There are still many issues that need to be adjusted, revised, and supplemented, especially those related to new growth drivers such as digital transformation, green economy, circular economy, etc.
Therefore, organizing today's Conference is extremely necessary to focus on thoroughly understanding the new points, key contents, requirements and main tasks to put newly issued laws and resolutions into practice, and at the same time review some of the achieved results, advantages and difficulties in the process of implementing some laws passed by the 15th National Assembly.
At the same time, listen to the opinions of ministries, branches and localities on the advantages, difficulties and obstacles in practice as well as in the process of implementing legal regulations; draw lessons to improve the quality of drafting legal documents. At the same time, thoroughly grasp Regulation No. 178-QD/TW dated June 27, 2024 of the Politburo on controlling power, preventing and combating corruption and negativity in law-making work.
The conference has limited time, high requirements, wide scope, and rich content. The Prime Minister asked delegates to focus their intelligence, continue the spirit of innovation, present reports, discuss, and speak focusing on the following issues.
Firstly, further promote the implementation of the requirement of "closely linking law-making with law enforcement, ensuring that laws are implemented fairly, strictly, consistently, promptly, effectively and efficiently" according to the Documents of the 13th Party Congress and Resolution No. 27-NQ/TW on continuing to build and perfect the socialist rule-of-law state of Vietnam.
Second, discuss important issues, propose feasible and practical solutions, contribute to further strengthening coordination, creating synchronization and unity among agencies to continue improving the quality of implementation work, ensuring the implementation of laws and resolutions of the National Assembly into life, contributing to promoting socio-economic development, strengthening power control, preventing and combating corruption and negativity in law-making work.
Third, propose solutions to remove difficulties and obstacles, overcome shortcomings and limitations in organizing the implementation of laws and resolutions, promulgating detailed regulations, reviewing legal documents...
According to the Conference program, Deputy Prime Minister Le Thanh Long presented an introductory report on the implementation of a number of laws and resolutions of the 15th National Assembly.
Next, the Conference listened to delegates discuss and express their opinions on the implementation of the National Assembly's Resolution on the Law and Ordinance Development Program; implementation of Regulation No. 178-QD/TW dated June 27, 2024 of the Central Executive Committee on controlling power, preventing and combating corruption and negativity in law-making; implementation of the Land Law, Housing Law, Real Estate Business Law, Law on Credit Institutions; some key contents and preparation of resources for the implementation of the Road Law, Law on Road Traffic Order and Safety, Law on Social Insurance, Law on the Capital; preparation work, results of implementation organization and difficulties and obstacles of localities in the process of implementing laws and resolutions of the National Assembly...
