On April 14th, at the Party Central Headquarters, Prime Minister Pham Minh Chinh met with Comrade Xi Jinping, General Secretary of the Central Committee of the Communist Party of China and President of the People's Republic of China.
Prime Minister Pham Minh Chinh warmly welcomed General Secretary and President of China Xi Jinping's state visit to Vietnam, coinciding with the 75th anniversary of the establishment of diplomatic relations; emphasizing that the visit is the most important high-level activity in Vietnam-China relations this year, contributing to maintaining the fine tradition of close high-level exchanges between the two Parties and two countries.
Prime Minister Pham Minh Chinh expressed his appreciation and high regard for Comrade Xi Jinping being the first leader of the Chinese Party and State to visit Vietnam four times in his capacity as General Secretary and President; he believes that this visit will continue to be a historical milestone, contributing to strategic orientation and providing strong impetus to promote relations between the two Parties and two countries.
The Prime Minister warmly congratulated China on achieving its first centenary goal, continuing to lead the world's major economies in the speed of recovery after the COVID-19 pandemic, making the greatest contribution to global economic growth, achieving breakthrough development and leading the world in many key technologies; and expressed confidence that the Party, State, and people of China will soon successfully achieve the second centenary goal.

During the meeting, Prime Minister Pham Minh Chinh provided an overview of Vietnam's socio-economic development, particularly its commitment to implementing the "three strategic breakthroughs" and the "four strategic goals," which include breakthroughs in science and technology development, a revolution in streamlining the organizational structure, the development of the private sector, and the building of an independent and self-reliant economy linked to deep international integration.
The Prime Minister affirmed that Vietnam consistently considers developing relations with China as an objective requirement, a strategic choice, and a top priority; and is determined to promote the building of a Vietnam-China Community of Shared Future, which has increasingly close strategic significance, commensurate with the strategic height and long history of friendship between the two Parties and two countries.
Presenting some proposals on the direction and focus of cooperation in the coming period, Prime Minister Pham Minh Chinh suggested that the two sides build a trustworthy and good political relationship to guide the overall bilateral relationship, maintain exchanges between the top leaders of the two Parties and two countries, and institutionalize contacts between the two Prime Ministers; promote defense and security cooperation to truly become a pillar of the bilateral relationship; and coordinate and support each other within multilateral frameworks.
The Prime Minister expressed his desire for both sides to improve the quality and effectiveness of substantive cooperation in various fields, giving high priority to railway cooperation, especially in credit, technology transfer, and human resource training. He urged the early signing of the ODA loan agreement to facilitate the commencement of construction of the Lao Cai-Hanoi-Hai Phong line in 2025, followed by the Dong Dang-Hanoi and Mong Cai-Ha Long-Hai Phong railway lines; and to promote balanced and sustainable trade development, creating favorable conditions for the export of Vietnamese agricultural products and other goods to China.
Furthermore, we will strengthen cooperation in developing new productive forces, focusing on science and technology, innovation, and digital transformation; promptly launch large-scale projects that symbolize the bilateral relationship in Vietnam; create new highlights in cooperation on environmental resources, finance, and monetary affairs; further deepen cooperation in culture, education, tourism, and aviation; and enhance exchanges and coordination within multilateral frameworks.
The Prime Minister also proposed that both sides continue to build a peaceful, friendly, cooperative, and developing border; maintain peace and stability at sea, consolidate a favorable environment for the development of each country; adhere to high-level common understandings, effectively control and appropriately handle disagreements in a spirit of friendship and mutual respect, in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS).
Affirming Vietnam's status as a friendly neighbor, General Secretary and President of China Xi Jinping expressed his pleasure in choosing Vietnam as the first destination for his first overseas visit of 2025. This fully demonstrates the high regard the Chinese Communist Party and Government have for Sino-Vietnamese relations and the deep friendship between the two peoples.
Impressed by the vibrant spirit of Vietnam's Doi Moi (Renovation) process, Comrade Xi Jinping congratulated Vietnam on its significant achievements in socio-economic development, especially its high and stable economic growth. General Secretary and President of China Xi Jinping wished Vietnam success in organizing the 14th National Congress, ushering Vietnam into an era of strong, civilized, and prosperous development.

General Secretary and President of China Xi Jinping affirmed that the Chinese Party and Government consistently uphold a policy of friendship with Vietnam, always considering Vietnam a priority in its neighborly diplomacy; firmly support Vietnam's pursuit of socialism in accordance with Vietnam's circumstances; and are ready to work with Vietnam to focus on building a community of shared future between the two countries centered around the six-pronged approach, contributing to the progress of humanity.
Chinese President and General Secretary Xi Jinping expressed his pleasure at the positive results achieved in the in-depth talks with General Secretary To Lam. The two sides also signed more than 40 cooperation documents, which were very substantive and comprehensive, yielding many achievements for the visit.
Comrade Xi Jinping highly appreciated Prime Minister Pham Minh Chinh's important contributions to promoting cooperation in various fields between the two countries.
General Secretary and President of China Xi Jinping welcomed and highly appreciated Prime Minister Pham Minh Chinh's suggestions on measures to strengthen relations between the two Parties and countries. He expressed his hope that both sides would make good use of exchange mechanisms, especially the Bilateral Cooperation Steering Committee; cooperate through Party, Government, and Parliament channels, and between key ministries such as foreign affairs, defense, and public security; seize opportunities for development in science and technology, and utilize the close geographical proximity between the two countries to exploit the potential for economic cooperation and industry development; and actively promote the railway cooperation mechanism between the two countries.

Comrade Xi Jinping affirmed that China is ready to expand imports of Vietnamese agricultural products and support Chinese enterprises in increasing high-quality investment in Vietnam. He proposed that both sides organize activities well within the framework of the Vietnam-China People's Cultural Exchange Year; implement the Red Journey tourism routes; and strengthen cooperation in education and health to bring practical benefits to the people of both countries. He also suggested that ministries and agencies of both sides proactively and actively implement cooperation projects; adequately manage disagreements in accordance with the common understanding of high-level leaders; promote cooperation at sea; and jointly maintain peace and stability in the region and the world.
