The government requires the development of a project for high school graduation exams and university entrance exams on computers.

The above tasks are mentioned in Resolution No. 281 promulgating the Action Program to implement Resolution No. 71 of the Politburo on breakthroughs in education and training development (Program).

The Government requires comprehensive digital transformation, popularization and strong application of digital technology and artificial intelligence in education and training.

In Resolution No. 281, the Government sets out eight key tasks to effectively implement this Program.

One is to raise awareness, innovate thinking and action, and determine strong political determination to make a breakthrough in education and training development.

Second is to strongly innovate institutions, create unique and outstanding mechanisms and policies for education and training development.

Third is to strengthen comprehensive education in morality, intelligence, physique, and aesthetics, forming a system of values for Vietnamese people in the new era.

Fourth is comprehensive digital transformation, popularization and strong application of digital technology and artificial intelligence in education and training.

The year focuses on building a team of teachers and standard school facilities, improving the quality of preschool and general education.

Sixth is to reform and modernize vocational education, creating a breakthrough in developing human resources with high vocational skills.

Seven is to modernize and improve university education, create breakthroughs in developing highly qualified human resources and talents, and lead research and innovation.

Eight is to promote deep international cooperation and integration in education and training.

Regarding the task of strongly innovating institutions, creating special and outstanding mechanisms and policies for education and training development, the Government requires the development and completion of the following Law projects: Law amending and supplementing a number of articles of the Law on Education; Law on Higher Education (amended); Law on Vocational Education (amended) and detailed regulations. Urgently develop a Resolution of the National Assembly promulgating the National Target Program on modernization and improvement of education and training quality for the period 2026-2035 and a Resolution of the National Assembly on special mechanisms and policies to implement Resolution No. 71 (to be completed in 2025).

In addition, develop a Decree amending and supplementing regulations related to compulsory education and universal education in accordance with development requirements in the new period; develop a Decree stipulating special and outstanding preferential policies for teachers; a roadmap for implementing the increase of vocational preferential allowances for preschool and general education institutions to at least 70% for teachers, at least 30% for staff, 100% for teachers in particularly difficult areas, border areas, islands, ethnic minority areas... (completed in 2026).

Regarding comprehensive digital transformation, popularization and strong application of digital technology and artificial intelligence in education and training, the Government assigned the Ministry of Education and Training to preside over and coordinate with the Ministry of Science and Technology, the Ministry of Finance and relevant ministries and agencies to develop a Decree regulating the management of education and training data; build a database of digital transcripts and digital diplomas for learners nationwide according to personal identification codes (to be completed in 2025).

" The Ministry of Education and Training shall preside over and coordinate with relevant ministries, agencies and localities to develop a project to organize high school graduation exams, university entrance exams, vocational education, and large-scale computer-based assessment exams; develop a national education and human resources information system, connect with the labor market and employment information system, and integrate scientific, technological, and innovation information of educational institutions; develop a project to encourage and mobilize businesses and higher education institutions to participate in training teachers and learners in digital capacity and artificial intelligence (to be completed in 2026) ," the resolution stated.

With the task of focusing on building a team of teachers, standard school facilities, improving the quality of preschool and general education, the Government assigned the Ministry of Education and Training to preside over and coordinate with relevant ministries and agencies to develop a Project to build boarding and semi-boarding schools for high school students in remote, border and island areas for the period 2025-2030, with a vision to 2035; develop a Project to enhance foreign language teaching and learning for the period 2026-2030 with a vision to 2035; develop a Project to gradually make English the second language in schools (to be completed in 2025).

The Government also requested the Ministry of Education and Training to preside over and coordinate with relevant ministries and agencies to develop a project to teach languages of neighboring countries; develop a project to train and foster teachers, lecturers, and managers of national defense and security education (to be completed in 2026).

The Ministry of Education and Training is also responsible for presiding over and coordinating with relevant ministries and agencies to develop a Decree stipulating specific and outstanding mechanisms and policies to promote educational development in disadvantaged areas, ensuring that all children of school age can go to school and study until the end of high school or equivalent (to be completed in 2028).
