Bac Ninh plans to allocate 752 billion VND for tuition fee exemption.

According to the Department of Education and Training of Bac Ninh province, the proposed tuition fee level in the submitted document will require a budget of approximately 752 billion VND to implement the policy outlined in the Resolution for the 2025-2026 school year.

On the afternoon of September 23rd, the People's Committee of Bac Ninh province held its September 2025 thematic conference, chaired by Mr. Vuong Quoc Tuan, Chairman of the People's Committee of the province.

At the conference, Mr. Ta Viet Hung, Director of the Department of Education and Training, presented a report on the regulations regarding tuition fee support for preschool children, primary and secondary school students, and learners in the general education program in private and non-private educational institutions; tuition fees for public preschool and primary education; the list of fees and fee levels, and the mechanism for managing revenue and expenditure for services supporting educational activities in public educational institutions in Bac Ninh province, starting from the 2025-2026 school year.

Specifically, the tuition fee level used to subsidize tuition fee exemptions for preschools, primary and secondary schools (excluding primary schools), continuing education institutions, and public educational institutions implementing the general education program that are not self-sufficient in covering their operating expenses, from the 2025-2026 school year onwards, will be determined based on the old tuition fee level, selecting the higher level for each educational level between the two provinces before the merger.

Specifically, the tuition fee is 180,000 VND/student/month for preschool and primary school; 90,000 VND/student/month for lower secondary school; and 140,000 VND/student/month for upper secondary school and continuing education at the upper secondary level. With the above proposed tuition fees, the estimated state budget for implementing the policy of the Resolution in the 2025-2026 school year is approximately 752 billion VND.

He requested the Department of Education and Training to continue researching and implementing procedures to support educational institutions and students to ensure that the new school year achieves many positive results.

The Chairman of the People's Committee of Bac Ninh province emphasized that, entering the new school year, the province has issued a resolution on the implementation of the School Milk Program, and requested the Department of Education and Training to promptly implement it as soon as possible. In addition, for other policies, after being issued by the Bac Ninh Provincial People's Council, they must be implemented immediately to promote educational development.

The Chairman of the People's Committee of Bac Ninh province also noted that, in addition to professional duties, the Department of Education and Training needs to review the physical facilities of schools, striving to prevent serious deterioration that threatens classroom safety. Along with that, emphasis should be placed on communication and mobilization efforts to create consensus among the people when there is a plan to relocate school facilities to ensure the quality of education in the locality.
