'Hand-holding' to remove obstacles
In the spirit of drastic reform and improving service efficiency, the Chairman of the People's Committee of Quang Ngai province has directed units and localities to simultaneously deploy many solutions to ensure the smooth and stable operation of the 2-level local government model.
The focus is on guiding the organization of headquarters, issuing operating regulations and quickly putting the Commune-level Public Administration Service Center into stable operation, without interrupting the reception and processing of records of people and businesses.
Immediately after the policy was issued, the Provincial People's Committee promptly surveyed, arranged locations, renovated headquarters, made the most of available equipment and assigned the Department of Science and Technology to support upgrading information technology infrastructure. From July 1, 2025, the whole province simultaneously put into operation 96 commune-level public administrative service centers, basically ensuring facilities and equipment to receive and handle administrative procedures.
According to Mr. Nguyen Hoang Giang, Chairman of the People's Committee of Quang Ngai province, the province is continuing to closely monitor the activities of local authorities at two levels, promptly overcoming difficulties and removing obstacles. The People's Committee of Quang Ngai province has established working groups to support localities.
Mr. Nguyen Hoang Giang affirmed that two-level local government is still a regular, continuous task, especially in providing online public services associated with people and businesses.

Director of the Department of Science and Technology of Quang Ngai province Nguyen Tan Liem said that the Department is one of the units that receives the most requests for support from communes, especially in operating the two-level local government.
The current major difficulty, according to Mr. Liem, is that the technological infrastructure in some mountainous communes is still weak, while the level and digital skills of staff are not uniform. To overcome this, the Department of Science and Technology has established two mobile working groups, each with nearly 20 members, closely coordinating with VNPT and Viettel , directly going to the communes to support the grassroots.
Mr. Liem shared: "We work according to the motto 'holding hands and showing how to do things'. When a commune has a request, the working group will immediately go, guide each operation and handle it on the spot. In cases where we cannot arrive in time, we will support online via video call."
Thanks to this flexible approach, many problems at the grassroots level are resolved quickly, without backlog. The image of working vehicles going to the communes, arriving promptly when needed, not only creates trust for the commune-level authorities but also ensures smooth public administration activities, contributing to making the digitalization process more practical.
Along with that, the online television system serving inter-level meetings has been deployed, helping to shorten the time for direction and operation. Up to now, the activities of handling administrative procedures, managing documents, implementing digital signatures and ensuring information security in Quang Ngai are basically stable, effectively serving the people and businesses.
Improve processes and standardize public services
To optimize operations, Quang Ngai has reconfigured all internal processes, ensuring that 100% of the province's administrative procedures are connected and communicated with the National Public Service Portal and the province's Administrative Procedure Information System. Thanks to that, data from the National Population Database has automatically filled in the records, reducing manual operations and saving time for officials and people.
The province is also deploying electronic forms (eForms) for 30 essential public services that generate the most records. Units are assigned to continue reviewing and improving the forms to increase user-friendliness and ease of use.
During July-August 2025, Quang Ngai issued more than 500 new digital certificates, changed information for 4,000 devices, unlocked about 400 devices; organized training on digital signatures. Up to now, the whole province has more than 15,200 active digital certificates, basically meeting the requirements for digitally signing documents, digitizing records and handling administrative procedures.
The Provincial People's Committee also strengthened training and fostering of digital skills and administrative expertise for nearly 800 officials and civil servants in 96 communes, wards and special zones. Departments such as Science and Technology, Agriculture, Justice, etc. organized many specialized training courses to ensure that grassroots staff could operate smoothly.
The efforts in Quang Ngai have initially shown the effectiveness of the two-tier local government model associated with digital transformation, helping to process documents faster and making it more convenient for people and businesses to access services.
However, in order for digitalization to truly go into depth and achieve synchronization from the commune level to the Central level, Quang Ngai province recommends that the Central Government soon upgrade shared information systems; synchronize the file processing status between specialized software and the provincial system; and at the same time decentralize and delegate authority to localities in exploiting and using data, in order to maximize the effectiveness of digital transformation at the grassroots level.
Building a common digital platform
Recently, at the third quarter work conference with the Departments of Science and Technology, Minister of Science and Technology Nguyen Manh Hung emphasized that digital transformation needs to be truly implemented, quickly standardizing all internal processes in the digital environment, avoiding the situation of documents "going around" from online to paper.
He also emphasized that the current top priority of the science and technology sector is to remove obstacles in handling administrative procedures when operating two-level local governments, especially at the commune level.
According to Minister Nguyen Manh Hung, decentralization does not mean that the Ministry "pushes" all responsibilities to the locality and then stands aside. Decentralization to the locality must come with mechanisms and resources.
"When delegating power to localities, the central government must focus more on building shared platforms, policies and tools," the Minister emphasized.
On September 11, the Ministry of Science and Technology issued Decision 2618/QD-BKHCN on the List and plan for implementing national digital platforms, shared digital platforms for industries, fields, and regions for agencies, ministries, branches, and localities to deploy, complete, and share from the central to grassroots levels (provincial and commune levels if there are functions up to the commune level), avoiding duplicate, overlapping, and wasteful investment.
Accordingly, shared digital platforms include 4 groups: Digital platforms for handling administrative procedures and interacting with people and businesses; platforms for serving administration, direction and operation; platforms for providing shared basic infrastructure services; platforms for serving specialized operations.
These platforms will be built centrally and shared, using central funding for investment, procurement, leasing, maintenance, operation, and maintenance, while ensuring the ability to connect and share data between agencies from central to local levels.
Reality in Quang Ngai and many other localities shows that the two-level local government model cannot be separated from digital transformation. With strong participation from the Central Government, along with creative efforts from localities, the two-level local government model associated with digitalization is expected to become a key tool, helping the government get closer to the people, serve more practically and create a foundation for sustainable development in the digital age.
