After nearly a month of operating the two-level local government model, commune-level administrative units have quickly adapted to new tasks, including the field of education and training (GD&DT).
Staff with solid expertise and good technology
The current two-level local government model takes on many additional tasks and powers previously reserved for the district level, in order to increase the autonomy and proactiveness of grassroots governments and better meet the needs of the people.
Sharing with GD&TĐ Newspaper, Mr. Nghiem Van Hach, Secretary of the Party Committee of Tam Da Commune ( Bac Ninh ) said that streamlining the current organizational structure, information technology level, management capacity, and service attitude of commune-level officials are extremely important factors.
Therefore, immediately after being assigned the new task, the leaders of Tam Da commune discussed and agreed to determine that the urgent task now is to train a team of cadres with strong political and ideological qualities, exemplary in maintaining public ethics, sense of discipline, order, and professional proficiency.
According to Mr. Nghiem Van Hach, the locality has developed a plan, expected to use up to 500 million VND (accounting for 50% of the budget from the State's commune-level streamlining according to Decision No. 759 dated April 14, 2025 of the Prime Minister) for on-site staff training. At the same time, it will combine inviting leading experts from the Central and the province to train and provide training.
Regarding education, the Party Secretary of Tam Da commune (Bac Ninh) emphasized that the commune prioritizes resources for developing schools and teachers to gradually improve the quality of education and training.
“The immediate task is to proactively carry out tasks and prepare well for the new school year 2025-2026…”, the Secretary of the Party Committee of Tam Da commune shared.
Mr. Nguyen Thanh Xuan (born in 1994, civil servant of Tam Da commune) said that, together with many commune officials, he tested and shared skills in using software on the administrative procedure system of Bac Ninh province, national public services, civil status - justice... Mr. Xuan had to regularly monitor, exchange, handle or propose handling of arising situations to gain experience and learn new knowledge.
Up to now, thanks to the close attention and direction of the local Party Committee and government, the Tam Da commune apparatus has initially operated relatively smoothly, effectively, seamlessly, and without interrupting the transition process from the 3-level local government model to the 2-level local government model.
Phu Khe Ward (Bac Ninh) was established on the basis of merging 3 wards (Phu Khe, Huong Mac, Chau Khe of the old Tu Son City). Mr. Nguyen Van Dung - Vice Chairman of the Ward People's Committee said that 13 schools (preschool, primary school, secondary school) are actively preparing for the new school year 2025 - 2026.
According to Mr. Dung, the ward has proactively assigned clear tasks and people in the field of education; The procedures for receiving and processing student and parent records are carried out publicly and transparently, creating convenience for the people.
“Along with school security and safety, in the 2025-2026 school year, schools will strengthen facilities, learning equipment and supplies; digital transformation, STEM-oriented teaching; life skills education, digital citizenship skills and global citizenship skills…” - Mr. Dung emphasized.
The government accompanies in implementing tasks for the new school year
In Hanoi, in the first week of taking on the new task of implementing a two-level government, Mr. Co Nhu Dung - Chairman of the People's Committee of Giang Vo Ward spent a lot of time on education and training in the area. Notably, there was a working session with Giang Vo Secondary School on the plan to implement the "Google digital classroom" model towards building a "Google digital school" in the 2025-2026 school year and orientations for the following school years.
Giang Vo Secondary School is expected to deploy the Google digital classroom model (3 classes 6A1, 6A6, 6A9) with modern digital infrastructure, digital platform and digital capacity in the 2025-2026 school year. At the same time, it is oriented to become the first Google digital school in Hanoi and the whole country in the 2026-2027 school year.
The Chairman of Giang Vo Ward People's Committee highly appreciated the project and plan for Google digital classroom, towards Google digital school of Giang Vo Secondary School. At the same time, he requested the school and related units to have a plan to provide 170 laptops or tablets for 3 classrooms, to ensure that each student has a learning device; Organize training for teachers on the use and management of the above devices.
The Chairman of Giang Vo Ward People's Committee also suggested many solutions to improve the quality of school education such as: Investing in infrastructure, improving the quality of teachers, and improving learning conditions for students.
On April 23, a conference was held in Bo De ward (Hanoi) to disseminate and deploy the tasks of applying information technology, digital transformation and AI in the education sector by 2025.
Ms. Dao Thi Hoa, Vice Chairwoman of Bo De Ward People's Committee, emphasized that digital transformation and AI application are not only tools, but also core goals for comprehensive educational development. Accordingly, Bo De Ward People's Committee will build a system of projects and plans not only for each school year, but also for the entire 2025 - 2030 term to achieve this goal.
The Vice Chairman of the People's Committee of Bo De Ward pointed out 4 key contents in 2025. These include deploying the use of Google platform tools for education; Organizing training and coaching on information technology application, digital transformation and AI; Piloting digital classroom and smart classroom models...
“In the 2025-2026 school year, Bo De ward will select suitable educational facilities to pilot the digital classroom model (primary and secondary schools) and smart classroom (preschool level). Information technology infrastructure and equipment will be built, invested in, and equipped in accordance with the implementation orientation...” - Ms. Hoa informed.
From the practical experience after more than 3 weeks of operating the 2-level local government model and Circular 13/2025 of the Ministry of Education and Training coming into life, the commune-level government has become the main force in coordinating and implementing educational work at the grassroots level. The initiative, closeness to the people and proximity to schools of the commune level will be the decisive factors to maintain school discipline, especially in a period of many changes like the present.
At the seminar "Digital Transformation - A vital bridge between two levels of local government" held on the morning of July 24, Mr. Phan Trung Tuan, Director of the Department of Local Government - Ministry of Home Affairs, assessed that after 3 weeks of operating the two-level local government model, initial results have been very positive. This shows that the Party and State's policy is very correct in organizing the new local government model, the first time in the history of our country to organize a two-level local government model.
