Prohibit account names that are the same as those of agencies within the Ministry of Defense
Circular 81/2025 takes effect from September 15 and replaces Circular No. 110/2014 of the Ministry of Industry and Trade. Minister of Defense on regulations on management, provision and use of Internet services in the military.
The Circular details the command of agencies and units responsible for setting up social network accounts and providing content on social networks for activities related to the tasks of the agency or unit; management and licensing are carried out as for electronic information pages.
Agencies, organizations, and individuals are not allowed to name their accounts the same or identical to the names of press agencies, state agencies, or other agencies within the Ministry of National Defense, or use words that can be confused with press agencies, state agencies, or agencies under the Ministry of National Defense.
According to the circular, the Ministry of National Defense's Electronic Information Portal is an official, centralized information channel, a focal point for connecting and publicizing information of the Ministry of National Defense on the Internet, with access addresses at https://mod.gov.vn or https://bqp.vn.
The Ministry of Defense also clearly stated regulations on providing and sharing information on social networks.
Accordingly, agencies, units, organizations and individuals under the management of the Ministry of National Defense, when participating in providing and sharing information on social networks, are responsible for understanding and complying with the terms and conditions of use of the social network service provider before registering to participate; social network users for personal purposes must not use information related to agencies and units when registering and setting up accounts.
Only share information from official and reliable sources; do not post or share information that is classified as state secrets, information that violates the law, insults the honor, reputation, or affects the rights and legitimate interests of agencies, units, organizations, and individuals inside and outside the military...
Regulations on converting the purpose of national defense projects to socio-economic development
Decree No. 213/2025 of the Government detailing a number of articles of the Law on Management and Protection of National Defense Works and Military Zones, effective from September 15 and replacing Decree No. 04 of the Government promulgating regulations on protection of national defense works and military zones.
For military zones, in case the land area is included in the national defense land use plan transferred to the locality and has been approved by the Prime Minister, the Ministry of National Defense will decide. In case the Ministry of National Defense does not agree, the provincial People's Committee is responsible for reporting to the Prime Minister for consideration and decision.
For defense works, the Ministry of National Defense decides to change the purpose of use of the defense works. In case of disagreement, the Ministry of National Defense shall send a written report to the Prime Minister for consideration and decision. Before changing the purpose of use, the Minister of National Defense shall decide or delegate the authority to decide to remove the defense works and military zones from the asset register.
Foreign language teachers must have at least level 4 foreign language proficiency.
Decree No. 222/2025 of the Government regulating teaching and learning in foreign languages in educational institutions, effective from September 25.

Accordingly, teachers must meet the requirements on expertise, professional skills, training and fostering levels according to regulations for each level of education and training level.
Regarding foreign language proficiency, primary and secondary school teachers must have a minimum foreign language proficiency of level 4 according to the 6-level foreign language proficiency framework for Vietnam or equivalent; high school teachers must have a minimum foreign language proficiency of level 5.
Teachers of vocational education levels must have a minimum foreign language proficiency of level 5. Lecturers of university education levels must have a foreign language proficiency that meets the teaching requirements of the training program, at minimum level 5.
The Decree also stipulates that people who have received full-time undergraduate, master's, or doctoral training abroad with a foreign language as the language of instruction and have a recognized diploma according to regulations or a bachelor's degree in foreign languages or foreign language pedagogy in Vietnam are exempt from foreign language proficiency requirements.
Allowance regime for defense construction protection force
Effective from September 15, 2025, Decree No. 213/2025 of the Government details a number of articles of the Law on Management and Protection of National Defense Works and Military Zones.
In particular, the Decree clearly stipulates the regime and policies for agencies, units, and individuals (forces) in the management and protection of national defense works and military zones.
Subjects entitled to the allowance include: Specialized forces performing the task of managing and protecting defense works and military zones of the Special Group; Forces performing the task of protecting the Ministry of National Defense Command; Specialized forces performing the task of managing and protecting Group I type A defense works that are not sealed or covered.
The above subjects are entitled to a job responsibility allowance of 0.2.
The Decree stipulates cases of mobilization to participate in management and protection activities of national defense works and military zones, including: Mobilization to overcome natural disasters and fires; mobilization to handle security and order situations affecting the safety and confidentiality of national defense works and military zones.
Labor day allowances and food allowances for individuals mobilized to participate in activities to protect national defense works and military zones are as follows: The labor day allowance level is equal to the allowance level for maritime militiamen performing the task of fighting to protect islands and sea areas; the food allowance level is equal to the basic food allowance of non-commissioned officers and infantry soldiers on active duty in the Vietnam People's Army.
