Allowing auction of "scrap iron" aircraft at Noi Bai airport

NDĐT- Deputy Prime Minister Vuong Dinh Hue has agreed to allow the Civil Aviation Authority of Vietnam (CAAV) to apply regulations to establish State ownership of the Boeing B727-200 aircraft abandoned at Noi Bai airport. Currently, the aircraft is severely degraded, literally a “scrap pile” that cannot be repaired.

The Deputy Prime Minister assigned the Ministry of Transport to preside over and coordinate with relevant agencies to conduct the asset auction in accordance with regulations. The proceeds from the asset auction, after deducting related costs (if any), will be paid into the State budget.
In case the proceeds from the auction are not enough to pay the expenses, request support from the State budget according to regulations.
According to a representative of Noi Bai International Airport, the plane is currently just a "scrap pile" and it is estimated that five similar planes would be needed to pay the airport's expenses, mainly for parking services.
Previously, in early May 2007, a Boeing B727-200 aircraft belonging to Royal Khmer Airlines (RKA), Cambodian nationality, registration number XU-RKJ, operating the HAN-REP-HAN route ( Hanoi - Siem Reap - Hanoi) encountered an incident and was parked at Noi Bai International Airport (Hanoi).
Noi Bai International Airport has repeatedly discussed with RKA representatives about troubleshooting and requesting the relocation of the aircraft. However, RKA and related partners have not carried out the relocation of the aircraft nor have there been any contact.
The State Commission for Civil Aviation of Cambodia later announced that the Air Operator Certificate (AOC) of Royal Khmer Airlines (RKA) had been revoked and the B727-200 aircraft had been deregistered as Cambodian.
Therefore, the Civil Aviation Authority of Vietnam can handle this aircraft according to the provisions of Vietnamese law.
Regarding the plan to auction the abandoned Boeing B727-200 aircraft at Noi Bai International Airport, according to the representative of the Civil Aviation Authority of Vietnam (CAAV) Dao Van Chuong, the Authority has drafted an Auction Plan to submit to the Ministry of Transport (MOT).
According to this draft, the auction of aircraft will be carried out in accordance with the provisions of the Government's Decree on asset auctions. Accordingly, the Civil Aviation Authority of Vietnam will be the agency carrying out the auction of aircraft. However, to facilitate the auction process, the Prime Minister has allowed the Civil Aviation Authority of Vietnam to authorize the Airports Corporation of Vietnam (ACV) to directly carry out the auction.
ACV can conduct the auction itself or choose an organization to auction the assets. The auction costs will be paid in advance by ACV and will be refunded after the auction ends.
According to the Civil Aviation Authority of Vietnam, regarding the starting price, ACV is allowed to hire an organization that is qualified to conduct price appraisal activities to determine the starting price of the auctioned asset. However, determining the starting price of the auctioned asset in the case of a B727-200 aircraft must be based on the current technical condition of the aircraft.
The Civil Aviation Authority of Vietnam also proposed that the Ministry of Transport establish a team to supervise the auction of aircraft and manage the proceeds from the auction of aircraft. The proceeds from the auction will be paid in the following order of priority: court fees and costs for enforcement, handling of assets secured by the auction of aircraft; fees for preserving and rescuing aircraft and related costs; debts on taxes, fees, etc. After deducting the costs related to the auction, if any, the remaining amount will be paid to the central budget.
A representative of Noi Bai International Airport said that the exact value of the plane could not be determined yet, but it could be confirmed that it was no longer usable. In fact, the plane was only a shell, for display and could not be repaired.
The final figure for the parking fee for this “scrap metal” aircraft has not been announced, but according to a source, from December 1, 2007 to the end of August 2014, it has amounted to nearly 606 thousand USD. Of which, the parking fee alone is more than 528 thousand USD.
