According to Le Thi Phuoc Oanh, Head of the Hoa Vang Market Management Board, the board currently manages three second-class markets, including Tuy Loan Market, Le Trach Market, and Mieu Bong Market, with over 1,000 small traders. Previously, the management board faced many difficulties in managing information on traders, stalls, and product categories due to the manual methods used, which were time-consuming and prone to errors. Staff had to go to each stall to collect fees, write receipts, and then manually compile the data at the end of the month.
In 2018, the management board developed software to manage the aforementioned markets with a business process including: market management, market area, market layout, product categories, fees, small traders, transfer information, health certificates, food safety knowledge confirmation, collection of fees on behalf of small traders (services, sanitation), collection of electricity and water fees, and monthly statistical reports on the collection of fees. The implementation of market management software contributed to the effective management of specialized sectors. In 2023, the district developed a cashless payment market model.
The management board connected the above model with the market management software. The management board proposed to the District People's Committee to upgrade the market management software with additional features such as: automatic messaging via Zalo and SMS when payment is due, connecting revenue data through bank transfers or POS machine payments via the software, and managing a list of successful online payments monthly.
According to Ngo Duy Quang, Head of the Internal Affairs Department of Hoa Vang District, since the implementation of the software, market management has become more scientific and efficient. The software facilitates data aggregation, statistics, reconciliation, revenue monitoring, and easy retrieval of information on small traders. Staff at the various departments have used the software for data entry and reconciliation instead of manual record-keeping. The issuance of electronic receipts has also replaced handwritten receipts, saving costs and manpower.
To date, the software has been upgraded with new features to meet management requirements and digital transformation needs. The upgraded version is expected to be officially operational from July onwards. The Department of Internal Affairs assesses this as an effective model, suitable for rural areas like Hoa Vang.
