Following Typhoon No. 3, despite increased efforts by relevant authorities and local governments to prevent and control forest fires, and to raise public awareness about fire risks, Quang Ninh province still experienced dozens of forest fires, causing damage to many hectares of forest. For example, recently in Binh Lieu district, three consecutive forest fires occurred in Plot 6, Sub-area 290, Pac Lieng area, Binh Lieu town; Sub-area 284 Khe Ngay, Na Cap village, Vo Ngai commune; and Sub-area 285 bordering Na Nhai and Ban Ngay villages, Vo Ngai commune, burning dozens of hectares. The initial cause has been identified as people clearing undergrowth to prepare for new planting, during which a storm swept away embers, causing the fires to spread.
Subsequently, a forest fire occurred in Ha Long City in Lot 4, Plot 1, Sub-area 96B, Dai Yen Ward; and in Uong Bi City, a forest fire also broke out in Phuong Dong Ward, bordering Thanh Son Ward. Local authorities mobilized officers and soldiers from the armed forces in coordination with forest rangers, police, militia, local security forces, and residents to completely extinguish the forest fires.
Given the increasingly harsh weather conditions, with intense heat and little rain, and the abundance of dry branches and leaves in forests, the risk of forest fires is very high, especially in areas damaged by the fall of trees after Typhoon No. 3. In response to this situation, Deputy Prime Minister Tran Hong Ha issued Official Dispatch No. 36/CD-TTg, requesting provinces and centrally-administered cities to strengthen forest fire prevention and control efforts; directing local authorities and functional forces to strictly fulfill their responsibilities in forest fire prevention and control; intensifying supervision and inspection of forest fire prevention and control work, with the motto being prevention as the main focus, and firefighting must be carried out early and at the grassroots level; strictly controlling the use of fire in and near forests by people, especially activities such as burning undergrowth, and promptly preventing and severely punishing acts of using fire that pose a high risk of forest fires, especially during periods of prolonged dry and hot weather. Review, update, and refine local forest fire prevention and control plans based on the "four on-the-spot" principle, proactively allocating forces, equipment, materials, and funding to ensure effective forest fire prevention and control; proactively direct relevant agencies to investigate and determine the causes of forest fires, and strictly punish those who intentionally violate laws and regulations on forest fire prevention and control; hold accountable the heads of agencies and organizations if they are negligent in leadership and direction leading to forest fires; strengthen propaganda and education to raise awareness and a sense of responsibility among officials, Party members, and the people in forest fire prevention and control...
In Quang Ninh province, approximately 112,000 hectares are currently at high risk of forest fires, mainly planted forests with easily flammable trees such as pine, acacia, eucalyptus, bamboo, and reeds. A large portion of these forests suffered tree damage after Typhoon No. 3. To proactively prevent and control forest fires, the Quang Ninh Provincial Party Committee recently issued Document No. 2644 - CV/TU, requiring heads of Party committees, Party organizations, government agencies, heads of relevant departments, agencies, and units, Party secretaries, chairmen of People's Committees at the district and commune levels, and forest owners to take responsibility for organizing and implementing tasks related to forest fire prevention and control. They must absolutely not be negligent, complacent, or lose vigilance, especially in areas where forests have suffered damage after Typhoon No. 3, and areas with high forest density during prolonged periods of intense heat, posing a high risk of fire. Actively allocate resources, materials, and funding to effectively carry out forest fire prevention and control work according to the motto of being proactive, proactive from afar, and early, "3 before, 4 on the spot"; Be ready, proactive, and resolute in relocating people from dangerous areas when necessary, "absolutely no loss of life" and minimize damage to forests; Investigate and strictly handle forest fires and intentional destruction of forests according to the law... Especially, raise awareness among people living near forests, forest owners, and forestry companies to further enhance their responsibility in forest fire prevention and control, and avoid burning undergrowth to prevent uncontrolled forest fires. Along with that, make greater efforts in planting new protective and production forests, thereby restoring the forestry sector after typhoon No. 3 as soon as possible.
With the hot, dry season approaching and forecasts predicting little rain this year, the risk of forest fires is very high. Therefore, along with the involvement of functional forces and local authorities at all levels, the sense of responsibility of each citizen, forest owner, and forestry unit in protecting and preventing forest fires is crucial.
