Dien Xa commune was established on the basis of merging 3 communes of the old Tien Yen district (Dien Xa, Ha Lau and part of Yen Than commune). After the merger, the commune has a large area, complex mountainous terrain, interspersed with rivers and streams, and scattered people. Immediately after operating the new administrative apparatus from July 1, the People's Committee of the commune has completed the Command Committee for Natural Disaster Prevention, Control and Search and Rescue at the commune level, assigned responsibilities to each member, and quickly organized a thorough review of each area. The commune has identified 1 residential area that could be isolated when a flood occurs; villages located in riverside areas at risk of flooding and flash floods such as Khe Muoi village, Dong Tam village, Khe Tien village, Lien Hoa village, Dong Va village, Phu Hoa village and Phu Cuong village; 5 points at risk of landslides and 13 underground bridges, spillways, and suspension bridges that must be prohibited for people to pass when bad weather occurs.
Like Na Loc suspension bridge, which was put into use in 2006 to serve the travel needs of Phu Hoa villagers, many structural parts of the bridge have now been damaged and degraded, causing danger to people when traveling. Mr. Chieng Chi Nam, Party Cell Secretary, Head of Phu Hoa Village, Dien Xa Commune, said: Every day, many students go to school across this bridge, so people are very worried. I hope the commune government will pay attention and propose to the superiors to soon have a plan to repair and restore the bridge to ensure people's safe and convenient travel.
Ms. Do Thi Duyen, Vice Chairman of Dien Xa Commune People's Committee, said: In areas that pose a potential danger to people's lives and property, the commune immediately develops short-term and long-term plans. For example, at Na Loc suspension bridge, the commune requires grassroots security forces and village officials to coordinate to organize checkpoints to prevent vehicles from passing during bad weather, and promptly propose to the province to implement a medium-term public investment plan. At landslide-prone areas, the commune proactively evacuates people within the affected area, requests the Department of Agriculture and Environment to survey and coordinate with localities to deploy construction measures to ensure people's safety; develop resettlement plans if necessary. For areas prone to flooding, arrange mobile forces, vehicles and shock troops in the village, and work with households to move people and property to safe locations as determined by the village's plans.
Along with that, the Party Committee and the government of Dien Xa commune determined that they must continuously propagate and mobilize people to understand the level of danger of natural disasters and climate change, and proactively coordinate with the government to protect the property and lives of themselves and their families.
Carefully reviewing the area and identifying risks early and from afar is the basis for localities to develop plans to mobilize human resources, equipment and materials, and coordinate forces to promptly handle unexpected natural disasters according to the motto "4 on-site, 3 ready". Repairing, renovating and upgrading infrastructure for natural disaster prevention works is also an important task.
In Vang Danh ward, there are currently 15 natural disaster prevention works that need investment. Notably, the anti-erosion embankment and traffic road from Trang bridge to Khe Mai bridge, area 6 - Vang Danh were seriously damaged by storm No. 3 in 2024; the anti-erosion embankment of Vang Danh stream, from group 8, Bac Son 2 area to group 9, Bac Son 1 area; the anti-erosion embankment project on the northern bank of Dong Chanh stream, from Vang Danh 1 spillway to the end of Vang Danh ward; the anti-erosion project on the stream bank of the residential road, group 10, Vang Danh 1 area...
According to Mr. Hoang Quoc Trung, Secretary of the Party Committee of Vang Danh Ward, the ward has a long, sloping terrain from North to South, with many hills, rivers, streams, lakes and dams. In recent years, the ward has experienced many floods and landslides, greatly affecting people's lives. Therefore, the Party Committee and the ward government continue to pay attention to natural disaster prevention. The ward has compiled 15 investment portfolios and sent them to the Project Management Board of Region I to report to the province for early handling. At the same time, continue to review and synthesize other technical infrastructure-related works according to voters' recommendations; direct the Steering Committee for Natural Disaster Prevention and Search and Rescue of the ward to strengthen control of the area and warn people in the upcoming rainy and stormy season.
According to the National Center for Hydro-Meteorological Forecasting, in the coming days, the northern provinces, including Quang Ninh, will experience many heavy rains, and it is necessary to be on guard against dangerous weather phenomena. The proactive and prepared spirit of localities in reviewing, developing plans and preparing forces in line with reality is an important factor in minimizing damage to property and people's lives when natural disasters occur.
