Faced with the complicated developments of storm No. 5, the Provincial Party Committee and the Provincial People's Committee decided to establish 5 working groups led by members of the Provincial Party Standing Committee to directly inspect the key areas of natural disaster prevention and control (PCTT) in 2025 in the province. Along with directly inspecting, directing and urging departments, branches and localities to actively, proactively and resolutely implement plans, the Chairman of the Provincial People's Committee issued Official Dispatch No. 07/CD-UBND dated August 23, 2025; Official Dispatch No. 08/CD-UBND dated August 24, 2025 on emergency response to storm No. 5. The People's Committees of communes and wards focus on seriously and effectively implementing the contents as directed in Official Dispatch No. 141/CD-TTg dated August 22, 2025; Official Dispatch No. 143/CD-TTg dated August 23, 2025 of the Prime Minister; Document No. 5929/BNNMT DD dated August 23, 2025 of the Ministry of Agriculture and Environment and directive documents of the province.
Implementing the direction of the Provincial Party Committee and the Provincial People's Committee, communes and wards focused on leading, directing, organizing inspections, urging, and implementing drastic, timely, and effective prevention and response work for storm No. 5 with the spirit of proactive prevention and response at the highest level to ensure the safety of people's lives and property.
As a coastal locality with a large area and low-lying terrain, Hai Quang commune has resolutely and synchronously deployed measures to respond to storm No. 5. Comrade Tran Duc Viet, Chairman of Hai Quang Commune People's Committee, said: "Anticipating the unusual developments of storm No. 5, the People's Committee and the Commune Civil Defense Command have arranged forces, materials and means in key areas directly affected by storms and floods to be ready to respond, rescue and salvage when situations arise according to the "4 on-site" motto; coordinate with the Provincial Border Guard Command to strictly prohibit ships and boats from going to sea from 7:00 a.m. on August 24, 2025; notify owners of ships and boats operating offshore to find safe shelters, organize and arrange ships and boats at anchorage before 5:00 p.m. on August 24, 2025".
Kim Dong commune has more than 1,000 households raising aquatic products outside the dike, including more than 1,200 people, along with hundreds of ponds, huts and huts guarding the sea. Proactively responding to the unpredictable developments of storm No. 5, the People's Committee of the commune has deployed plans for natural disaster prevention and control and search and rescue (SAR). The Commune Civil Defense Command was strengthened according to Decision No. 117/QD-UBND dated August 22, 2025, and at the same time assigned specific tasks to each member, ensuring readiness to respond; develop plans for natural disaster prevention and control and deploy them to each hamlet and household. The commune established a disaster prevention and control shock team at 9 key points, ready to handle any situation that may arise. Comrade Le Thanh Nhan, Chairman of the People's Committee of Kim Dong commune, said: The commune has organized regular propaganda and information about the developments of the storm, requesting people in the aquaculture areas outside the dike and alluvial areas to proactively evacuate to safe places. Currently, all 160 tents and watchtowers with more than 200 workers outside the dike have moved ashore; more than 90 coastal vehicles and 5 offshore fishing boats have anchored in safe areas.
Along with the proactiveness of localities, the Department of Agriculture and Environment actively coordinated with relevant departments and branches to deploy response plans for storm No. 5. The Department issued document No. 1880/SNNMT-VP on directing response to storm No. 5.
Accordingly, the Department of Agriculture and Environment requested the People's Committees of communes and wards to prepare flood prevention plans to be ready to respond to storm No. 5. Direct departments, specialized units, agricultural cooperatives and households to prepare flood prevention plans, mobilize machinery and equipment to clear the flow to ensure timely drainage for winter-spring rice and crops when heavy rain causes flooding. Review the area of winter-spring rice and summer-autumn crops to assess their ability to withstand flooding and direct drainage to respond to heavy rain.
Inspect and guide farmers to firmly reinforce barns to prevent storms and floods, especially checking areas where pigs infected with African swine fever have been buried, ensuring that burial pits are carefully covered, not eroded or flooded to prevent the risk of environmental pollution and disease re-emergence. For aquaculture areas, direct inspection and reinforcement of pond banks, check pond water quality, and prepare timely treatment plans to minimize damage caused by heavy rain. Coastal communes have plans to handle incidents on coastal dykes, ensuring safety for dykes, embankments, and culverts.
In addition, the Department of Agriculture and Environment actively coordinated with the Provincial Military Command to notify and instruct ships and boats to take shelter in safe places. Comrade Nguyen Thanh Trung, Director of the Provincial Fishing Port Management Board, said: The functional forces have notified 1,862 vehicles with 5,726 fishermen about the developments of storm No. 5. Thanks to timely information, by 5:00 p.m. on August 24, 2025, all ships, boats and fishermen had anchored at safe ports; notified 894 workers of 782 huts in the lagoon area of aquaculture outside the dike to take shelter in safe places.
In the inland areas, the work of drainage to protect production and prevent flooding is especially important to localities and units. Comrade Truong Duc Thien, Head of Water Management and Construction Department, Ha Nam Irrigation Works Exploitation One Member Co., Ltd. said: "Implementing the direction of the Provincial People's Committee and the Department of Agriculture and Environment, from the morning of August 25, there was heavy rain in the service area of the unit. Due to the early drainage, agricultural production and industrial and urban areas in the area are still guaranteed. Particularly for the winter-spring rice crop, the company proactively planned timely drainage, not to affect growth and development in case of more than 150mm of rain in the coming days".
To proactively prevent and combat flooding caused by storm No. 5, Ha Nam Irrigation Works Exploitation One Member Co., Ltd. has synchronously deployed response measures. Accordingly, the Company mobilized 100% of its workforce to clear water fern and garbage on drainage canals, especially key canals for large areas, urban areas, and industrial parks. At the same time, nearly 40 pumping stations were operated to pump and drain buffer water on the entire canal system. Coordinated with Bac Nam Ha Irrigation Works Exploitation Company to synchronously operate a system of large pumping stations to drain water for the northern part of the province. Agricultural service cooperatives also simultaneously deployed drainage from intra-field canals to the main canal system managed by the company.
With the active, proactive and drastic participation of the Provincial Party Committee, Provincial People's Committee, functional departments, branches, communes, wards and local people, the work of preventing, fighting and responding to storm No. 5 has been carried out synchronously, contributing to minimizing damage caused by the storm, ensuring the safety of life and property of the State and people.
