According to statistics from the Ho Chi Minh City Department of Education and Training, as of August 20th, Ho Chi Minh City still has 2 districts that have not yet developed a teacher recruitment plan for the new school year because they are waiting for the allocation of additional staff positions for 2024; 8 districts and Thu Duc City are awaiting approval of their recruitment plans; and 10 districts are currently implementing the recruitment process.
Currently, only District 12 has completed the teacher recruitment process for the 2024-2025 school year. Thus, although the new school year is approaching, recruitment is not yet synchronized across localities; in many places, there is a shortage of qualified candidates, and successful applicants are not taking up their positions, affecting the arrangement and placement of teachers for the new school year.
Mr. Tat Quoc Thang, Deputy Head of the Education and Training Department of District 4, said that currently, localities are implementing recruitment plans individually, and candidates can register in multiple places at the same time, leading to the situation of "fake" applications and successful candidates not taking up their positions. To overcome this situation, many localities have proposed that the education and training sector standardize the recruitment time for teachers in districts, counties, and Thu Duc City, and implement solutions to manage candidate recruitment files to reduce the rate of "fake" applications and improve recruitment efficiency.
However, according to Nguyen Manh Hung, Deputy Head of the Personnel Department (Ho Chi Minh City Department of Education and Training), the recruitment of teachers at the preschool, primary, and lower secondary levels is currently decentralized by the Ho Chi Minh City People's Committee to the Thu Duc City People's Committee and 21 districts, while the Ho Chi Minh City Department of Education and Training organizes recruitment at the upper secondary level. Therefore, the unification of the recruitment time must be based on the consensus of the localities.
According to Pham Minh Tuan, Vice Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City, competition in recruitment is an unavoidable reality in many fields and professions in society. In the context of limited teacher recruitment, schools must proactively seek teachers through various flexible solutions such as contracts, guest lecturing, and collaboration with universities to organize training for existing teachers. Furthermore, localities need to accelerate the recruitment process to avoid situations where the school year has already begun but teachers have not yet been recruited.
