At the end of September 2025, the circulation of storm No. 10 (BUALOI) led to heavy to very heavy rains in the province, causing damage to people and property. The recovery work for storm No. 10 in many places had not yet been completed when storm No. 11 was approaching.
Due to the impact of storm No. 11, it is forecasted that from the night of October 5 to noon on October 7, some areas in the province will have winds gradually increasing to level 6-7, some places to level 8-9, especially Mau Son commune, where winds gradually increase to level 10-11, gusting to level 12-13. Along with that, from the night of October 5 to the end of the night of October 7, the province will have heavy to very heavy rain, with rainfall ranging from 200-300 mm, some places over 350 mm.
In response, on the morning of October 5, the Provincial People's Committee issued an Official Dispatch directing the Chairman of the People's Committee and the Head of the Civil Defense Command of communes and wards to focus on directing the synchronous implementation of measures to respond to rain, floods, risks of floods, inundation, flash floods, and landslides; review and arrange forces, materials, and machinery in key areas to be ready to immediately handle incidents; deploy shock forces to inspect and review residential areas along rivers, streams, low-lying and vulnerable areas to proactively warn and evacuate people to safe places; proactively prepare necessary necessities...
Along with that, departments and branches, based on their functions and tasks, proactively prepare human resources and equipment in key areas (according to local proposals) to be ready to support people in responding to storms; deploy measures to ensure the safety of lakes, dams, and production; inspect the work of ensuring the safety of works under their management...
Mr. Hoang Viet Dong, Deputy Director of the Department of Construction, said: To proactively respond to storm No. 11, on the one hand, the unit continues to direct relevant units to quickly overcome the damage caused by storm No. 10. On the other hand, it continues to direct relevant units to focus on preparing to respond to developments caused by storms in the areas under their responsibility.
Mr. Vi Van Dan, Director of Lang Son Traffic Construction and Management Joint Stock Company, said: The unit has prepared necessary materials, machinery, and human resources to serve the traffic assurance work. At the same time, it has arranged human resources to patrol and check to promptly grasp the landslide situation on the roads managed by the unit; proactively coordinate with the authorities of communes and wards to ensure the safety of people when traveling on the roads.
Relevant departments, branches and units, based on their functions and tasks, have also proactively developed plans and solutions to respond to storm No. 11. Specifically, the Irrigation Works Exploitation One Member Co., Ltd. has concentrated its forces to be ready to be on duty at lakes and dams, proactively checking, reviewing and regulating the appropriate lake water level; the Urban Drainage Branch (Lang Son Water Supply and Drainage Joint Stock Company) has proactively trimmed trees, arranged 50 workers and equipment to take remedial measures when there are incidents of fallen trees, flooding, etc.
Along with the participation of the sectors, the communes and wards also urgently deployed specific response measures. Mr. Nguyen Cong Hung, Chairman of Chau Son Commune People's Committee, said: To respond to storm No. 11, the Commune People's Committee has directed relevant units to inspect and review all vulnerable areas, areas at risk of flooding and landslides to promptly organize warnings and evacuate people. At the same time, starting from 5:00 p.m. on October 5, all members of the Commune Civil Defense Command, village heads, and forces will be on duty 24/7 to grasp information and developments of the storm, and prepare means and tools to carry out rescue when necessary...
Not only did the authorities and sectors take action, identifying this as a storm with complex developments, people have also proactively taken response measures. Mr. Nguyen Van Cuong, Quan Thanh village, Chi Lang commune, said: Currently, my family has about 400 custard apple trees. Currently, custard apples are 2-3 cm in diameter and will be ready for harvest in about a month. Before the developments of storm No. 11, in recent days, my family has proactively tied and supported custard apple trees in locations that are easily affected by strong winds causing trees to fall and fruit to fall. At the same time, my family also regularly monitors weather developments, checks the custard apple garden as well as prepares some equipment to promptly take measures to protect custard apple trees when natural disasters occur.
Storm No. 11 is approaching our mainland and is forecast to bring many types of natural disasters that will directly impact the province. With the solutions that have been and are being implemented, all levels, sectors, forces and people have been proactively responding to ensure the safety of people and property due to the impact of natural disasters.
