Proactively respond to heavy rain, strong winds and tornadoes

According to the National Center for Hydro-Meteorological Forecasting, at 4:00 p.m. on September 23, the center of storm No. 9 (RAGASA) was at about 20.6 degrees North latitude; 116.7 degrees East longitude, about 680km east of Leizhou Peninsula (China). The strongest wind speed is level 16-17 (184-221km/h), gusting above level 17. The storm is moving in the West Northwest direction, at a speed of about 20km/h.

It is forecasted that from the night of September 24 to the end of the night of September 26, the North, Thanh Hoa and Nghe An will have heavy to very heavy rain with common rainfall of 100-250mm, some places over 400mm. There is a risk of urban flooding, flash floods on small rivers and streams and landslides in mountainous areas. Due to the influence of the wide storm circulation, it is necessary to be on guard against thunderstorms, whirlwinds and strong gusts of wind both before and during the storm's landfall.

In Vinh Long province, in the next 24 hours, there will be localized showers in the evening, with the possibility of strong gusts of wind and tornadoes during thunderstorms. Southwest wind level 2-3, offshore level 4-5, waves 1-2m high. All ships in the province's waters are at risk of being affected by tornadoes, strong gusts of wind and large waves.

Mr. Le Quang Rang - Deputy Director of the Department of Agriculture and Environment of Vinh Long province said that the Department has issued a document requesting relevant sectors and units to regularly monitor warning and forecast bulletins from competent authorities; proactively deploy plans to respond to heavy rains, guard against strong gusts of wind, and tornadoes to ensure the safety of people's lives and property. At the same time, timely information is provided to people, especially ship owners, captains, and offshore cargo keepers to grasp the situation in order to take preventive measures and arrange production appropriately.

Rescue forces and vehicles are required to be on standby and ready to respond when natural disasters occur.
