According to the forecast from the evening and night of August 29 to August 31, the area from Thanh Hoa to Hue will have heavy to very heavy rain, ranging from 150-350mm.
In recent days, due to the impact of storm No. 5, some localities in the Northern and North Central regions have had heavy to very heavy rain, causing floods, inundation, and serious damage to people, property, and infrastructure.
According to the forecast from the evening and night of August 29 to August 31, the area from Thanh Hoa to Hue will have heavy to very heavy rain, generally from 150-350mm, locally over 600mm; the midland, the Northern Delta and Da Nang city will generally have 100-200mm, locally over 400mm. Heavy rain is likely to cause flooding in low-lying areas, urban and industrial areas; flash floods on small rivers and streams, landslides on steep slopes.
To proactively respond to heavy rain, floods, inundation, flash floods, and landslides, the Ministry of Agriculture and Environment recommends that the People's Committees of provinces and cities:
Mobilize resources to focus on overcoming the consequences of storm No. 5 and post-storm floods. Closely monitor forecasts and warnings about heavy rain, risks of floods, inundation, flash floods, landslides and provide timely and complete information to local authorities and people for proactive prevention.
Deploy shock forces to inspect and review residential areas along rivers, streams, low-lying areas at risk of flooding, flash floods, and landslides to proactively clear blocked and obstructed flows; organize the relocation and evacuation of people to safe places, especially areas that have experienced heavy rain in recent days.
Organize forces to guard, control, support, and guide to ensure safe traffic for people and vehicles, especially at culverts, spillways, deeply flooded areas, areas with fast-flowing water, areas where landslides have occurred or are at risk of landslides; resolutely do not allow people and vehicles to pass if safety is not ensured, and do not allow unfortunate human losses due to carelessness or subjectivity; arrange forces, materials, and vehicles to overcome incidents, ensuring smooth traffic on main traffic routes when heavy rain occurs.
Deploy response plans to ensure dike safety. Inspect, review, and implement measures to ensure safety of key works, works under construction, especially works that have had incidents, small reservoirs that are full of water, underground mines, and mineral exploitation areas; arrange permanent forces to operate and regulate reservoirs and be ready to handle possible situations.
Proactively take measures to drain water to prevent flooding and protect production, industrial parks, urban areas, and residential areas. At the same time, prepare forces and means for rescue when required.
Localities need to direct local radio, television and mass media agencies to increase information about developments of heavy rain to authorities at all levels and people to proactively prevent it.
Be on duty seriously and regularly report to the Ministry of Agriculture and Environment (through the Department of Dike Management and Disaster Prevention and Control).
