Also attending were members of the Party Central Committee: Head of the Office of the President Le Khanh Hai, Permanent Deputy Head of the Central Inspection Commission Tran Van Ron, Secretary of the Quang Ninh Provincial Party Committee Vu Dai Thang; representatives of leaders of central ministries and branches; the Standing Committee of the Provincial Party Committee and departments, branches and sectors of Quang Ninh province.
According to the Report of the Standing Committee of the Quang Ninh Provincial Party Committee, after the reorganization, the province has 54 commune-level administrative units (including 30 wards, 22 communes and 2 special zones), 1,452 villages, hamlets and neighborhoods with a population of over 1.4 million people. By July 2025, the Provincial Party Committee has 59 affiliated Party Committees with over 103,500 Party members. The work of reorganizing commune-level administrative units and building a 2-level local government organization model has been implemented drastically and methodically, ensuring compliance with the set policies, roadmap, procedures and progress; the operations of agencies and units have been maintained stably and smoothly during the reorganization process. The settlement of regimes and policies for affected cadres, civil servants and public employees has been organized methodically, publicly, transparently, with the right subjects and procedures, contributing to stabilizing ideology and creating high consensus among cadres.
Regarding economic growth, Quang Ninh continues to maintain a GRDP growth rate of about 11.03% in the first 6 months of 2025, higher than the national average. Quang Ninh always maintains its position as one of the leading localities in the country, in which the provision of online public services reaches over 93%, the whole province reaches 100% of qualified administrative procedures. The tasks of socio -economic development, national defense and security are implemented synchronously and effectively.
The work of preparing and organizing the Party Congress has many innovations and creativity; the newly appointed Party Committees ensure the requirements, conditions, standards, and number of structures according to the direction of the Central and higher levels. The personnel project for the Executive Committee, the Standing Committee, and key leaders of the province for the 2025-2030 term sets out a number of criteria higher than the Central's orientation, including striving for the proportion of female Party Committee members to be 15% or higher and continuing to have female cadres in the Provincial Party Committee Standing Committee at a rate of 10%; striving for the proportion of cadres with scientific and technological qualifications to be 10%.

In the process of implementing the tasks, the province also encountered some difficulties and obstacles and recommended that the Central Government, the National Assembly, and the Government amend and supplement some conclusions, regulations, and instructions; amend and supplement legal documents to ensure consistency and unity...
Speaking at the meeting, President Luong Cuong acknowledged and commended Quang Ninh province for demonstrating a pioneering spirit, determination, and strategic vision in organizing and implementing the two-level local government model. After one month of implementation, this model has initially brought about many positive results, both in terms of organizational structure, management efficiency, and people's satisfaction.
The President suggested that, based on the results in operating the two-level local government apparatus from July 1 to present, Quang Ninh province needs to synthesize and make specific assessments to draw lessons for the province and report and share experiences with the whole country; at the same time, clearly state the difficulties and obstacles to have recommendations and proposals to operate the two-level local government model effectively; in which, closely follow the most important goal in the apparatus arrangement: to be streamlined, strong, effective, efficient, closer to the people.
For the upcoming Party Congresses at all levels, the President emphasized the need to develop strategic documents; clearly identify breakthroughs and key areas, closely following the major orientations in the four resolutions of the Party that have just been issued. Along with that, personnel work needs to continue to be streamlined, rejuvenated, and cadres with innovative and creative thinking for the people should be selected.
The President requested that in the coming time, Quang Ninh needs to focus on leading and directing the completion of the goals set out in the Resolution of the 13th National Party Congress; continue to implement 3 strategic breakthroughs. These are: Institutions, human resources and infrastructure; effectively implement the resolutions of the "four pillars" associated with the revolution of arranging and streamlining the apparatus to be effective, efficient, close to the people. Along with that, the province establishes digital transformation as the foundation for breakthrough development, not only in state administration but also in business development, education, health care, agriculture, tourism; develop synchronous digital infrastructure, especially in remote, isolated, border and island areas; encourage digital economic models, digital government, digital society.
The President pointed out that the two-level local government model poses many new requirements, both creating opportunities to streamline the apparatus and improve the effectiveness of state management, and posing challenges in direct management from the province to the commune, especially in governance, decentralization and service provision for the people. The President requested Quang Ninh to strengthen inspection and supervision, closely follow the grassroots, and promptly remove difficulties and obstacles for the commune and ward levels when operating the new apparatus. The province continues to direct and review to improve the quality of operations of the Public Administration Service Centers of communes and wards; ensure the effectiveness and quality of health, education, national defense and security activities, maintain socio-political stability; continue to care for and ensure social security; improve the material and spiritual life of cadres and people.
To effectively implement development goals, the President said that Quang Ninh province also needs to focus on training and fostering a team of commune-level cadres and civil servants with sufficient qualifications, skills and qualities to perform well their role as the level directly in contact with and solving work for the people; at the same time, continue to listen to and evaluate people's feedback on the effectiveness of the model to make appropriate adjustments.
Highlighting the initial success of Quang Ninh in implementing the two-level government model and the preparation for Party Congresses at all levels as vivid evidence of the spirit of innovation, political mettle and leadership capacity of the provincial Party Committee, the President expressed his belief that, with its tradition of solidarity, dynamism, creativity and high political determination, Quang Ninh will continue to be a bright spot in implementing major policies of the Central Government, becoming a model locality in building a streamlined, effective, efficient and sustainable government.

On the same afternoon, President Luong Cuong visited and inspected the one-level Public Administration Service Center under the Provincial People's Committee. Directly inspecting and talking with officials and employees at the Center and people coming to resolve administrative procedures, the President highly appreciated the model and operation of the Center after being reorganized on the basis of the Provincial Public Administration Service Center and district-level Public Administration Service Centers and the receiving and returning results department at the commune level.
The model of the one-level Public Administration Service Center has basically optimized the scope and operation methods of organizing administrative procedure settlement activities throughout the province and achieved many positive results. The center receives and settles administrative procedures to ensure safety, no congestion, and stable service for people and businesses; collects 100% of fees and charges for administrative procedure settlement through electronic payment, non-cash payment... To date, the province has received 32,998 records (19,997 online, 13,001 in person), and has settled 24,493 records before and on time (reaching 99.84%).
