On the morning of July 14, at the Presidential Palace, President Luong Cuong, Politburo member, Chairman of the National Defense and Security Council, Commander-in-Chief of the People's Armed Forces, presided over the ceremony to announce and award the Decision to promote the ranks of General and Senior Lieutenant General to officers of the People's Army; and to promote the ranks of Senior Lieutenant General to officers of the People's Public Security.
Attending the ceremony were Politburo members : Nguyen Hoa Binh , Permanent Deputy Prime Minister; Le Minh Hung, Secretary of the Party Central Committee, Head of the Central Organization Commission; General Phan Van Giang, Deputy Secretary of the Central Military Commission, Minister of National Defense; General Luong Tam Quang, Minister of Public Security. Also attending were Party Central Committee members; leaders of central departments, ministries and branches.

Presenting the decision and speaking at the ceremony, on behalf of the Party and State leaders, President Luong Cuong warmly congratulated the 7 comrades who were promoted to the rank of General and Senior Lieutenant General today; affirming that this is the recognition and high appreciation of the Party, State and people for the dedication and contributions of the comrades to the cause of building and defending the Fatherland.

The President emphasized that the comrades promoted to military ranks and titles today are all excellent cadres of the Party, the State, and the People's Armed Forces; they have all received basic, systematic training, and have matured from their units and bases; have been trained and tested through many positions, fields, and working environments; and under any circumstances, they have always demonstrated themselves to be cadres with steadfast political will; pure revolutionary ethics; exemplary, dedicated, and responsible in the cause of building and defending the Fatherland, maintaining political security, and social order and safety.
The President asked comrades to continue to promote the glorious tradition of the heroic People's Army and the heroic People's Public Security; preserve revolutionary ethics, be absolutely loyal to the Party, the Fatherland and the people; unite and be closely attached to cadres, soldiers and people; continue to study, cultivate and practice according to the six contents that beloved Uncle Ho taught about the ethics of being a general: "A general must be wise - brave - humane - trustworthy - honest - loyal" to always be worthy of being a talented and exemplary leader and commander, striving to overcome difficulties and challenges, and excellently completing all tasks entrusted by the Party, the State and the people.
