According to Ms. Quynh, the innovation of exam questions, especially in math and English, requires teachers to also innovate teaching methods, students must change their learning methods not only in grade 12 but also in grade 10. It is impossible to just teach tips for doing the test, memorizing the model, but must help students understand and apply knowledge. This is a difficult process but must be done to not only meet the requirements of the exam but more importantly, to meet the demands of life," Ms. Boi Quynh emphasized.
Mr. Thai Van Thanh, Director of the Department of Education and Training of Nghe An , one of the localities with the highest high school graduation exam scores this year, said that this year's exam results are a true measure of the quality of teaching and learning after three years of implementing the new program. The math score distribution shows a clear level of differentiation, the average score is not high but reasonable in the context of changing the way questions are set. More importantly, there is no longer the case of "randomly guessing" and still getting high scores like before. This year's exam requires students to think and understand in order to do it. That shows that the exam has gradually approached international competency assessment standards.
Regarding the English score distribution, although there is still regional differentiation, Mr. Thai Van Thanh highly appreciated the progress of some mountainous provinces, such as Dien Bien . This did not happen by chance, but was the result of systematic investment and effective implementation of new teaching methods. "In general, the 2025 high school graduation exam has evaluated students in a more comprehensive and substantial way," Mr. Thanh said.
Mr. Pham Ngoc Thuong, Deputy Minister of Education and Training, Head of the National Steering Committee for the 2025 High School Graduation Exam, emphasized that the exam results are a basis for the Ministry of Education and Training and departments to evaluate the management and teaching work in general education, thereby reviewing, researching, and adjusting appropriate policies. The policies considered for adjustment include investment in facilities, programs and projects to improve the quality of education, policies for teachers, policies for students, etc.
