On the afternoon of September 21st, at the Presidential Palace, President Vo Van Thuong received Lao Ambassador Sengphet Houngboungnuang for a farewell visit at the end of his term. President Vo Van Thuong congratulated the Ambassador on successfully completing his nhiệm vụ, making an important contribution to promoting the great friendship, special solidarity, and comprehensive cooperation between Vietnam and Laos.

Ambassador Sengphet Houngboungnuang expressed his sincere gratitude to the President for taking the time to receive him, and his pleasure at seeing that, under the leadership of the Communist Party of Vietnam , the country and people of Vietnam have achieved many important development accomplishments; effectively controlling COVID-19, bringing the economy back to recovery and becoming one of the high-growth countries in the world. Vietnam also assumes many important regional and international roles such as Chair of ASEAN 2020; and non-permanent member of the United Nations Security Council. The Ambassador congratulated Vietnam on strengthening and upgrading cooperative relations with several countries, including the United States, thereby demonstrating Vietnam's increasingly high international standing and role.

The Lao ambassador expressed confidence that Vietnam will successfully implement the Resolution of the 13th National Congress of the Communist Party of Vietnam, becoming a developed, high-income country by 2045.

Ambassador Sengphet Houngboungnuang stated that, amidst global challenges, the traditional relationship between Laos and Vietnam is increasingly strengthened and enhanced. High-level leaders of the two Parties and States regularly exchange visits, outlining many important cooperation directions. Economic , trade, and investment cooperation is growing well. Vietnamese businesses are investing in Laos at an increasing rate. Exchanges between localities and people of the two countries are also being strengthened.

The Lao Ambassador expressed his sincere gratitude to the Vietnamese authorities for their continuous support and assistance in enabling him to successfully complete his duties during his term; affirming that, regardless of his future position, he will always strive to contribute to strengthening the relationship between the two countries.

In his exchange with Ambassador Sengphet Houngboungnuang on the recent international and regional situation, President Vo Van Thuong emphasized that in every step of Vietnam's development, there has always been the support and assistance of the Party, State, and people of fraternal Laos.

President Vo Van Thuong assessed that the great friendship, special solidarity, and comprehensive cooperation between Vietnam and Laos have been strengthened, developed, and achieved tangible results in all aspects over the past time. The two sides maintain high-level contacts. Functional agencies, localities, and people of the two countries regularly exchange and cooperate. Thanks to the effective implementation of cooperation agreements between the two countries, economic and trade cooperation has yielded positive results; cooperation in theoretical research, training, and defense and security has made encouraging progress. Both sides consistently support and share views on regional and global issues.

Based on its independent, self-reliant, multilateral, and diversified foreign policy; and as a reliable partner and an active and responsible member of the international community, Vietnam has recently promoted cooperation and upgraded relations with a number of important partners around the world, thereby promoting the development of each country and contributing to the stability and development of the region and the world.

Wishing the Ambassador success in his new position, the President expressed his hope that the Ambassador would continue to contribute even more to the flourishing friendship and special relationship between Vietnam and Laos.
