The Party's leadership method continues to be comprehensively and synchronously innovated, close to practical requirements.
With the theme "Promoting the tradition of solidarity; building and rectifying the Party and the political system to be clean and strong in all aspects; mobilizing all resources, making breakthroughs, being creative, integrating internationally, developing Can Tho city quickly, sustainably and modernly" and the motto "Solidarity - Democracy - Discipline - Breakthrough - Development", the Congress focused on comprehensively assessing the results of implementing the Resolution and reviewing the leadership role of the City Party Executive Committee for the 2020 - 2025 term; at the same time, determining the viewpoints, goals, targets, tasks and main solutions for the 2025 - 2030 term and the next period; discussing and approving the Report synthesizing comments from Party committees at all levels, cadres, Party members and all classes of the city's people on the draft Documents submitted to the 14th National Congress of the Party...

Speaking at the opening of the Congress, Secretary of the Can Tho City Party Committee Do Thanh Binh emphasized the spirit of not being satisfied with the achievements that have been made. The entire Party Committee of the city must continue to make more efforts and strive, join hands, be unanimous, be a pioneer, be exemplary, and responsible, promote the strength of the great solidarity bloc to successfully implement the goals, tasks, and solutions set forth by the Congress, build and develop Can Tho city to be more and more civilized and modern, meeting the trust, expectations, and aspirations of the city's cadres, party members, and people as well as the expectations of the Central Government.

Based on the results of implementing the Resolution of the Congress of Party Delegates of Can Tho City, Soc Trang Province and Hau Giang Province for the 2020-2025 term, the draft Political Report submitted to the Congress shows that the three localities have achieved important and quite comprehensive results in all fields.
In particular, the work of Party building in terms of politics, ideology and ethics is focused on and strengthened, contributing to improving the political capacity, leadership capacity and fighting strength of the Party organization and the contingent of cadres and Party members, especially key cadres at all levels.

The leadership methods of the Party Committees of the three localities continued to be comprehensively and synchronously innovated, closely following practical requirements and closely linked to the work of building and rectifying a clean and strong Party. Democracy within the Party was promoted to the maximum, discipline and order were maintained. The exemplary responsibility of cadres and Party members, especially leaders, was promoted.
The three localities continued to innovate their growth models, shifting their economic structures in the right direction; developing trade - services, industry - construction, reducing the proportion of agriculture, forestry and fishery. Economic growth was quite high; the scale of the economy continued to expand, the gross regional domestic product (GRDP) at current prices in 2025 increased quite high compared to the beginning of the term; the average gross domestic product per capita (GRDP/person) was significantly improved; labor productivity increased rapidly over the years.

The investment and business environment has been improved to be open, safe and friendly; the Provincial Competitiveness Index (PCI) of the three localities is ranked in the good to high group. Continued attention is paid to developing economic sectors, especially the private economy in the spirit of Resolution No. 68-NQ/TW of the 13th Politburo.
Planning work ensures connectivity and synchronization, creating new development space. Research, application, transfer and development of science and technology, and digital transformation are gradually innovated and improved in efficiency. Environmental protection work is focused on control; natural disasters and climate change are proactively prevented and responded to.

Social security policies are implemented synchronously, fully, promptly, and to the right target. Attention is paid to job creation, poverty reduction, and the elimination of temporary and dilapidated houses, creating conditions for beneficiaries to effectively access the State's support programs and policies.

The Draft Political Report also pointed out a number of limitations and weaknesses in the past term such as: the organization of the political system apparatus is not really streamlined; the qualifications and capacity of a number of party members and cadres, civil servants and public employees do not meet the requirements of the task; a number of cadres and party members violated the Party's regulations and the State's laws, including leaders and managers, affecting the prestige of the party organization and the people's trust.

Although the local economic development has improved, it is not commensurate with the potential and advantages; it has not met the requirements and expectations of the Central Government. The restructuring of economic sectors has shifted in the right direction, but the shift in productivity and quality, especially in the industrial and service sectors, has not met the development requirements.
The implementation of a number of specific policies, incentives, investment attraction, and incentives to encourage socialized investment has not achieved the desired results, has not created a breakthrough in mobilizing, allocating, and effectively using resources; disbursement of public investment capital is still slow compared to requirements.
Science, technology and innovation have not yet become the main driving force for the development of the three localities. Culture and human development have not really become the resources, endogenous strength and driving force for development. The quality of human resources, especially science, technology and innovation human resources, has not yet become the driving force to improve labor productivity and economic competitiveness.
Striving to 2030: Can Tho becomes a national growth pole
Entering the 2025 - 2030 term, with the role of a center, an important traffic hub of the region; a center of education - training, specialized healthcare, trade - services; cultural diversity, especially a new development space after the merger, Can Tho converges all the factors of "heavenly time - favorable location - harmony of people" for rapid and sustainable development but also faces great challenges such as non-traditional security risks, especially climate change and saltwater intrusion.
Therefore, the city sets the goal: by 2030, it strives to become a national growth pole, playing the role of a driving force for development, spreading and leading the whole region; by 2045, it is an ecological, civilized and modern city, striving to be among the group of fairly developed cities in Asia, becoming a livable city in Vietnam.
On that basis, the draft Political Report has proposed 28 specific targets, 5 key tasks and 3 breakthroughs.
In particular, the key tasks include : Urgently reviewing, supplementing and adjusting the master plan on socio-economic development, urban and rural planning; sectoral planning... Strengthening the work of Party building and rectification, building the political system, perfecting the administrative apparatus, arranging and reorganizing the government apparatus at all levels in accordance with the new administrative units, continuing to streamline and assign staff, especially leaders at the same level as the tasks;
Propose amendments and supplements to specific mechanisms and policies; continue to improve the quality of promulgation and review of legal documents, promote synchronous institutions and policies, resolutely clear and remove bottlenecks and bottlenecks for rapid and sustainable city development; develop culture and people to meet the requirements of city construction and development in the new period. Transform the growth model, restructure economic sectors, rely on science, technology and innovation as the main driving force. Continue to improve mechanisms and policies to attract investment and facilitate business development for the private economy.
3 breakthroughs include: Promote the attraction, training and development of human resources, especially high-quality human resources; enhance research, application of science and technology, innovation and digital transformation in all fields; promote and expand international cooperation to attract resources for socio-economic development and promote the image of Can Tho city in the region and internationally.
