Reporting to the National Assembly Chairman and the Delegation, Vietnamese Ambassador to the Russian Federation Dang Minh Khoi emphasized that the Vietnamese community in Russia has a long history of formation, closely linked to the history of relations between Vietnam and the former Soviet Union and the current Russian Federation. It is growing stronger, has a stable life, its legal status and social position are consolidated, and always looks towards its homeland and country.
Over the years, the Embassy has made efforts to maintain, consolidate and enhance the relationship between Vietnam and the Russian Federation in the new situation. Research activities have been promoted, economic diplomacy has been given importance. The Embassy has made many recommendations to strengthen the relationship between the two countries, especially in economics and trade, and implemented many measures to support businesses.

On behalf of the Party and State leaders, National Assembly Chairman Tran Thanh Man sent his warm regards and sentiments from home to the staff of the Embassy and the Vietnamese community in Russia.
National Assembly Chairman Tran Thanh Man said that this was his first overseas trip as Chairman of the National Assembly of the Socialist Republic of Vietnam. National Assembly Chairman Tran Thanh Man assessed that in the context of many difficulties and obstacles, the Vietnamese Embassy in the Russian Federation, directly Ambassador Dang Minh Khoi and the staff, demonstrated a very high sense of responsibility, actively and enthusiastically coordinated with the agencies to organize this visit.
Providing information on the country's situation, the National Assembly Chairman emphasized that the Party, State, National Assembly and Government are striving to ensure growth, curb inflation, stabilize the macro-economy and ensure social security. The material and spiritual life of the people is constantly improving, national defense and security are ensured, and diplomacy is strengthened. Attention is paid to the prevention and fight against corruption and negativity, with no forbidden areas. The country's position is constantly improving, as the late General Secretary Nguyen Phu Trong deeply assessed: "Our country has never had such a foundation, potential, position and international prestige as it does today."
Regarding the activities of the National Assembly, National Assembly Chairman Tran Thanh Man stated that the National Assembly continues to innovate and improve the quality of activities of the National Assembly and the National Assembly Standing Committee. Since the beginning of the term up to now, the 15th National Assembly has passed 43 laws and 137 resolutions, and the National Assembly Standing Committee has passed 4 ordinances and 45 resolutions.
National Assembly Chairman Tran Thanh Man highly appreciated the activities of the Vietnamese Embassy in the Russian Federation. The embassy staff overcame difficulties and challenges to successfully complete their assigned tasks. The embassy has cared for the Vietnamese community, encouraged them to stabilize their lives, ensure their safety, and actively support the community.
Praising the solidarity of the Vietnamese community in Russia - which operates in many fields such as studying, working, working, producing, doing business and has built a united bloc, National Assembly Chairman Tran Thanh Man said that the Politburo has issued Conclusion No. 12-KL/TW dated August 12, 2021 on the work of overseas Vietnamese in the new situation, which highlights the sentiments and responsibilities of the Party and State in caring for the overseas Vietnamese community, while continuing to encourage and create conditions for compatriots to turn to their homeland. In recent times, the State has issued new policies, as well as amended and supplemented a number of policies to concretize the Party's guidelines on caring for overseas Vietnamese such as the Law on Identity Cards, the Land Law (amended)...
Accordingly, the 2023 Law on Identity Cards clearly stipulates that all Vietnamese citizens are granted identity cards, regardless of whether they live in Vietnam or abroad. In the 2024 Land Law (amended), Vietnamese people residing abroad have had their land use rights expanded; land policies for Vietnamese people residing abroad are regulated as Vietnamese citizens, just like individuals in the country. These regulations demonstrate the spirit of innovation when promulgating policies and laws because they all pay attention to the Vietnamese community residing abroad.
National Assembly Chairman Tran Thanh Man hopes that the Vietnamese community in the Russian Federation will uphold national traditions, the spirit of mutual love, abide by the laws of the host country and actively integrate, contributing to the development of Russia, and at the same time contributing to the comprehensive strategic partnership between Vietnam and the Russian Federation. In addition, the community needs to preserve the Vietnamese language and cultural identity of the Vietnamese people, and continue to devote their heart and mind to building the homeland and country of Vietnam.
Regarding the staff of the Vietnamese Embassy in the Russian Federation, National Assembly Chairman Tran Thanh Man expressed his belief that with their position at the front line of the diplomatic front, in a foreign land, the staff will continue to overcome difficulties and challenges to better fulfill their assigned tasks.

Previously, National Assembly Chairman Tran Thanh Man and a high-ranking delegation of the Vietnamese National Assembly laid flowers at the Ho Chi Minh Monument in Moscow.
Delegates observed a minute of silence to commemorate the spirit of President Ho Chi Minh, the great national liberation hero, beloved leader of the Vietnamese people, and a great friend of the Russian people.
The Ho Chi Minh Monument was inaugurated and placed at the Square named after him in the Akademicheski District, Moscow on May 18, 1990. This is one of more than 36 monuments of President Ho Chi Minh located in 22 countries around the world, located in a large space, designed by sculptor Vladimir Efimovich Tsigal and architect Roman Grigoryevich Kananin. The monument is made of bronze with a height of 5 meters and is placed on a solid bronze pedestal 6 meters long and 0.5 meters thick.

Also on the afternoon of September 8, National Assembly Chairman Tran Thanh Man and a high-ranking delegation of the Vietnamese National Assembly laid flowers at the Unknown Soldier Monument on the Kremlin wall in Red Square.

According to historical documents, on the 25th anniversary (1941 - 1966) of the defeat of the Nazis besieging Moscow, the remains of a Red Army soldier who died while participating in the bloody battle on the Leningrad Highway were brought back to be buried in the Aleksandrovsky Garden at the foot of the Kremlin wall, Moscow city.

On May 8, 1967, the Eternal Flame was lit on the Tomb of the Unknown Soldier to forever commemorate the Red Army soldiers who fell for the country in the Great Patriotic War of 1941 - 1945.
