Speaking at Delegate Group No. 13, National Assembly Chairman Tran Thanh Man emphasized that the entire apparatus is waiting for the Constitution to be passed and then the project to merge provinces and cities on June 24, effective from July 1. The National Assembly Chairman said and informed that in mid-June, the National Assembly Standing Committee will meet to decide on the arrangement of commune-level administrative units.
The provincial merger project will be approved at the second session of the session, immediately after the constitutional amendment is approved. The transition period is one and a half months, so that by August 15, localities must stabilize their organizational structure and begin operations.
These events are all related to socio -economic management and direction, and the key task is to ensure 8% growth in 2025 and double digits in the 2026-2030 period. Localities have also registered growth targets with the Government.

Reviewing the socio-economic situation in the first 4 months of the year, the National Assembly Chairman affirmed that in the last 6 months of 2025, given the complicated developments in the world, we cannot be subjective.
“Increasing trade tensions have a great impact on our country's economy, directly affecting exports and attracting foreign investment, requiring flexibility, especially in international trade negotiation strategies,” the National Assembly Chairman stated.
Frankly pointing out some socio-economic limitations, the National Assembly Chairman commented that domestic purchasing power is recovering slowly in some areas, reflecting that domestic consumption demand is not really strong. Deputy Tran Thanh Man suggested that the Vietnam Fatherland Front continue to launch the movement "Vietnamese people prioritize using Vietnamese goods".
“But if we want consumers to buy Vietnamese goods, Vietnamese goods must be of good quality. In the past few weeks, many fake, counterfeit, and poor quality goods have been seized. Localities must strengthen management and authorities must take more drastic measures to solve the problem of fake, counterfeit, and imitation goods so that people can trust them,” said the National Assembly Chairman.
