Urgent measures are needed to repair educational and healthcare facilities damaged by natural disasters.

On August 29, Prime Minister Pham Minh Chinh signed dispatch No. 151/CĐ-TTg on urgently addressing damage to educational and medical facilities caused by natural disasters, ensuring learning conditions for students and providing medical examination and treatment for the people.

The Prime Minister requested the Chairmen of the People's Committees of provinces and cities, especially Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Son La, Dien Bien, Phu Tho, Lao Cai, and Thai Nguyen (localities affected by Typhoon No. 5 and floods in July and August), to directly supervise and organize a thorough review, statistical analysis, and full assessment of the extent of damage to educational and medical facilities in their areas.

Mobilize the army, police, youth union, and people to focus on cleaning up school premises, accelerating the repair and restoration of schools and medical facilities damaged by natural disasters, completing the work before September 1st, ensuring the conditions for organizing the opening ceremony of the new school year on time, and ensuring medical examination and treatment for the people.

Under no circumstances should students lack schools, classrooms, teachers, clothing, books, teaching equipment, and learning materials; and no people should lack places for medical examination and treatment.

The Prime Minister emphasized the need to proactively utilize budget reserves at all levels in localities and mobilize all other legitimate resources to ensure timely implementation. If the situation exceeds capacity, the provincial People's Committee should propose the need for support from the central government to the Ministry of Education and Training, the Ministry of Health, and the Ministry of Finance for processing according to regulations.

The Minister of Education and Training organized inspection teams to urge localities to implement school and classroom sanitation work, overcome the consequences of natural disasters affecting educational facilities, and promptly support localities and educational institutions to ensure the conditions for organizing the opening ceremony of the new school year on time.

The Ministry of Education and Training directs the Directors of the Departments of Education and Training in localities and functional units to closely monitor the situation of facilities, teaching equipment, textbooks, and learning materials, especially for educational institutions in localities affected by Typhoon No. 5 and the floods in July and August; proactively handle proposals and requests for support from localities within their authority; and compile and report to the Prime Minister for guidance on handling issues beyond their authority.

The Minister of Health directed functional units and local health forces to review and promptly replenish the reserves of medicines, chemicals, and supplies to ensure sufficient supply of essential medicines for the people; organize environmental sanitation, disease prevention, and food safety after the floods; prevent disruptions to emergency and treatment services; and direct local health sectors and functional units to closely monitor the situation of facilities, equipment, and drug reserves for examination and treatment, especially in localities heavily affected by the recent natural disasters and floods.

The Ministers of National Defence and Public Security directed military and police units stationed in the affected areas to mobilize maximum forces, equipment, and supplies to support localities affected by the recent natural disasters in cleaning up schools, repairing damaged educational and medical facilities, and mitigating the overall consequences of the natural disasters, as requested by the localities.
