Presenting the topic "The core content of Resolution No. 66-NQ/TW of the Politburo on innovation in law-making and enforcement to meet the requirements of national development in the new era and the action plan to implement Resolution No. 66-NQ/TW", National Assembly Chairman Tran Thanh Man said: On May 17, 2025, the National Assembly passed Resolution No. 197/2025/QH15 on a number of special mechanisms and policies to create breakthroughs in law-making and law enforcement.

This Resolution aims to promptly institutionalize the policies of Resolution No. 66-NQ/TW of the Politburo , immediately remove difficulties and inadequacies in financial mechanisms, ensure high-quality human resources as well as meet the requirements of modernization and digital transformation in law-making and enforcement.
Resolution No. 197/2025/QH15 stipulates a number of unique, outstanding mechanisms and policies, which can be said to be unprecedented, not only the expenditure of 0.5% of the total annual state budget expenditure for law-making work, the establishment of the Fund for Support of Law and Policy Making, but also the mechanism of spending, spending levels, regimes and special incentive policies for cadres and civil servants at a number of agencies and units at the central and local levels who directly and regularly do the work of consulting on strategy and policy research, law making and a number of law enforcement activities that directly support law making.

Resolution No. 197/2025/QH15, effective from July 1, 2025, is expected to create a breakthrough innovation that is strategic, timely, and flexible, meeting the requirements of law-making and law enforcement in the new era - the era of national prosperity and development.
According to National Assembly Chairman Tran Thanh Man, Resolution No. 197/2025/QH15 has both general, general, principled provisions and a number of specific provisions that can be implemented immediately after being passed. The contents of the budget guarantee expenditures and measures to ensure implementation aim to smoothly and properly implement special mechanisms and policies for the work of building and organizing law enforcement. During the implementation process, adjustments and supplements can be made to meet practical requirements.

According to National Assembly Chairman Tran Thanh Man, in order to institutionalize the Party's policy on amending and supplementing a number of articles of the 2013 Constitution and related laws to continue to reorganize the apparatus of the political system, to carry out the revolution in reforming and streamlining the apparatus of the political system, and to implement the model of a two-level local government, it is necessary to amend and supplement a number of related articles of the 2013 Constitution and 115 laws, 9 resolutions of the National Assembly, nearly 20,000 sub-law documents, and resolutions of central and local agencies. At this 9th session, the National Assembly will consider and pass over 50 laws and resolutions to implement the policy of reorganizing the apparatus, making breakthroughs in science and technology development, and removing obstacles and bottlenecks to promote socio-economic development.

The National Assembly Chairman requested the Government, ministries, branches and localities to urgently specify and guide the implementation of Resolution No. 197/2025/QH15 on a number of special mechanisms and policies to create breakthroughs in law making and enforcement. In particular, focusing on prioritizing the promotion of decentralization and delegation of power, along with clearly defining responsibilities, conditions for ensuring implementation and inspection and supervision mechanisms; clearly defining tasks, powers and authorities between the Central and local levels and between provincial and communal authorities; building a favorable, open, transparent, safe legal environment with low compliance costs; thoroughly cutting and simplifying unreasonable investment, business and practice conditions and administrative procedures; promoting innovative startups, improving the investment and business environment; promptly removing institutional bottlenecks to achieve the set economic growth target; ensure the real freedom of business, property rights and freedom of contract, equality between enterprises of all economic sectors...
National Assembly Chairman Tran Thanh Man said that at this 9th session, the National Assembly will focus on amending the Law on Special Consumption Tax, the Law on Corporate Income Tax, and the National Assembly's Resolution on reducing value-added tax. In the coming time, it will continue to develop, promulgate, and implement policies on tax, fee, and charge exemption, reduction, and extension; research and implement new models to turn our country into a major logistics center, promote the distribution of goods via digital platforms; research and develop a draft Law on Anti-Waste to promptly overcome and strictly handle wasteful acts in order to utilize and exploit resources for development.

Regarding the development of the private economy according to the Party's policy, it has been specifically defined in Resolution No. 68-NQ/TW. At the 9th session, based on the Government's proposal, the National Assembly issued a Resolution on a number of special mechanisms and policies for the development of the private economy to promptly put the Party's major policies and decisions on the development of the private economy into practice; continue to amend and supplement the Law on Enterprises, the Law on Investment, the Law on Bidding, the Law on Investment under the public-private partnership model, the Law on Customs and a number of other related draft laws...
National Assembly Chairman Tran Thanh Man noted that in the process of implementing Resolution No. 197/2025/QH15, it is necessary to correctly and fully identify the tasks of each agency, associated with specific implementation deadlines and clear output results. At the same time, there must be a mechanism to monitor, supervise and inspect the implementation to ensure that the policies and decisions in the resolution soon come into life, bring about specific results that can be counted and people feel the change in a positive direction; absolutely do not let the situation of "talking a lot but doing little", "talking but not doing".

National Assembly Chairman Tran Thanh Man said that in order to achieve the breakthrough goals set out in Resolution No. 66-NQ/TW, each agency, organization, cadre and party member must uphold their sense of responsibility, innovate their leadership methods and implement tasks and solutions in a proactive, creative and practical manner. All efforts must be directed towards the common goal: creating an advanced, modern and transparent legal system, creating a strong driving force for the nation's aspirations to rise up. The task is very heavy but also extremely glorious. Each agency and each individual must turn their determination into concrete actions: promoting institutional improvement, in parallel with strictly enforcing the law and encouraging creativity.
