Economic scale exceeds 100 trillion VND mark
Khanh Hoa is a province in the South Central Coast region, with a natural area of 5,197 km2 , with 2 cities, 1 town and 6 districts (including Truong Sa island district) ; a coastline of 385 km, converging many outstanding advantages for marine economic development and great potential in tourism and service development, such as: geography, special geostrategic position; the special importance of Truong Sa island district, Cam Ranh military port and Van Phong international deep-water transit port; the global and national values of the beautiful Nha Trang bay and Hon Gom peninsula; a place where research and training agencies for marine human resources are concentrated, and is one of the 5 fishing centers of the country...
Reporting to the National Assembly Chairman and the Delegation, Deputy Secretary of the Provincial Party Committee, Chairman of the Khanh Hoa Provincial People's Committee Nguyen Tan Tuan stated that in 2023, despite many difficulties and challenges, the Provincial Party Committee, People's Council, People's Committee, Fatherland Front and the entire political system of Khanh Hoa province always demonstrated steadfast political will, solidarity, focused leadership, direction and comprehensive implementation of tasks and achieved many specific results.
Accordingly, Khanh Hoa has 20/22 economic, social and environmental targets reaching and exceeding the set plan targets, of which GRDP increased by 10.35%, bringing the average GRDP growth in the period of 2021 - 2023 to 8.15% (the plan is 7.5%); the economic scale exceeded the 100 trillion VND mark for the first time.
The province welcomed more than 7.2 million overnight guests, earning more than VND31,778.9 billion in revenue, 2.3 times higher than in 2022. Export turnover reached 1,750.1 million USD, up 5.9%. State budget revenue reached VND18,012.7 billion, exceeding the estimate by 16.6% and increasing by 9.2% compared to 2022. The whole province attracted 17 non-budget investment projects with a total registered investment capital of about VND100,865.7 billion. However, there were 2 targets that were not achieved: the number of communes meeting new rural standards and the forest coverage rate.
Khanh Hoa has completed the planning and submitted it to the Prime Minister for approval. Attention has been paid to administrative reform and production and business support . Public investment disbursement has been focused on. By the end of January 31, 2024, the disbursement rate of the 2023 capital plan compared to the plan reached 73.2%. The province has actively and proactively coordinated with central ministries and branches to speed up the progress of key national transport projects.
The fields of social security, protection and health care for the people are guaranteed. By the end of 2023, the poverty rate will be 2.11%; there will be no poor households with members who have contributed to the revolution. Political security and social order and safety in the province are basically stable, ensuring absolute safety for people during holidays and Tet, serving the socio-economic development of the province. Well performing the tasks of practicing defense zones combined with civil defense in the province.
Regarding the work of Party building and the political system, in 2023, the Provincial Party Standing Committee focused on leading the comprehensive and synchronous implementation of Party building and political system building, achieving clear results. Political and ideological work was focused on; focusing on perfecting and innovating the organizational apparatus. The effectiveness and efficiency of the Party's inspection, supervision and discipline work were increasingly improved; internal affairs, anti-corruption and negativity work were carried out more drastically and comprehensively with high political determination. The content and leadership methods of Party committees at all levels have many innovations.
Notably, the work of developing party members reached 124.6% of the plan, equal to 4.6% of the total number of party members in the province, ranking 7th in the country in terms of party membership admission rate, exceeding the target of Resolution No. 21-NQ/TW of the Central Executive Committee. The work of arranging cadres received special attention and promoted efficiency; cadres were mobilized and rotated to meet the requirements of new tasks, promoting their capacity and responsibility in implementing the political tasks of agencies, units and localities.
Seriously and effectively implement the specific mechanisms of the National Assembly
Regarding the implementation of Resolution No. 55/2022/QH15 of the National Assembly, the Chairman of the Khanh Hoa Provincial People's Committee said that immediately after the National Assembly issued the Resolution, the Provincial Party Committee, People's Council and People's Committee of Khanh Hoa province urgently directed the concretization, issued an implementation plan and brought about positive results. Up to now, the Central Government and the province have issued full regulations to concretize the Resolution. Of which, the Provincial People's Council has issued 6 Resolutions and the Provincial People's Committee has issued 2 decisions to implement the Resolution. The province has also closely coordinated with relevant Central ministries and branches to develop 1 Government Decree and 3 Decisions of the Prime Minister to implement Resolution No. 55/2022/QH15.
Regarding specific results, the Provincial People's Council has issued a Resolution to supplement and increase the average allocation of expenditures for state agencies, management, the Party and socio-political organizations from 31 million VND/staff/year to 45 million VND/staff/year (an increase of 14 million VND/staff/year compared to 2022, equivalent to an increase of 50%), increase the holiday and Tet regime compared to previous regulations and arrange resources to carry out investigation, survey, measurement, counting, and verification of the origin of land and assets attached to land when the State reclaims land in Van Phong Economic Zone and Cam Lam district.
The Provincial People's Council also issued a Resolution allowing districts, towns and cities in the province to use the budgets of districts, towns and cities and other legal sources to support Khanh Vinh district and Khanh Son district. In 2023, the districts, towns and cities supported the two districts with 158 billion VND. The locality has developed a plan to allocate support funds for Khanh Vinh district and Khanh Son district, focusing resources on supporting the construction and repair of houses for poor and near-poor households in the area and arranging for projects and works that are linked and connect communes, improve people's lives to achieve the goal of poverty reduction and socio-economic development of ethnic minority and mountainous areas.
There are 2 projects in the project list that have been approved by the Provincial People's Council to separate the compensation, support, resettlement, and site clearance projects from the public investment project. Up to now, the procedures for approving the investment policy have been completed and the procedures for approving the investment decision of the component projects are being carried out, including: Dien Khanh District Inter-regional Traffic Road Project and Upgrading and Renovating Provincial Road 6 - DT.651G Project (section 2).
The Provincial People's Council has also issued a Resolution regulating the use of local budgets to conduct investigation, survey, measurement, counting, and verification of land origin when the State reclaims land in Van Phong Economic Zone and Cam Lam District, and a Resolution on procedures for preparing for land recovery in Van Phong Economic Zone and Cam Lam District. Up to now, in Van Phong Economic Zone and Cam Lam District, there have been no investment projects organized to investigate, survey, measure, count, and verify land origin when the State reclaims land according to the above two Resolutions. It is expected that in 2024, this regulation will be implemented immediately after the planning is approved by competent authorities.
Some mechanisms and policies to attract strategic investors have initially shown effectiveness. Currently, many large domestic and foreign investors have implemented projects, signed memorandums of understanding, and registered for surveys in Van Phong Economic Zone.
Implementing the Provincial People's Committee's Decision on authorizing the implementation of a number of state management tasks on the environment for investment projects in Van Phong Economic Zone and industrial parks, up to now, the Van Phong Economic Zone Management Board has received 14 dossiers on the environment in Van Phong Economic Zone. Thereby, contributing to reducing the time for administrative procedures for projects.
Regarding the establishment of the Khanh Hoa Fisheries Development Support Fund, the Government has issued a Decree on the establishment and operating regulations of the Khanh Hoa Fisheries Development Support Fund. The Provincial People's Committee has issued Decisions related to the Fisheries Development Support Fund and organized the Launching Ceremony and call for support for the Khanh Hoa Fisheries Development Support Fund on August 12, 2023. Currently, the Fund has mobilized an amount of VND 25,895 billion and 10 water filtration devices with an amount of VND 2,376 billion. The Department of Agriculture and Rural Development is coordinating with the People's Committee of Truong Sa district and the Navy to propose activities, projects, works... invested in Truong Sa district using funds from the Fund in the coming time.
Make the most of mechanisms and policies according to Resolution No. 55/2022/QH15 of the National Assembly
Regarding development directions and tasks in 2024: Khanh Hoa province determines to focus on effectively implement the Resolutions of the Central Committee, the Resolution of the Provincial Party Congress; 4 socio-economic programs, and the development of Van Phong Economic Zone for the period 2021 - 2025. Focus on effectively implementing the Urban Development Program of Khanh Hoa province to 2030, with a vision to 2045 and the Overall Task Outline to build Khanh Hoa into a centrally-run city.
Effectively organize the implementation of important provincial planning and land use plans. Promote the attraction of strategic investors to make the most of mechanisms and policies according to Resolution No. 55/2022/QH15. Focus on implementing priority key public investment projects in the period of 2023 - 2025. Speed up the progress of key national and provincial projects, especially site clearance for expressway construction.
Accelerate the implementation of the Project on building Truong Sa island district, the Project on building Khanh Hoa General Hospital into a final-level hospital, the Overall Project on sustainable poverty reduction in Khanh Son and Khanh Vinh districts; the Project on green transformation in Khanh Hoa province for the period 2024 - 2030.
Regarding the work of building the Party and the political system, Khanh Hoa determined: focusing on doing well the work of preparing for the organization of Party congresses at all levels towards the 19th Provincial Party Congress. Continuing to strengthen the leadership of the work of consolidating and perfecting the Party organization in conjunction with the fight to prevent and repel the degradation of political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation" within the Party; training, fostering, regimes and policies in accordance with regulations.
Proactively detect early to prevent, stop, and overcome shortcomings and violations of party organizations and party members as soon as there are signs, with the motto of focusing on construction. Continue to carry out mass mobilization work, ethnic work, religious work, and implement the Grassroots Democracy Charter. Continue to lead and strengthen the work of preventing and combating corruption and negativity. Perform well the tasks of national defense and security. Speed up the investigation, prosecution, and trial of cases and incidents monitored by the Central Steering Committee on preventing and combating corruption and negativity.
Khanh Hoa province also proposed to the Government and the National Assembly a number of contents. In particular, Khanh Hoa proposed that the National Assembly allow the application of a special mechanism on the proportion of state capital participating in PPP projects, in which "the state budget participates in supporting no more than 70% of the total investment of the Nha Trang - Da Lat Expressway Construction Investment Project", similar to the special mechanism approved by the National Assembly in Resolution No. 106/2023/QH15, dated November 28, 2023 on piloting a number of special policies on investment in road construction.
Regarding budgetary finance, Khanh Hoa province also proposed that the National Assembly consider adjusting Clause 2, Article 59 of the State Budget Law because according to this regulation, sources of increased revenue and sources of savings can only be allocated for social security expenditure, investment expenditure, supplementary sources for salary reform, etc., and cannot be allocated for regular expenditure tasks. According to Khanh Hoa province, such limitation of expenditure tasks makes it difficult for localities to manage and balance resources to carry out a number of security - defense, economic, cultural and social tasks in the area.
Khanh Hoa province also made some proposals related to the Apply preferential interest rates when lending capital to fishermen to convert traditional cage farming models to high-tech marine farming models in Khanh Hoa province; support from the central budget for the period 2024 - 2030 for the province to invest in building essential infrastructure in concentrated marine farming areas...
