At the conference of key officials organized by Lam Dong Provincial Party Committee on August 13, Chairman of the Provincial People's Committee Ho Van Muoi gave a speech pointing out the difficulties in socio -economic development of the province in the first 7 months of the year.

The head of the Provincial People's Committee looked straight at reality and highlighted solutions to remove difficulties and promote Lam Dong's socio-economic development in the final period of 2025.

According to Chairman of the Provincial People's Committee Ho Van Muoi, as of June 30, Lam Dong's GRDP growth had only reached about 6%. Meanwhile, the national average growth rate was 7.5%. It is expected that the Government will assign a GRDP growth target of 7.5% for Lam Dong for the whole year of 2025. Thus, Lam Dong must strive to reach about 8% in the second half of 2025 to complete the target.

The GRDP index reflects the entire socio-economic situation of Lam Dong. According to the Chairman of Lam Dong Provincial People's Committee, Lam Dong's growth rate in the first 6 months of the year was low. Therefore, the province will drastically implement to raise GRDP to 7.5% in 2025, creating a good premise for 2026.

Regarding public investment disbursement, Lam Dong only reached 23% in the first 6 months of 2025, lower than the national average of 37%. There are many subjective and objective reasons affecting disbursement, including the merger of the apparatus.

But at present, the departments, branches and project management boards of the province all affirm that the workload is good and is being implemented strongly. It is expected that from August to the end of 2025, the disbursement rate will increase rapidly and have important changes.

Lam Dong’s budget revenue is also facing many difficulties due to the fact that all revenue sources have not been fully reviewed. Although the tax sector has made great efforts, tax debt is still over 5,000 billion VND. This is both a challenge and an opportunity to increase revenue, although this is not simple.

Chairman of Lam Dong Provincial People's Committee Ho Van Muoi said that land acquisition and clearance is the most difficult of all difficulties. Because without land clearance, public investment capital cannot be disbursed, the budget cannot be collected, and growth cannot occur.

“Currently, our public investment capital is about 5,000 billion VND, mainly for highways. We need to find a way to speed up public investment capital, but due to land acquisition problems, we have not been able to do so,” said comrade Ho Van Muoi.

Focus on land clearance - the key of all keys

After the merger, Lam Dong has a natural area of over 24,200 km2 and a population of over 3.87 million people. Lam Dong has the largest area in the country with a terrain stretching from the sea to the border. Lam Dong's potential and advantages are enormous, reflected in all economic and social fields.

Chairman of the Provincial People's Committee Ho Van Muoi emphasized that the first and most important solution for Lam Dong in the final stage of 2025 is land acquisition. This is the key of all keys, removing all obstacles for socio-economic development.

Currently, the Provincial People's Committee has completed the apparatus of the Department of Agriculture and Environment, the Land Fund Development Center and is completing the organization and personnel of project management boards. However, all projects in Lam Dong province are still being implemented, no project has been suspended.

Comrade Ho Van Muoi affirmed that site clearance is the responsibility of the entire political system. However, the most important role at present is that of the commune level. If the commune level takes drastic action, site clearance will be done and done well.

The Provincial People's Committee has directed relevant departments and branches, especially the departments of Agriculture and Environment, Construction, and Finance, to focus on coordinating with communes to carry out site clearance work. Currently, the Provincial People's Committee has asked the Provincial Party Committee for permission to establish a Steering Committee for key projects to remove difficulties in site clearance and speed up the progress of projects.

“The Chairman of the Provincial People's Committee has assigned tasks to each Vice Chairman of the Provincial People's Committee for specific projects. We must be determined and resolute to get the site clearance done,” emphasized Chairman of the Provincial People's Committee Ho Van Muoi.

The second solution proposed by Chairman of the Provincial People's Committee Ho Van Muoi is to focus on budget collection. This also requires the participation of all levels, sectors and commune-level People's Committees.

In particular, the Department of Finance must quickly review all infrastructure and public assets in the area after the administrative unit arrangement. Next, the Department of Finance must specifically propose which areas will be auctioned, which areas will serve national defense and security purposes, public land, educational land, etc. The review and calculation must be done and done soon, otherwise it will cause great waste. If we can review public assets, we will have a large source of revenue, helping the province reinvest in other areas.

Resolving difficulties in operating two-level local government, caring about the lives of officials

According to Chairman of the Provincial People's Committee Ho Van Muoi, after more than a month of operation, the two-level government model has had many advantages. However, in Lam Dong, there are still difficulties in human resources and facilities, especially in some communes.

Currently, all communes are equipped with machinery, equipment, vehicles, and basic headquarters conditions that meet initial needs. The transmission system is very good but is still affected by negative weather conditions at times. The current difficulty is the lack of machines to print land use right certificates and the units are focusing on solving this.

In a few communes in the area, there are difficulties in terms of headquarters and especially the central area for public administrative services. Currently, the Provincial People's Committee has assigned the Department of Construction to review and propose to repair or upgrade the centers. In some communes, the Provincial People's Committee has agreed to the plan to build prefabricated houses to ensure the operation of the centers and have a place for people to wait when coming to do administrative procedures.

Comrade Ho Van Muoi is very concerned about the issue of human resources. Because after the administrative unit arrangement, there is no uniformity between the commune-level administrative units in terms of leadership level and cadres, civil servants and workers.

Some commune-level administrative units are experiencing a shortage of land, justice, and accounting officials. Meanwhile, many officials who perform very well in their professional duties in these fields are working at Party agencies in communes, wards, and special zones.

Therefore, the Provincial People's Committee encourages communes to proactively review and calculate their existing human resources to arrange suitable work. If communes are not proactive, the provincial level will request specialized departments and branches to implement. Lam Dong's goal is to arrange cadres "in the right role, know their job", and promote their strengths.

Therefore, commune leaders need to focus on propaganda work, motivating cadres and civil servants to join together and overcome current difficulties. Because this is a very difficult time for Lam Dong province and the Party and people really need the companionship of cadres and civil servants.

Lam Dong Provincial People's Committee believes that with the consensus of officials, the apparatus will operate more smoothly from mid-2026. Lam Dong will train people and apply science and technology to the operation of the State apparatus.

The Chairman of the Provincial People's Committee hopes that communes and wards will share responsibilities with each other in their work. Although the province has sent cadres to the grassroots and provided intensive training, this solution is not strong enough. The most optimal solution is the efforts of each grassroots cadre and the sharing of experiences among communes.

Regarding provincial personnel, it is expected that about 2,800 cadres, civil servants, and workers from the blue sea and great forest areas will come to work in the provincial center. However, after checking, the number of cadres and civil servants coming to Da Lat is only about 1,500 people. Many people want to go to the provincial center to work, but the material conditions and accommodation are not guaranteed, so they have not been able to do so.

In mid-July 2025, the Lam Dong Provincial People's Council passed a resolution to support officials from far away to work in the provincial center. Comrade Ho Van Muoi said that policy support for the staff is still slow and the Provincial People's Committee is determined to complete the resolution in August 2025.

The Chairman of Lam Dong Provincial People's Committee said that supporting officials from far away to work in the provincial center is only a short-term solution and cannot be prolonged. To make officials and civil servants feel secure in their work, it is necessary to supplement the regime and policies, especially regarding housing.

“Currently, many investors have worked with the province and proposed to implement social housing projects. The Provincial People's Committee is consulting the Provincial Party Committee to request approval to invest in social housing. This will be an opportunity and will address the aspirations of officials who have transferred from the blue sea and forest areas to work in the center of Lam Dong province,” said comrade Ho Van Muoi.
