According to reports from the units, the Suu Stream Water Supply System Project is divided into 2 phases with a total investment of over 323 billion VND, invested by the Provincial Construction Investment Project Management Board. To date, the project has completed 100% of the site clearance work. Phase 1 has completed the main construction items, completed the electrical connection work and is preparing to install pump equipment for testing; Phase 2 started in November 2023, with an estimated implementation volume of nearly 125 billion VND, reaching 84.7% of the value of the signed construction contract. The project is expected to be completed and handed over in August 2025, however, the project's capital is currently lacking over 39.4 billion VND.

For the High-tech Dairy Farm and Milk Processing Project of Ha Giang High-tech Dairy Farm Company Limited, the design capacity to build a dairy farm with a herd of 10,000 cows, of which 5,000 are milking cows. The total investment capital of the project is over VND 2,218 billion. Currently, the investor is coordinating with the Department of Finance to carry out project adjustment procedures. The company has conducted a topographic survey; cleared mines and explosives; dug trenches to demarcate boundaries; drilled for geological exploration; drilled for underground water; erected barbed wire fences around the project area; leveled the ground; is building a system of 7 CH barns for raising heifers and dairy cows; a feed processing center; a water treatment plant; a livestock waste treatment plant; internal traffic roads; water supply, rainwater and wastewater pipes; communication systems; power stations.

However, the project was approved by the Provincial People's Committee to exploit and use water from the Suu Stream Water Supply System Project for farm operations, but the Suu Stream Water Supply System Project has not been completed and has not been handed over to the management and operation unit. During the survey, the pipeline is expected to pass through the land of 8 households that have to be cleared, which takes a lot of time and affects the project's progress. Therefore, the company proposed a plan to construct a water supply pipeline running parallel to the water supply line from Suu Stream to Phong Quang reservoir because these locations have been cleared, making it convenient for immediate implementation. Currently, there are a number of households living in the project area that have not ensured a safe distance for livestock farming.

Through on-site inspection and working with relevant units, Chairman of the Provincial People's Committee Phan Huy Ngoc requested departments, branches, investors, and construction units to pay special attention to ensuring the quality of the project, especially labor safety during the construction of the Suu Stream Water Supply System Project; check water reserves, long-term response time of water sources and water quality to avoid wasting investment projects and causing damage to people's lives and business operations. Survey, evaluate, forecast impacts and problems after taking water sources; urgently develop a plan for water selling prices for people and businesses. Construction contractors need to carry out procedures related to capital advance and settlement; closely coordinate with relevant departments and branches to accept items, increase disbursement rates; strengthen post-investment project management.

Chairman of the Provincial People's Committee Phan Huy Ngoc requested relevant units to promptly review the design, construction drawings, fire prevention and fighting and procedures of the High-tech Dairy Farming and Milk Processing Project; ensure the completion of all procedures and documents to speed up the construction of project items. Pay attention to calculating the grass planting area and feed purchasing plan to ensure enough for the herd. Calculate land transfer and site clearance plans with the people in a reasonable manner; propagate and create consensus among the people. Pay attention to waste treatment to ensure environmental sanitation. Pay attention to job creation for local people.
