(NLĐO) - Chairman of the Hanoi People's Committee Tran Sy Thanh has requested a temporary halt to recruitment of civil servants and public employees, as well as the acceptance of civil servants and public employees from outside the city.
Hanoi People's Committee Chairman Tran Sy Thanh has just sent a telegram to the secretaries of district, town, and county Party committees; chairmen of district, county, and town People's Committees; directors of departments, and heads of agencies under the Hanoi People's Committee regarding the continued effective implementation of tasks and solutions on some contents and tasks related to the continued restructuring and streamlining of the political system's organizational apparatus according to the conclusions of the Central Committee and the Hanoi Party Committee.

Accordingly, the Chairman of the People's Committee of Ho Chi Minh City requested that the restructuring and streamlining of the political system's organizational apparatus be identified as a particularly important task. Focus should be placed on directing and ensuring a high level of consensus in awareness and responsibility throughout the local political system, especially paying attention to propaganda, ideological guidance, and public opinion, creating high levels of consensus and unity among cadres, Party members, civil servants, employees, and all segments of the population in the area.
Mr. Tran Sy Thanh also requested a focus on leadership and guidance in implementing the local political tasks; maintaining socio -economic development targets; strictly upholding administrative discipline and order; and ensuring regular, continuous, and uninterrupted operations without affecting the activities of agencies, units, citizens, and businesses.
In particular, the directive emphasized the importance of land management and construction order management in the area, preventing any opportunistic behavior during the restructuring period to encroach on public land, illegally change land use purposes, or construct unauthorized or illegal buildings.
"Continue to urge and direct the implementation of investment projects in the area to ensure progress, especially key projects; ensure the progress of land acquisition, site clearance, and resettlement for investment projects in the area; promptly resolve administrative procedures to serve people and businesses. Focus on directing key projects and urgent tasks to be completed in 2025 as assigned by the City People's Committee," the dispatch stated.
In addition, the directive from the Chairman of the People's Committee of Hanoi, Tran Sy Thanh, also mentioned the need to review, compile, and systematize basic local information (history, culture, population, customs, traditions, transportation, geography, etc.) and analyze the organizational structure of the locality; exchange and coordinate with neighboring localities and relevant departments and agencies to study and propose initial plans for reorganizing some commune-level units when implementing the two-tiered local model (provincial and commune levels) to ensure efficiency, effectiveness, and effectiveness; closely aligned with the local situation and meeting the requirements of the new phase.

The Department of Construction, the Department of Agriculture and Environment, and the City Police are responsible for closely coordinating with the People's Committees of districts, counties, and towns in land management, construction order management, and ensuring security and order in the area.
