According to the Department of Science and Technology of Vinh Long province, immediately after the new apparatus officially operated from July 1, the department's leaders quickly advised the Provincial People's Committee to implement Decree 132 and 133 of the Government on the division of authority between two levels of government and decentralization in the field of science and technology .

All communes and wards have been covered with broadband fiber optic cables, 100% of hamlets and villages have 3G and 4G mobile waves, meeting the need for information connection and serving effective digital transformation.

The broadband rate in Vinh Long continues to remain high, with over 94% of the population covered by fixed and mobile broadband. Over 88% of the population has mobile subscriptions, and over 75% of households use fiber optic cables. In particular, 366 5G BTS stations have been put into operation, covering many urban areas, commune and ward centers, creating a solid infrastructure foundation for digital transformation.

By the end of August, the province's administrative procedure information system had operated effectively with 2,141 administrative procedures established and 1,713 online public services integrated with the national public service portal. During the period from July 1 to August 15 alone, the system received more than 156,100 records, of which nearly half were submitted online, demonstrating the level of readiness of people and businesses to move to the digital environment.

Digital capacity building is also focused on: 100 training courses for officials and civil servants were organized in both face-to-face and online formats. Community digital technology groups operating throughout the area, with the support of VNPT and the provincial science and technology sector, helped popularize digital knowledge to every citizen. At the same time, the "Digital Literacy for All" platform attracted over 67,000 students who are officials, businesses, and cooperatives to participate, contributing to spreading the spirit of comprehensive digital transformation.

In order to synchronously and drastically implement the key tasks of Plan No. 02 dated June 19, 2025 of the Central Steering Committee on science and technology development, innovation and digital transformation.
