Hanoi: Deploying the 'Digital Booth' program with the goal of digital economy accounting for 40% of GRDP

DNVN - The Hanoi People's Committee has just issued Plan No. 256/KH-UBND, officially launching the program "Digital booth - raising the level of the capital's traders". This program is identified as a breakthrough solution to strongly promote the digital economy and develop e-commerce in the city.

Hanoi will establish a Hanoi Capital Product Booth on Shopee in 2025.

The overall goal of the program is to actively contribute to increasing the proportion of the digital economy in Hanoi's Gross Regional Domestic Product (GRDP) to 30% by 2025 and 40% by 2030. The program not only supports enterprises, cooperatives (HTX), and business households in accessing the digital business environment but also expands the product consumption market through e-commerce, especially on cross-border platforms.

Pilot phase 2025: Forming a booth on Shopee

In 2025, Hanoi will pilot the program and focus on forming a "Hanoi Capital Product Booth" on the Shopee e-commerce platform.

The specific goal set in this period is to bring over 60% of OCOP products (One Commune One Product Program, except for fresh and processed agricultural and aquatic products in the Food Group) of each product group of Hanoi to the common booth. OCOP products brought to the booth must be certified by competent authorities, ensuring quality, food safety and hygiene and have clear origin.

Notably, the program requires 100% of participating production and business establishments to synchronously apply digital technology solutions in business operations, including: digital signatures, electronic contracts, electronic invoices, and product traceability. These establishments will also receive comprehensive training on business skills, operating booths on Shopee, knowledge of digital economy and e-commerce, as well as using AI applications for sales.

Expanded vision 2026-2030: Towards building a booth in the Capital Region

From 2026 to 2030, the program will be expanded. “Hanoi Capital Product Booth” will be developed on many other popular e-commerce platforms and social networks in Vietnam.

The goal at this stage is to increase the number of participating OCOP products to 100% (except for fresh and processed products). At the same time, 50% of businesses selling products and goods in other fields of the city will participate in the booth.

The program also has a strategic goal of connecting with the Hanoi Technology Exchange to promote the science and technology market. In particular, Hanoi will cooperate and link with provinces and cities in the Capital Region to expand the scope of the program, forming a "Capital Region Product Booth". Facilities participating in the Capital Region booth will receive support from the City, consulting on trademark registration, logos, geographical indications and intellectual property protection, along with product traceability.

To realize the plan, the Hanoi People's Committee has assigned specific tasks to departments, branches and sectors.

The Department of Science and Technology is assigned to take charge of implementing the plan, coordinate with Shopee to design and operate booths, and connect digital technology businesses to support digital transformation for businesses. The Department of Science and Technology is also the unit in charge of organizing training programs.

The Department of Industry and Trade is responsible for encouraging businesses to transform digitally, while strengthening market surveillance and combating counterfeit and fake goods through online monitoring.

The Department of Agriculture and Environment coordinates with local authorities to survey demand and ensure that OCOP products participating in the booth must have quality certification, food hygiene and safety, and clear origin.

The People's Committees of communes and wards will directly mobilize and propose establishments to participate and strengthen the inspection and control of goods in the area.

Hanoi City Tax will guide production and business establishments to declare and pay taxes according to regulations, and at the same time implement electronic invoices.

On the partner side, Shopee Company Limited commits to bear all costs of developing the “Hanoi Capital Product Store” during the pilot phase. Shopee will support establishments to optimize business performance, use online marketing tools, and organize promotional programs and livestreams to promote products.

Production and business establishments participating in the program must commit to ensuring product quality, taking legal responsibility and complying with current regulations on business, trade, consumer rights protection and intellectual property.

The “Digital Booth” program is expected to expand distribution channels, enhance brand recognition for the capital’s products, and at the same time strictly control the quality and origin of goods, contributing to the fight against counterfeit and fake goods, and better protecting consumer rights.
