Speaking at the Congress, Vice President Vo Thi Anh Xuan highly appreciated the development aspirations along with the tasks and solutions set forth by the first Patriotic Emulation Congress of the province; expressed her belief that the Party Committee, government and people of all ethnic groups in Bac Ninh province will continue to promote historical and cultural values and human factors, overcome difficulties and limitations, improve the leadership capacity and fighting strength of the Party, and the governance and management capacity of the government. Patriotic emulation movements are increasingly developing extensively, integrated with campaigns and emulation movements of central sectors and organizations, creating a strong driving force to attract all classes of people to participate.

With the theme: "Solidarity, creativity and emulation to build Bac Ninh province to accelerate and break through with the whole country to enter the era of strong, civilized and prosperous development", the Congress is a political event of profound significance. This is a forum to summarize the patriotic emulation movement and commendation work; to commend and honor typical advanced examples, and at the same time, it is an opportunity to exchange, learn and replicate new models and good practices, contributing to spreading and improving the effectiveness of emulation and commendation work in the new period.

In order for the patriotic emulation movement to spread strongly and widely in all fields, professions, agencies, units and localities, Secretary of the Bac Ninh Provincial Party Committee Nguyen Van Gau suggested that after the Congress, agencies, units and localities urgently deploy emulation contents, linking emulation and reward work with the implementation of key tasks of the Provincial Party Committee and each locality. In the immediate future, emulation activities need to focus on implementing the Resolution of the Party Congresses at all levels; emulating to overcome difficulties to effectively operate the 2-level local government model; emulating to support the implementation of large and key projects such as the construction of Gia Binh International Airport, belt roads, high-speed railways, etc.

The province continues to attach importance to and effectively implement the selection of factors, training, and building advanced models to spread and promote the emulation movement to develop more and more. The work of commendation needs to be substantive, thoroughly overcoming the idea of respect, "peace is precious", "rotating rewards", focusing on rewarding direct workers, collectives, individuals at the grassroots level, those who take the initiative to take on difficult and complicated tasks, have many innovations and creativity to benefit the collective and the people; pay attention to discovering and promptly rewarding new typical factors.

Over the past five years, emulation movements in Bac Ninh province have become a great driving force, arousing patriotism, self-reliance, aspiration to rise up and solidarity in the entire Party Committee, government and people of the whole province. Notably, the average GRDP growth rate of the province in the 2021-2025 period is estimated at 8.98%/year. The economic scale in 2025 is estimated at 522 trillion VND, ranking 5th in the country... Regarding emulation and commendation work, over the past five years, the whole province has had more than 34,000 outstanding collectives, households and individuals awarded many noble prizes by the Party and State.

On this occasion, Vice President Vo Thi Anh Xuan presented 200 million VND from the Vietnam Children's Fund to the representative of Bac Ninh province; authorized by the President to present the Labor Medal to 6 individuals. In addition, 22 collectives and individuals were honored to receive Certificates of Merit from the Prime Minister; many collectives and individuals received Certificates of Merit from the Chairman of the People's Committee of Bac Ninh province.
