To proactively respond to storm RAGASA, the Department of Crop Production and Plant Protection requested the Department of Agriculture and Environment of provinces and cities to proactively drain buffer water, clear blockages in river beds and drainage axes to ensure good drainage and flood drainage, and proactively operate drainage pumping stations and culverts when there is heavy rain, and prepare all means such as electric pumps, oil pumps, etc. to protect rice fields and crops, fruit trees, and industrial crops; especially prioritize quick drainage for areas at risk of severe flooding, fruit trees, rice fields, and vegetable crops at harvest time.
For the ripe rice area, the locality needs to mobilize all forces to quickly and neatly harvest the ripe Summer-Autumn rice area with the motto "green house is better than ripe field" to avoid damage to productivity and quality caused by storms and heavy rains.
For the Summer-Autumn rice fields in the green-ripening stage, it is necessary to drain the water on the field surface to facilitate the rice harvest, and at the same time prepare the field for planting the Winter crop (for the Northern provinces), paying attention to preventing harmful brown spot disease.
Regarding vegetables, the Department of Crop Production and Plant Protection recommends urgently and quickly harvesting the area of vegetables that are ready for harvest; intensifying the implementation of clearing the flow, dredging ditches and drainage ditches in the fields; preparing enough quantity and types of vegetable seeds to be ready to replant if damaged by heavy rain; only planting when the weather is dry.
Fruit trees and industrial trees need to be pruned to keep the tree airy (overhanging branches, intertwined branches, banana leaves); cut off the top to limit the height of the main trunk, to minimize the creation of large resistance when encountering strong winds, making the tree susceptible to breaking and falling; tie the tree trunk or large branches in 3 directions to limit falling. For fruit-bearing trees, if it is time to harvest, it is necessary to proactively harvest early, prune the fruit on the bunch to avoid collision causing damage or fruit drop; cut ditches and drainage ditches to increase water drainage, avoid local flooding.
After storms, farmers need to dig trenches, focus on pumping water out of the garden quickly; increase the use of organic fertilizers and foliar fertilizers (limit the use of chemical fertilizers) to increase the tree's recovery ability; lightly till and break the crust on the top layer of soil (canopy area) to help the soil aerate, creating air exchange above and around the roots...
The Department of Crop Production and Plant Protection also requested localities to assign technical staff to closely follow the production situation and regularly monitor weather developments to proactively respond promptly to negative impacts caused by the weather.
