Head of the Department of Agriculture and Rural Development of Trieu Phong district, Tran Thien Nhan, said that this winter-spring crop, the district plans to plant more than 5,950 hectares of rice, about 1,660 hectares of crops and about 2,140 hectares of various vegetables and beans. At this time, farmers in the district have begun to go to the fields to prepare for winter-spring rice planting. The locality has arranged a planting schedule starting from January 10, 2024 and ending on January 25, 2024. The structure of short-term and very short-term rice varieties such as HN6, HC95, Khang Dan 18, Dai Thom 8, Ha Phat 3, Ha Phat 3, Bac Thom No. 7, Thien Uu 8...

According to Mr. Nhan, based on the forecast of unusual weather developments in the winter-spring crop, the district has directed localities and cooperatives to organize the extermination of rats and golden apple snails, and dredging of irrigation canals. Conduct early land preparation and plowing of stubble to destroy pathogens. Regularly monitor and update weather developments to promptly respond, adjust planting and care schedules appropriately, especially during severe cold spells that may occur at the beginning of the crop.

Prepare adequate production and reserve seed sources for replanting on areas damaged by flooding and severe cold; prepare anti-flooding equipment to overcome flooding during the time of newly sown rice. Review the rice land area without proactive irrigation water, land with low efficiency of rice production to have a plan to convert the crop structure appropriately, linking production with the consumption market to bring about higher efficiency.

In Vinh Linh district, according to the plan, the whole district will plant about 4,000 hectares of rice and nearly 3,200 hectares of crops in the winter-spring crop. Of which, the area of ​​rice for concentrated commodity production is about 2,600 hectares; the area of ​​​​associated rice production is about 400 hectares, including 250 hectares of organic production.

Deputy Head of the Department of Agriculture and Rural Development of Vinh Linh District, Diep Hong Cuong, said that based on the crop calendar of the Department of Agriculture and Rural Development and the specific conditions of the locality, the district has arranged a crop calendar for winter-spring rice cultivation starting from January 16 to 30, 2024 to avoid the early cold and allow the rice to form ears and bloom in safe conditions, as well as to deploy the summer-autumn crop in time. The structure of the main rice varieties includes the varieties HN6, Bac Thom 7, DT80, HG12...

Direct localities and cooperatives to organize rat extermination right from the beginning of the season; prepare high-quality seed sets, do not use long-term, poor-quality, degraded and pest-infected varieties; strive for over 95% of the cultivated area to use certified rice varieties or higher. Reserve a portion of seeds to overcome early-season damage due to possible unfavorable weather. Increase the use of row sowing tools to ensure the amount of seeds sown is 3 - 3.5 kg/sao. Each cooperative should choose 2 - 3 main rice varieties to put into mass production to facilitate care and pest control.

“The Department of Agriculture and Rural Development is coordinating with the Plant Cultivation and Plant Protection Station and the District Agricultural Extension Station to assign staff to train and instruct farmers on early-season seed treatment methods to protect seedlings and increase rice plants' resistance to planthoppers and other pests,” Mr. Cuong shared.

According to Deputy Director of the Department of Agriculture and Rural Development Nguyen Hong Phuong, in 2023, although agricultural production in the province faced many difficulties due to natural disasters and epidemics, with the proactiveness of the agricultural sector, localities, and the efforts of farmers in responding, overcoming and organizing production, all targets and plans for 2023 were completed. In particular, grain output exceeded 300,000 tons for the first time.

Ms. Phuong said that in the 2023 - 2024 winter-spring crop, according to the plan, the whole province is expected to plant about 26,000 hectares of rice with key rice varieties, mass production (70% of the area structure) such as DD2, HN6, HC95, Du Huong 8, Dai Thom 8, Khang Dan 18, Ha Phat 3, VNR20, HG12, Bac Thom No. 7, Bac Thinh, TBR225.

To ensure the success of the winter-spring crop production in the context of forecasted difficulties and challenges, the Department of Agriculture and Rural Development recommends that localities focus on directing farmers to produce according to the issued crop calendar. Rice varieties put into production must meet the prescribed quality standards, absolutely do not use degenerated rice varieties and meat rice as seed rice. The proportion of rice varieties put into production in the area should not exceed 30% of the area for each variety; each cooperative should structure 3-4 suitable rice varieties from the province's rice variety set to focus on intensive cultivation.

Organize a nationwide mobilization to do irrigation, clean the fields, kill rats, golden apple snails, mimosa trees and collect used pesticides. Develop a reasonable irrigation and drainage plan, especially for waterlogging when flooding occurs. Have a backup plan for rice and vegetable seeds to support farmers in replanting when natural disasters occur. In particular, for rice varieties, it is necessary to reserve suitable short and extremely short growing time varieties such as: HN6, An Sinh 1399, extremely short TBT, QR1...

Direct units in the agricultural sector to send cadres to closely follow the grassroots to grasp the developments of pests and the production situation in each locality to direct and guide localities on the structure of varieties, crop seasons and measures to prevent flooding, cold, prevent pests and diseases, and fertilize crops to minimize damage caused by natural disasters and epidemics; increase the efficiency of fertilizer use and save production costs.

Carry out well the investigation, detection, estimation, and forecasting of harmful organisms, early detection of pests to have timely and effective prevention measures. Based on the production situation and weather developments to regulate irrigation and drainage water sources appropriately, especially when flooding occurs.

Direct the Agricultural Seed Center to fully prepare sources of rice and vegetable seeds of all kinds that have been structured according to the Department's announcement, ensuring timely supply to farmers to serve production well; reserve sources of rice seeds with short and extremely short growing periods to supply to localities for re-sowing when there is damage caused by natural disasters.
