On the afternoon of January 7, the People's Committee of Bac Giang province worked with the Government's Project 06 Working Group on piloting electronic medical records in the province. Comrades: Mai Son - Permanent Vice Chairman of the Provincial People's Committee; Colonel Vu Van Tan - Deputy Director of the Department of Administrative Police for Social Order (Ministry of Public Security), Secretary of the Government's Project 06 Working Group chaired the meeting. Attending the meeting were representatives of leaders of a number of agencies and units under the Ministry of Public Security, the Ministry of Health, leaders of a number of departments, branches and hospitals in the province.

According to the report of the Department of Health , in recent times, the health sector has promoted propaganda and mobilization, guiding and supporting people to integrate electronic health books and health insurance cards (HI) on VNeID. At the same time, it has prepared infrastructure and data transmission lines for the implementation of data interconnection on the Health Insurance Appraisal Data Receiving Portal. The Department of Health has directed medical examination and treatment facilities to establish teams to guide and support patients and their relatives to install their HI cards on VNeID, with a total of 88 teams and support groups established in clinical departments. As a result, the number of people supported and guided to integrate their HI cards into the Electronic Health Book (HE) on VNeID is 52,324 people coming for medical examination and treatment. To implement medical examination and treatment using citizen identification cards, medical facilities installed 413 QR code scanning devices, the rate of using citizen identification cards for medical examination and treatment reached 83%.

To deploy Electronic Medical Records, affiliated units have paid attention to allocating funds to invest in information technology infrastructure, renting advanced HIS software, regularly purchasing additional computers and printers to ensure the implementation of information technology (IT) applications in medical examination and treatment such as: information KIOS, patient calling speaker system, automatic queuing, automatic queue number display screens at clinics, upgrading LAN, servers, storage systems, firewalls and wifi systems... However, at 6 hospitals expected to pilot the implementation (Provincial General Hospital, Traditional Medicine Hospital, Obstetrics and Pediatrics Hospital, Oncology Hospital, Son Dong District Medical Center, Bac Giang City Medical Center), Electronic Medical Records still face some difficulties such as: Funding to deploy large server room infrastructure with high storage capacity, especially PACS software; The hospital information system (HIS) of most units only reaches level 4 on average according to the hospital information system criteria group; The newly deployed electronic medical record software has many issues that are not suitable for reality and need to be edited a lot, many related contents are still missing and do not meet the actual process; The capacity of IT application of staff in the unit is still limited.

Discussing at the meeting, some units said that they often encountered difficulties in determining detailed technical requirements for both infrastructure and software, leading to difficulties in developing bidding documents; IT infrastructure and medical software must be integrated with old systems, such as electronic medical records management software (EMR), hospital information management system (HIS), and image archiving and transmission system (PACS). In addition, there were many difficulties due to some contractors not meeting the requirements when implementing the project, the software or infrastructure did not meet the actual needs; support time or not responding promptly when the software had problems, disrupting the operations of hospitals; difficulties with the Electronic Health Insurance Book on VneID. Delegates proposed that the Ministry of Public Security guide and delegate authority to the Department of Health and the Provincial Police to monitor the results of integrating the provincial health insurance card and electronic health insurance book on VNeID to carry out inspection and supervision of implementation results; The Ministry of Health issues policies and regulations on IT application in the health sector.

At the meeting, Colonel Vu Van Tan - Deputy Director of the Department of Administrative Police for Social Order (Ministry of Public Security), representative of the Government's Project 06 Working Group, highly appreciated the preparation of Bac Giang province in implementing electronic medical records. Emphasizing that the Electronic Medical Record Book is an important premise for making electronic medical records, the implementation of electronic medical records contributes to promoting the implementation of the contents of Project 06/CP in Bac Giang province.

He suggested that Bac Giang should further promote the work of propaganda and mobilization of the people, successfully implementing the goal of each person in the province having an electronic health record; hospitals and public health facilities connect with pharmacies to unify management and create data for the province. By January 15, the Provincial General Hospital strives to complete the deployment of electronic medical records connected to the common system with Bach Mai Hospital, and the remaining units will complete it in 2025.

Concluding the working session, Permanent Vice Chairman of the Provincial People's Committee Mai Son acknowledged and thanked the guidance and comments of the Government's Project 06 Working Group. Affirming that the sooner the implementation of Electronic Medical Records is implemented, the more beneficial it is for the people and the health sector, he requested the Provincial People's Committee Office to promptly advise and submit to the Provincial People's Committee a document directing agencies, units and localities to jointly implement Electronic Medical Records. The Department of Health urgently organized a working group to consult on the implementation at Bach Mai Hospital, and at the same time advise on the draft and submit to the Provincial People's Committee a plan to implement this content for Medical Centers across the province.

He requested the Provincial Police to coordinate with the Department of Health to review the network security system for units piloting the Electronic Medical Record. The Departments of Planning and Investment, Health, Finance, Information and Communications coordinate to ensure that bidding is implemented effectively and in accordance with regulations. The Department of Health directs medical facilities that do not pay for health insurance to urgently connect with the common data of the Electronic Medical Record and Electronic Medical Record to ensure the rights of people when going to medical examination and treatment. The health sector proactively cooperates with banks to coordinate cashless payment of hospital fees. At the same time, promote propaganda to guide people to use VNeID when going to medical examination and treatment.

Also at the working session, the Government's Project 06 Working Group and members of the province's Project 06 Working Group discussed and resolved a number of difficulties and obstacles in the issuance of criminal records on the VNeID application in Bac Giang province.

Regarding this content, Permanent Vice Chairman of the Provincial People's Committee Mai Son suggested that in January 2025, the Departments of Justice and Information and Communications review the data and report to the Chairman of the Provincial People's Committee in the first quarter on the results of the review and reduction of administrative procedures. The Provincial Police and the Provincial People's Court coordinate with the Department of Justice to regularly update citizens' criminal records on VNeID./.
