To implement the Law on Medical Examination and Treatment No. 15/2023/QH15, on August 13, 2024, the Prime Minister issued Decision No. 827/QD-TTg establishing the National Medical Council, an organization with the function of independently assessing the capacity to practice medical examination and treatment. The Council consists of a chairman, three vice chairmen and members; has specialized committees (Development of a Toolkit for Assessing the Capacity to Practice Medical Examination and Treatment; Organization for Assessing the Capacity to Practice Medical Examination and Treatment; Legal Affairs) and a supporting agency (Office).
Up to now, Vietnam has not had a national examination to grant medical practice certificates like many developed countries, so the establishment of the National Medical Council is an important step in improving the quality of medical human resources and ensuring patient safety. The Council will organize an examination to assess medical practice capacity according to international standards, creating an independent and objective inspection system.
Notably, having an independent assessment body will force medical training institutions to improve teaching quality and output, avoiding the situation of “mass training”. Only those with professional qualifications and professional ethics will be granted a license to practice.
The ultimate goal of establishing the National Medical Council is to contribute to tighter control of compliance with ethical standards, expertise and medical examination and treatment procedures. The Council will advise the Government and the Ministry of Health on regulations to standardize, professionalize and modernize the Vietnamese medical sector, from training to practice, ensuring the rights of the people and integrating with international standards.
According to the roadmap, the National Medical Council will organize capacity assessment for doctor titles from January 1, 2027; for physician, nurse, midwife titles from January 1, 2028; for medical technician, clinical nutritionist, outpatient emergency worker and clinical psychologist titles, from January 1, 2029.
According to Professor, Dr. Tran Diep Tuan, Chairman of the Council of Ho Chi Minh City University of Medicine and Pharmacy, Vice Chairman of the Vietnam Medical Education Association, Member of the National Medical Council, this is an important step forward, a historic milestone in the journey of commitment to improve the quality of education and training in the health sector, improve the quality of medical human resources in our country, towards the highest goal of ensuring patient safety.
The national competency assessment exam for healthcare professionals will take place from January 1, 2027, which is not long, but there is a lot of work. To keep up with the schedule, members and professional units must do many things at the same time. An equally important task is to build a specialized team to be able to maintain the organization of the exam in the following years.
Professor, Dr. Tran Van Thuan, Deputy Minister of Health, Chairman of the National Medical Council requested the Council members to fully perform their duties and powers; actively participate in professional activities and contribute ideas to develop the Toolkit for assessing medical examination and treatment practice capacity and the organization of assessment of medical examination and treatment practice capacity; proactively advise and propose solutions to innovate and improve institutions, improve the effectiveness of assessment of medical examination and treatment practice capacity, especially in the context of international integration and rapid development of science and technology.
