Thang Tam resettlement apartment project, Vung Tau city ( Ba Ria - Vung Tau province) was completed in November 2021. It has been 3 years but more than 500 apartments of this apartment building are still vacant.
Thang Tam resettlement apartment project was approved for investment and construction by the People's Committee of Ba Ria - Vung Tau province in Decision No. 681 dated March 30, 2016 with a total investment of more than 586 billion VND from the provincial budget. The project is built on an area of 66,569m2 on Ho Quy Ly Street, Thang Tam Ward, Vung Tau City with a scale of 21 floors and 1 basement. When completed, the project will have 504 apartments with an area of 50-95m2. In addition, the project also has technical infrastructure works, auxiliary works such as kindergartens, service areas serving the essential needs of the apartment building, trees, internal roads and other technical infrastructure items.
Thang Tam Residential Area Project is represented by the Vung Tau City Construction Investment Project Management Board as the investor. The project officially started construction in February 2017. After a period of interruption due to the impact of the Covid-19 epidemic, the project was completed in December 2021.
On March 17, 2022, the Ministry of Construction issued Notice No. 125 on the results of the inspection of the acceptance of completed construction works. Accordingly, the Thang Tam resettlement apartment project was determined to be eligible for use. However, since then, this project has remained vacant. In front of the apartment building, there is a row of steel fences blocking the entrance to the apartment building. Inside the buildings, the doors are still closed. On weekends, the area in front of the apartment building becomes a parking lot for tourists.
According to the Vung Tau City Construction Investment Project Management Board, the project has not been put into use because the province has not approved households eligible to receive apartments in the Thang Tam resettlement project; waiting for the province to approve the rental purchase price. Worryingly, up to now, many items in the apartment building have shown signs of deterioration.
Mr. Hoang Vu Thanh - Chairman of Vung Tau City People's Committee said that up to now, Vung Tau City has issued 106 decisions approving compensation, support and resettlement plans for households whose land has been recovered and cleared to implement 14 projects (equivalent to 106 apartments). "In order to remove difficulties in the process of site clearance and ensure the quick and proactive allocation of resettlement housing for eligible residents, Vung Tau City has proposed the Department of Construction to advise the People's Committee of Ba Ria - Vung Tau province to propose authorizing Vung Tau City to organize the approval of subjects assigned resettlement apartments" - Mr. Thanh said.
Therefore, on October 15, the Department of Construction issued Official Dispatch No. 5801 reporting and proposing the Provincial People's Committee to authorize Vung Tau City to organize the approval of the subjects assigned to the Thang Tam resettlement apartment building.
According to Mr. Khai Quoc Binh - Deputy Director of the Department of Construction, based on the Housing Law 2023, the Provincial People's Committee is the representative owner of the Thang Tam Ward Resettlement Apartment Project. Accordingly, the Provincial People's Committee is responsible for deciding on the subjects to be arranged housing for the Thang Tam Ward Resettlement Apartment Project. However, the Law on Organization of Local Government No. 77/2015/QH13 stipulates the authorization for local state administrative agencies. In addition, Article 111 of the Land Law 2024 and Decree 88/2024 of the Government on compensation, support, and resettlement when the State reclaims land also stipulates the organization of consideration and approval of subjects to be arranged housing for resettlement.
Therefore, the Department of Construction proposes the Provincial People's Committee to approve the policy of authorizing Vung Tau City to organize the review and approval of the subjects to be arranged at the resettlement apartment project in Thang Tam Ward. At the same time, assign the Department of Construction to preside over and coordinate with relevant departments and branches, Vung Tau City to review and advise the Provincial People's Committee on the authorization document on the above content in accordance with regulations. Assign the Provincial Housing Management and Development Center to manage, sign contracts for purchase, lease, hire-purchase of apartments and hand over apartments at the resettlement apartment according to the decision approved by the Provincial People's Committee in accordance with regulations.
