Improving the quality and effectiveness of State management of the press in the new era

On June 21, 1925, Leader Nguyen Ai Quoc founded Thanh Nien Newspaper - the mouthpiece of the Vietnam Revolutionary Youth Association, marking an important turning point in the history of the development of Vietnam's revolutionary press.

From that historical milestone, the Vietnamese Revolutionary Press has gradually matured, always accompanying the country and the nation, becoming a core and pioneering force on the ideological and cultural front, making outstanding contributions to every stage of the country's development.

In today's new journey – the journey of the digital transformation era, artificial intelligence, and global integration – the revolutionary press of Vietnam continues to play a particularly important role in informing and communicating policies, creating social consensus, and spreading national values.

"Journalism is a conduit of knowledge - connecting trust."   Therefore, improving the quality and effectiveness of state management of the press is a prerequisite for the healthy, professional, humane, and modern development of the revolutionary press in our country.

In the coming period, the Ministry of Culture, Sports and Tourism (MOCST) will closely coordinate with the Central Propaganda and Mass Mobilization Department, the Vietnam Journalists Association , and relevant agencies to focus on implementing a number of key solutions as follows:

Firstly, it is necessary to have a full, accurate, and comprehensive understanding of the enormous challenges that digital technology and artificial intelligence have been and are currently posing to all aspects of social life, including the field of journalism, in an unprecedentedly profound and comprehensive manner. This is a fundamental issue that needs to be clarified and thoroughly identified.

Artificial intelligence is a supporting tool, becoming an extension of the hand that helps journalists improve their work efficiency and perform the core functions of journalism more deeply. Journalists in the AI ​​age must both "upgrade technology" and "maintain the core ideology." This is a combination of data intelligence and political intelligence, of technological speed and cultural depth.

Journalists cannot remain outside the digital transformation, but they also cannot allow themselves to be completely led by algorithms – which are insensitive to truth and value. Journalists must master technology, using AI as a tool to enhance their capabilities, not to diminish their professional integrity. They must know how to select, analyze, and process information with critical thinking, journalistic ethics, social responsibility, and a spirit of service to the country and its people. The Ministry of Culture, Sports and Tourism will coordinate with relevant agencies to launch a nationwide high-intensity emulation campaign with diverse platforms and forums to encourage learning, research, and application of AI among journalists, with the perspective: "Correct understanding leads to beautiful actions."

Secondly, focus on removing bottlenecks, unlocking resources, and creating new development spaces for revolutionary journalism. Resolutely abandon the mindset of "If you can't manage it, ban it," or "Manage it without knowing ," and shift strongly from "passive administrative management" to "service-oriented governance linked to digital communication and data connectivity" in the context of journalism and media having transcended traditional boundaries and spread across global digital platforms.

One of the key focuses is the strict management of cross-border information flows, especially controlling foreign digital platforms operating in Vietnam, ensuring digital sovereignty and information security. The Ministry will coordinate the development of tools for decoding, evaluating, and classifying content on digital platforms, combining state management and technology applications to enhance the capacity for analyzing, evaluating, and guiding information flows, preventing the risk of deviations and negative impacts on society.

Institutionally, the upcoming amendments to the Press Law will ensure balance, integration, and consistency with related laws. The focus will be on the following major directions:

  1. Fully institutionalize the Party's leadership role over the press; ensure the freedom of speech and freedom of the press for citizens as stipulated in the 2013 Constitution.
  2. 完善 regulations related to journalistic activities in cyberspace.
  3. Strengthen management of journalistic activities; aim to build an effective monitoring and inspection mechanism to prevent "media disguised as journalism" or "journalism-ized corporate communication"; promote focused post-auditing, with inspections based on quality criteria rather than formal control.
  4. Improving the quality of journalists and media leaders aims to build a team with strong professional skills and ethical conduct.
  5. Promoting the economic development of journalism creates a favorable legal framework, allowing the press to generate legitimate revenue and ensure sustainable development. The strategic goal is to establish a highly governed national journalism ecosystem, ensuring the principle of "unity in diversity," while simultaneously protecting the political ideology, historical traditions, and national culture, and creating room for creativity, innovation, humanism, and modernity.

Thirdly, continue to review, revise, supplement, and improve the effectiveness and quality of the coordination mechanism between leadership agencies, management agencies, professional associations, and the governing bodies of media units in the context of the strong development of digital media and artificial intelligence today.

The urgent need is to establish a unified coordination mechanism with clear objectives, distinct roles, and transparent responsibilities. This includes more clearly defining the responsibilities of the Central Propaganda and Mass Mobilization Department as the leading agency in ideological and political guidance; the Ministry of Culture, Sports and Tourism as the advisory body for management, policy making, and law enforcement; and the Vietnam Journalists Association as the core organization in educating professional ethics and upholding journalistic cultural standards.

Fourth, focusing on breakthroughs in management and governance thinking to develop journalism in conjunction with the economics of journalism is both a practical requirement and a prerequisite for the survival, development, and successful fulfillment of the mission of revolutionary journalism in the new era.

The Ministry of Culture, Sports and Tourism continues to advise the Party and the State on reviewing and improving policies to support the development of the press economy in a comprehensive, open, and highly constructive manner. In this spirit, preferential policies such as tax exemptions and reductions, preferential loan support, and state-ordered projects will be reviewed and implemented according to the principles of transparency, efficiency, and adherence to content quality criteria and serving socio-political objectives.

Prioritize resource allocation for the press to produce essential, strategic content related to security, defense, border and territorial sovereignty, culture, society, international integration, information serving remote areas, border regions, islands, disadvantaged areas, export processing zones, and industrial parks.

In particular, the Ministry will advise the Prime Minister to soon issue a policy on digital content copyright and revenue sharing between cross-border digital platforms and mainstream media to protect the fruits of labor and the legitimate rights of Vietnamese journalists.


Given the challenges and opportunities of the current era—the age of digitalization, artificial intelligence, and global communication—improving the quality and effectiveness of state management of the press is not only an urgent task but also a historical mission.


Fifth, seriously and decisively implement the planning of the national press system, linked to the revolution in the organizational structure of the political system to be streamlined, efficient, effective, and effective, and to building a human resource pool of journalists with virtue, talent, and adaptability in the digital transformation era. This is an urgent requirement and has a decisive significance for the development of the revolutionary press. Streamlining the press system is not simply about merging organizations, but an opportunity to improve quality, restructure functions, clarify the mission, increase operational efficiency, and enhance the effectiveness of serving the Fatherland and the People.

Faced with the challenges and opportunities of the current era—the digital age, artificial intelligence, and global communication—improving the quality and effectiveness of state management of the press is not only an urgent task but also a historical mission. State management must be truly proactive, synchronized, and effective so that the press can become an ecosystem of information, propaganda, guidance, and a foundation for strengthening the nation's belief and aspirations for prosperity and well-being.
