Operational efficiency of two-level government in Dong Nai

After more than 4 months of operation, the 2-level local government model in Dong Nai has gradually become organized, operated stably, basically meeting the set goals, ensuring consistency and transparency in state management, contributing to improving effectiveness and efficiency, creating convenience for people and businesses.

The two-tier local government model is an institutional breakthrough, but also poses many challenges in the initial stage. The biggest difficulty is delegating more power to the commune level, especially in the fields of land, investment, and public finance, while the number and quality of professional staff at the grassroots level are not enough to meet practical requirements.

Increase satisfaction of people and businesses

Xuan Hoa Commune was established on the basis of merging three previous communes. Comrade Ta Quang Truong, Party Secretary and Chairman of the Commune People's Council, affirmed that up to this point, the operating apparatus according to the two-level local government model in the locality has stabilized, creating a clear change in both management thinking, service quality and state management efficiency.

In particular, this place implements the mechanism of "one contact - one process - one result" in receiving and processing administrative records, helping people and businesses only need to go to the right place, the right person, and receive results on time, without having to go through many levels and intermediaries.

Up to now, the commune has standardized more than 300 administrative procedures, synchronized with the Dong Nai Provincial Public Service Portal, helping people to look up, submit and receive results right at the commune. The rate of online records at levels 3 and 4 increased more than 2.5 times compared to the same period in 2024; the average processing time reduced to 2-3 days depending on the field. Notably, more than 97% of people participating in the survey expressed satisfaction or very satisfaction with the service attitude and sense of responsibility of the staff at the Commune Public Administration Service Center.

Identifying the key factor for the new model to be effective is the capacity to organize and operate at the grassroots level and the ability to connect and share administrative data between the grassroots level and the departments and branches of the province, right from the first days of its establishment, Xuan Hoa commune urgently reviewed and arranged the apparatus, streamlined the focal points, avoided overlap and duplication; implemented the principle of "fast - neat - responsible - practical".

Along with that, investing in renovating and upgrading the Public Administration Service Center with a scale of 250 m², fully equipped with electronic devices and file management software, aiming to build a friendly, modern, transparent and people-serving administration. All files are 100% digitized, helping to improve publicity, transparency and management efficiency.

In Long Thanh commune, Deputy Secretary of the Party Committee and Chairman of the People's Committee Le Hoang Son said that the Commune Public Administration Service Center has received more than 7,800 records, of which more than 99% were processed on time and before the deadline. Notably, the rate of online submissions reached nearly 99%, far exceeding the target set by the province. Records, processing results and fee payments are all digitized and made online, helping people save a significant amount of time and money.

The quality of on-site service is highly appreciated by the people, with a satisfaction index of more than 93/100 points. Officials and civil servants at the Public Administration Service Center always strictly follow the motto "4 please, 4 always, 5 no" - hello, sorry, thank you, permission; always smile, always be gentle, always listen, always help and absolutely no authoritarianism, no bureaucracy, no harassment. "When I came to do land procedures, I found the space here airy, the staff received and guided me enthusiastically. We are very satisfied with the service style of the staff", said Ms. Vo Thi Uyen, resident of Long Thanh commune.

“The government accompanies, is receptive, listens, and substantially resolves difficulties and obstacles for people and businesses” is the motto of the Bien Hoa Ward Public Administration Service Center. Party Secretary and Chairman of the People's Council of the ward, Vien Hong Tien, assessed that the positive changes in handling administrative procedures have contributed to strengthening trust and good relationships between the government and people and businesses.

Over the past 4 years, this locality has focused on drastically directing the reform of administrative procedures, considering this a key and regular task, associated with the goal of building a serving government, creating development, taking people and businesses as the center. Efforts to promote the application of information technology and digital transformation have resulted in the receipt and processing of online records reaching a rate of more than 99.8%, of which the number of records resolved on time is nearly 88%.

Continue to remove arising difficulties

Xuan Hoa Commune has focused on three groups of solutions to effectively overcome difficulties, which are: Establishing an electronic administrative coordination mechanism between the commune and departments and branches via a digital platform; all records, processes, and feedback are identified, progress is monitored in real time, and made public on the commune's electronic information portal.

Implementing “restructuring the team”, arranging staff with the right capacity and expertise, organizing training in digital skills and electronic document processing skills. In particular, the model “Many agencies - one accountant” has been deployed to help manage finances and budgets effectively, becoming a good experience spreading throughout the province.

Mobilize union members and young cadres to support digital transformation in hamlets; take advantage of provided technology equipment, and review and upgrade network infrastructure to ensure that all grassroots administrative points are connected smoothly.

Commune leaders always set an example, working regardless of days off to promptly resolve problems, so that the process of serving people and businesses is not interrupted.

In order to listen, grasp, and promptly direct the resolution of difficulties and problems arising at the grassroots level after more than 4 months of officially operating the new apparatus, the Standing Committee of Dong Nai Provincial Party Committee has just held a thematic conference with the Standing Committees of the Party Committees of all 95 wards and communes in the area.

Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Dong Nai province Vo Tan Duc emphasized that the top priority task now is for the whole province to continue to synchronously deploy solutions to ensure the stable and effective operation of the two-level local government model. The focus is on strengthening leadership, supervising and promptly removing difficulties at the grassroots level; reviewing and supplementing personnel, issuing a list of job positions for the 2026-2031 period in conjunction with streamlining the payroll.

Along with that, perfect the system of regulations on functions and tasks, continue to decentralize and clearly delegate people and tasks. Promote administrative reform, digital transformation, synchronize information technology infrastructure and databases. Arrange investment in repairing and upgrading facilities and organize training to improve the capacity of commune-level officials and civil servants in the immediate future and have a systematic training plan to meet the standards of civil servant staff to meet job positions according to regulations.

Dong Nai provincial leaders requested Party Committees of wards and communes to promote initiative and innovate leadership methods to solve internal challenges, taking people's satisfaction as a measure. Prioritize the building of "digital government, digital citizens", identifying this as a fundamental solution to reduce pressure on commune-level personnel in the context of increased workload.
