On the afternoon of November 28, the National Assembly discussed the draft law on defense industry, security and industrial mobilization. Giving opinions, the majority of delegates agreed with the need to develop the law, and at the same time suggested further research on a number of strategic issues.

"Thinking towards the sea, going to the sea, mastering the sea"
Delegate Ta Dinh Thi ( Hanoi delegation) said that the draft law needs to more clearly demonstrate the mindset of going towards the sea, going out to sea, mastering the sea, exploiting and sustainably using environmental resources and marine space. "With the content of the current draft law, we feel that we are still oriented towards the continent and the mainland," said Mr. Thi.
Emphasizing that Vietnam is a country with more than 3,260 km of coastline and more than 3,000 large and small islands and archipelagos, Mr. Thi affirmed that the sea and islands are the living environment and the sustainable development of the nation. The East Sea has important advantages in terms of geopolitics , geo-military, geo-economics, and geo-natural geography for our country.
Therefore, the draft law needs to approach the task of ensuring national defense and security with socio-economic development, environmental protection, foreign affairs and international cooperation, with the task of sustainable development of the marine economy being the focus.
Also discussing, delegate Nguyen Thi Ngoc Xuan (Binh Duong delegation) mentioned the policy mechanism for developing high-quality human resources for the defense and security industry.
Ms. Xuan noted the priority of building, attracting, and rewarding, especially for a team of highly qualified managers and scientists, strong and specialized research groups, a team of good engineers, leading experts in technology, management organization, military production, technicians and highly skilled workers with specialized skills and technological know-how in the defense and security industry.
Along with that is supplementing policies for training and fostering human resources both domestically and abroad; investing in and improving the quality of universities, academies, institutes, and applied research centers on science and technology for national defense and security.
In particular, the female delegate suggested that there should be a direct admission mechanism and higher preferential policies for excellent high school students and university students studying specialized technical training majors, key to the defense and security industry. The goal is for Vietnam to gradually master science and technology in this field.

"Defense industry is not just a continent"
Explaining the opinions of the delegates, General Phan Van Giang, Minister of National Defense, affirmed that Vietnam is a country that gets rich from the sea, which means that the defense industry is not only on land.
"We also produce all kinds of weapons and equipment to ensure the protection of the territorial integrity of the Fatherland. For example, we build ships for the whole world, proper combat ships, not just fishing boats," Mr. Giang informed.

The Minister of Defense added that production lines, including strategic weapons production, meet the requirements of firing at different distances and different types of targets, not only on land, not only in the air but also on water.
Talking about the policy of attracting high-quality human resources for the defense and security industry, General Phan Van Giang said that there must be policies on salary, bonus, housing, etc. to assign scientific tasks, reward, recognize, and confer scientific titles. Along with that are policies for the military rear, to make everyone feel worthy of difficult, high-risk work.
Admitting that there are still certain difficulties, the Minister of National Defense said he will try to overcome them. Citing the Military Industry and Telecommunications Group (Viettel), Mr. Giang said "there must also be a separate decree from the Government to attract resources, to have people and to have Viettel Group as it is today".
