Join hands to bring the 2024 Land Law into life

At the 5th Extraordinary Session held on January 18, 2024, the National Assembly officially passed the amended Land Law (Land Law 2024), consisting of 16 chapters and 260 articles, of which 180/212 articles of the Land Law 2013 were amended and supplemented and 78 new articles were added. The Land Law 2024 will take effect from August 1, 2024. With many timely activities, all levels, sectors, authorities and people of Quang Ninh have been quickly putting the Land Law 2024 into practice.

Over the past years, Quang Ninh has been a locality with rapid socio-economic development, leading to the movement of buying, selling, owning land, and constructing works on land. The planning and use of land in the province is generally highly effective, creating momentum for the locality to always achieve rapid and stable development. However, in reality, there are still some difficulties and limitations.

For example, after many years of implementation, some urban areas are still in an unfinished state, with abandoned land, overgrown weeds, and too few households building houses to settle in the project. In addition, there is the situation of dividing land into plots and selling them, buying and selling land use rights, tax evasion, etc., which are all problems that hinder socio-economic development and leave long-term consequences that are difficult to overcome. These problems are expected to be overcome in the 2024 Land Law.

Immediately after the 2024 Land Law was passed by the National Assembly on January 18, 2024, localities in Quang Ninh have taken rapid and positive steps, including stopping land transactions to prepare for the application of the new law. In residential areas of Ha Long City, many households with small interspersed land areas, not included in the residential land area, or used for many years without being granted additional land use rights in the red book, are urgently writing declaration documents to be granted the right to use this land area. People are extremely excited because the 2024 Land Law has helped to remove obstacles, bring more benefits, and make their lives more convenient.

Mr. Nguyen Chien Thang (Hong Hai Ward, Ha Long City) said: My family has 120 square meters of interspersed land that has been used for many years, but because it has not been added to the red book, it is very difficult to exchange, buy, sell, or construct works... After the 2024 Land Law was issued, following the instructions of the land officer, I immediately declared and submitted the procedures, hoping to complete the administrative procedures according to regulations, creating a basis for the family to re-plan the house and garden to be neat, use land effectively, and prevent waste like in the past.

To soon put the 2024 Land Law into practice, Quang Ninh province has issued a plan and directed departments, branches and localities to focus on implementation. The Provincial Coordinating Council for Dissemination and Education of Law (PBGDPL) organized an online contest to learn about the 2024 Land Law in the province (from July 20 to August 30, 2024), and at the same time focused on disseminating and popularizing new provisions of the law. On May 16, 2024, the Council for Dissemination and Education of Law coordinated with the Provincial Delegation of National Assembly Deputies to organize a conference combining face-to-face and online dissemination and propaganda of the Land Law and the Law on Credit Institutions with the participation of over 11,200 delegates. Immediately afterwards, a number of departments and branches also organized online conferences to disseminate the Land Law to their civil servants and public employees.

The Department of Natural Resources and Environment has advised the Provincial People's Committee to issue a plan to implement the 2024 Land Law; draft 5 legal documents related to the 2024 Land Law to be widely posted on the electronic information portal; advise the Provincial People's Committee to separate the contents under the province's authority, and direct departments and branches to draft implementation documents to ensure progress. On July 5, 2024, Dong Trieu Town organized a conference to propagate and disseminate the law in the form of direct and online communication at 21 connecting points of communes and wards in the town. This is the first locality in the province to organize this activity.

According to Deputy Head of the Provincial National Assembly Delegation Nguyen Thi Thu Ha, with timely, correct, urgent and effective activities, the sectors, authorities at all levels and people of Quang Ninh have quickly joined hands to bring the new Land Law into life, so that land truly becomes an important resource contributing to promoting the cause of developing Quang Ninh into a model province of prosperity and civilization.
