After five years of implementing the Resolution of the 3rd National Congress of Ethnic Minorities in 2019, the Party Committee and government of Quang Ninh province continue to pay attention to and prioritize investment in socio-economic development in ethnic minority and mountainous areas. To date, the socio-economic life of ethnic minority and mountainous areas has achieved many important and comprehensive results in all fields. Taking place over two days (October 29-30), the 4th National Congress of Ethnic Minorities of Kien Giang province in 2024 holds significant political importance, serving as a forum to acknowledge the great contributions of ethnic minorities to socio-economic development and the building and protection of the Fatherland; to encourage and awaken national pride, self-reliance, and self-strength, promoting the power of national unity; and to consolidate confidence and create high consensus among ethnic minorities in the leadership of the Party. On this occasion, the people met, exchanged experiences, and expressed many opinions, thoughts, and aspirations to the Party and the State. On the afternoon of October 29, within the framework of attending the 8th Future Investment Initiative Conference (FII8) and visiting the Kingdom of Saudi Arabia, Prime Minister Pham Minh Chinh held talks with the Crown Prince and Prime Minister of Saudi Arabia, Mohammed bin Salman Bin Abdulaziz Al Saud. Implementing the resolutions of the National Assembly , the decisions of the Prime Minister on socio-economic development in ethnic minority and mountainous areas, and the resolution of the Quang Ninh Provincial Party Committee on "Sustainable socio-economic development associated with ensuring strong national defense and security in communes, villages, and hamlets in ethnic minority, mountainous, border, and island areas in the period 2021-2025, with orientation to 2030," during the period 2021-2025, the Quang Ninh Provincial People's Council issued two resolutions focusing resources on implementing ethnic minority programs and policies with a total budget of 4,200 billion VND.
Accordingly, the province has focused on and invested in socio-economic development, ensuring national defense and security in ethnic minority and mountainous areas; promoting the restructuring of the agricultural sector towards sustainable development; developing key products and agricultural commodity production in planned concentrated agricultural commodity production areas with local advantages... By the end of 2021, all 64/64 communes in the province had met the new rural development standards; by the end of 2022, the province had 27/64 communes meeting the advanced new rural development standards and 10/64 communes meeting the model new rural development standards.
To date, Quang Ninh province no longer has any poor households according to the central government's poverty standards. The average per capita income in the province's 67 communes and towns in ethnic minority, mountainous, border, and island areas reached 73.348 million VND/person/year (an increase of 29.648 million VND/person/year compared to 2020).
Mr. Ly Tai Thong, a respected figure in Tan Dan commune, Ha Long City, expressed: "In recent times, Quang Ninh province has implemented many solutions to improve the lives of the people in Tan Dan and other ethnic minority areas in the province. As respected figures, we have also received training and information to promptly disseminate and mobilize the people; at the same time, we convey the thoughts and aspirations of the people to the State agencies for timely resolution according to regulations."
Through its efforts, Quang Ninh province has completed the National Target Program for Sustainable Poverty Reduction (2021-2025) three years ahead of schedule and implemented a multidimensional poverty standard for the 2023-2025 period that is 1.4 times higher than the central government's poverty standard.
Based on the resolutions of the Quang Ninh Provincial Party Committee, the preservation and promotion of the cultural values of ethnic minorities have been increasingly enhanced. Many intangible cultural values such as the coming-of-age ceremony of the Dao people, the Soong Co festival of the San Chi people, the Then practice of the Tay people, etc., have been recognized as typical heritage values and included in the National List of Intangible Cultural Heritage by the Ministry of Culture, Sports and Tourism.
To date, Quang Ninh province has 19 Outstanding Artisans in the field of intangible cultural heritage who are ethnic minorities. The province currently has 55 traditional arts clubs in ethnic minority and mountainous areas that have been established, strengthened, and expanded, aiming for quality, depth, and effectiveness, attracting a large number of people to participate and enjoy.
Alongside this, localities are stepping up the implementation of cultural preservation policies linked to tourism development; many historical sites and festivals are being exploited and promoted, with the orientation of becoming sustainable tourism products of ethnic groups; some localities have invested in developing community tourism models, initially creating some unique tourism products...
Ms. An Thi Thin, Deputy Head of the Ethnic Affairs Committee of Quang Ninh province, affirmed: Over the past five years, Quang Ninh province has remained steadfast in its view and goal of sustainable development in ethnic minority areas across all fields, considering it a strategic and urgent issue.
In particular, the implementation at all levels of Party committees and government in Quang Ninh province has been creative and decisive. As a result, the socio-economic quality of life in the ethnic minority and mountainous areas of the province has seen many positive changes. This is a core element for the sustainable development of ethnic minority areas in Quang Ninh province in the coming years.
