At the Ly Van Lam Ward Public Administrative Service Center, Ms. Quach Ngoc Yen, a specialist at the center, said: "Thanks to technology, the processing procedures are faster and more efficient, reducing pressure on both officials and citizens. For officials and employees of the agency, the application of IT helps to resolve agency work more quickly, archived documents are easy to search, and reports are sent to relevant agencies quickly without having to go in person."

However, according to Mr. Nguyen Van Den, Deputy Director of the Department of Culture, Sports and Tourism of the province, for digital transformation to succeed, digital culture must go hand in hand. Officials, civil servants, students, and pupils need to be exemplary in their civilized behavior in the digital environment. They must not only handle work efficiently but also show respect, share, and empathize with citizens and colleagues.
To realize this goal, Ca Mau province has been implementing many comprehensive solutions. In the cultural sector, the Vebrary 5.0 museum artifact management and electronic library software has been put into use, helping to digitize the knowledge base to serve the community. In tourism, the smart tourism information application (www.camautourism.vn) allows tourists to search for destinations, restaurants, and travel agencies directly on their mobile phones.

However, Mr. Nguyen Van Den informed that, according to the Ministry of Information and Communications, in 2024, more than 15,000 infringing content items were requested to be removed from cross-border platforms, mostly related to misinformation, defamation, and incitement to hatred. Cyber violence and "culture of destruction" are increasingly prevalent, particularly targeting celebrities and ordinary users.
A Microsoft report once revealed that Vietnam was among the top 5 countries with the lowest online civility index. This shows that if a digital culture is not built in time, the conveniences of technology could become a threat to the community, especially young people and vulnerable groups.
A healthy digital society is one where people not only master technology but also know how to behave respectfully in the digital world.
Mr. Nguyen Van Den emphasized that digital culture education, enhancing digital skills, and perfecting the legal framework are the three pillars for building a safe and healthy cyberspace. Schools, families, media outlets, and technology companies need to cooperate closely to create a "shield" for users. At the same time, positive behavior and responsible, kind interactions should be encouraged.
Digital technology is reshaping how society operates, from public policy, education, and healthcare to personal life. A healthy digital society is one where people not only master technology but also know how to behave civilly in the digital world.
