Digital transformation and smart city construction

On October 8, the People's Committee of Xuan Dinh Ward (Hanoi) coordinated with the Institute of Digital Transformation Strategy to organize the Launching Ceremony in response to the National Digital Transformation Day (October 10) and the "Digital Education for All" movement; at the same time, organized a seminar on "Perspectives on a smart city".

At the launching ceremony, Deputy Secretary of the Party Committee, Chairman of the People's Committee of Xuan Dinh Ward Nguyen Thuong Son said that as one of the wards with a rapid urbanization rate and an important strategic position, Xuan Dinh is a bridge between the central urban area and the expanding development area in the West of the Capital. The area currently has many model urban areas and key projects. Therefore, in order to truly go into depth in digital transformation, bringing practical benefits to the people, Xuan Dinh Ward officially launched the "Digital Education for All" movement, identifying four key tasks of digital transformation in the current period.

In particular, Xuan Dinh ward focuses on equipping people with basic digital knowledge and skills, especially the elderly and the disadvantaged, to help everyone use technology easily, safely and effectively; eliminate the digital gap, ensure no one is left behind in the digital transformation journey; encourage people to "learn digital every day", forming the habit of accessing technology as a part of life.

Along with that, the ward also encourages the application of technology in daily life: from using online public services, cashless payments, online shopping, registering for medical examination and treatment, to finding official information on the internet; building practical and effective pilot models, linked to the actual needs of the people, and then expanding them to the entire ward.

Also according to Mr. Nguyen Truong Son, Xuan Dinh ward will focus on organizing - guiding - supporting; reviewing and perfecting digital infrastructure, ensuring stable and high-speed transmission lines, meeting the requirements for management, operation and serving the people; at the same time, organizing training courses; maximizing the role of 275 members of 40 Community Digital Transformation Teams, Technology and Professional Response Teams to support administrative procedure settlement and specialized Teams to support people in performing online public services...

Immediately after the launching ceremony, the seminar "Perspectives on a smart city" attracted a large number of managers and experts to attend, evaluate, and propose solutions on smart cities from the perspective of State management, economics , technology as well as recommendations and overall assessments of a smart city...

Director of the Institute of Digital Transformation Strategy, Mr. Le Nguyen Truong Giang, said that the future of development is currently moving towards a society shaped by three pillars: data, decision-making and implementation solutions. In which, digital transformation is the process of creating data, with the ultimate goal of creating a data architecture that is a foundation for development. Through the development platform, smart cities will be created that act as a "system" that allows each citizen, business as well as organization and society to make reasonable and effective decisions, on that basis, shaping a digital economy that allows for the effective exploitation of data as a key resource associated with the development of the economy...

Dr. Dam Thanh Tu, Head of the Department of Digital Economics, Academy of Policy and Development, Ministry of Finance , shared that smart cities are a strategic solution to thoroughly solve economic and social problems by transforming from traditional management to data-based management. In particular, smart cities need smart governance, smart economy, smart transportation, smart environment, smart life and smart citizens.

From the people's perspective, Master Ho Khanh Le (Central Committee of the Vietnam Women's Union) said: A smart city is not a city full of robots or touch screens everywhere, but a city that "understands" and "serves" the people more effectively thanks to data and technology. Therefore, The role of the government in smart cities is to build a legal framework, common standards and regulations; at the same time, build a clear roadmap and vision for development to identify priority areas and focus resources for development. Along with that, the government in smart cities needs to connect state management agencies, businesses, people... to create an effective "ecosystem" of cooperation; at the same time, it must be a pioneer in applying digital technology and reforming working processes.

According to Vice Chairman of Xuan Dinh Ward People's Committee, Mr. Nguyen Hung Quoc, to build the ward into a smart city, it is necessary to complete the legal corridor, issue unified and specific regulations, creating a basis for the ward level to deploy related tasks.

Along with that, it is necessary to have synchronous investment in digital infrastructure; training and fostering civil servants, regularly updating digital skills and information technology knowledge; promoting propaganda, changing people's awareness, so that each person clearly understands the benefits of smart cities, actively uses online public services associated with encouraging public-private cooperation, socializing investment, mobilizing resources from businesses and the community in developing infrastructure and technology services. The most important point in building a ward into a smart city is that all solutions need to be people-centered, considering people's satisfaction as the most important measure to evaluate the effectiveness of State management.
